Our fathers, renowned for wisdom no less than courage, did not stop to estimate the price of human life, when they began the great structure of our national existence, and, laid in blood, the sure foundations of liberty and justice on which it rests. We should have proved degenerate and unworthy sons had we failed to follow their noble example when secession lifted its heretical head, and threatened the destruction of our National Government. The Constitution of the United States of America was ordained and established in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defence, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity.
