Ces dernières années, un intérêt particulier a été porté au problème de la sectorisation de l'espace aérien.Pour pallier à cette augmentation continue du trafic en Europe, il est nécessaire d'optimiser la gestion du trafic aérien. Une automatisation de la sectorisation de l'espace aérien peut permettre, dans cette optique, d'accroître l'adaptabilité des configurations du secteur aérien à une nouvelle demande de trafic. L'objectif de la première partie de cette thèse est de proposer une méthode globale de sectorisation de l'espace aérien européen en se basant sur une modélisation mathématique et des méthodes d'optimisation heuristiques. La méthode de sectorisation proposée est basée sur la division initiale de l'espace aérien en cellules de Voronoi à l'aide de méthodes des k-moyennes. Pour des raisons de complexité combinatoire induite, un algorithme d'optimisation stochastique est utilisé pour résoudre le problème de sectorisation. Un algorithme génétique est utilisé pour construire les secteurs de l'espace aérien dans plusieurs zones de contrôle européennes, en se basant sur des données réelles de trafic aérien pendant plusieurs jours.De plus, les configurations du secteur de l'espace aérien doivent être adaptées dynamiquement pour offrir une efficacité et une flexibilité maximales en fonction des conditions météorologiques et de circulation. L'objectif de la deuxième partie de cette thèse est d'adapter automatiquement les configurations de l'espace aérien en fonction de l'évolution du trafic, au cours d'une journée de fonctionnement. Pour atteindre cet objectif, il faut considérer que l'espace aérien est divisé en blocs d'espaces aériens 3D qui doivent être groupés ou dégroupés en fonction de l'état du trafic. La méthode proposée est basée sur une technique de partitionnement de graphe et sur des algorithmes génétiques. La méthode est testée sur plusieurs zones de contrôle européennes.

Book excerpt: Cette thèse s'inscrit dans le domaine de l'optimisation globale appliquée aux flux de trafic aérien. Le problème abordé consiste à optimiser les flux de trafic aérien sans imposer de retards au décollage. On considère tout d'abord le système existant tel quel, en cherchant à améliorer l'écoulement du trafic simplement en équilibrant les regroupements des secteurs élémentaires d'espace sur les positions de contrôle. Des méthodes déterministes (A*, Branch & bound) et un algorithme génétique sont utilisés pour répartir au mieux la charge de trafic entre les positions. Dans un deuxième temps on s'autorise a modifier la structure de l'espace aérien, en partant des flux directs origine-destination pour construire, par une méthode de partitionnement et une triangulation de Delaunay, un réseau de routes aériennes répondant à certains critères d'espacement des points de croisement. On évalue dans un troisième temps l'intérêt de séparer verticalement les flux aériens, dans leur phase de croisière. Cette évaluation porte sur le nombre et la nature des conflits détectés lors de simulations en temps accéléré, en allouant ou non des niveaux de croisières séparés. Dans un quatrième temps, on génère pour les principaux flux de trafic des trajectoires 3D complètes, séparées les unes des autres, en tenant compte de la disparité des performances des avions sur chaque flux. Deux types de stratégies sont explorées : une approche séquentielle où un algorithme A* est appliqué successivement à chaque flux dans un ordre choisi, et une approche globale où toutes les trajectoires sont considérées simultanément, en utilisant un algorithme génétique. Les algorithmes sont d'abord testés sur des cas simples avant d'être appliqués aux données réelles, en France et en Europe.Enfin, en dernier lieu, la dimension temporelle est prise en compte afin de planifier dynamiquement des trajectoires 4D non-conflictuelles pour des trains d'avions.

Ces tâches induisent des charges de travail qu'il s'agit d'équilibrer harmonieusement entre les secteurs. Quand un espace est sectorisé, certaines contraintes spécifiques au contrôle du trafic aérien, dont des contraintes géométriques, doivent être prises en compte. Notre approche, basée tant sur des techniques de partitionnement de graphes que sur des techniques de programmation par contraintes, permet de résoudre le problème de sectorisation en respectant toutes les contraintes. Cette formulation inclut une heuristique permettant de trouver rapidement une bonne solution d'une grande instance et une procédure d'optimisation locale randomisée pour améliorer les solutions. De plus, une approche est proposée pour calculer les enveloppes géométriques des secteurs.

Un modèle décrivant la relation entre les prix d'entrée dans les secteurs et le choix des routes et des périodes de décollage par les compagnies aériennes est proposé. Les paramètres du modèle sont estimés en minimisant la différence entre un nombre de vols observés et un nombre de vols issus du modèle. Les prix de secteurs sont calculés de manière à minimiser la différence entre un nombre de vols définis par une cible et un nombre de vols issus du modèle. La cible correspond à une répartition du trafic dans le temps et dans l'espace qui conduit à une forte réduction de la congestion. Deux stratégies de tarification sont envisagées. La première consiste à établir des prix par secteur et par période indépendamment les uns des autres. La deuxième stratégie de tarification consiste à limiter le nombre de valeurs de prix et à affecter un niveau de prix à chaque secteur à chaque période. Plusieurs algorithmes basés sur la méthode du gradient, le recuit simulé et la méthode Tabou sont développés pour résoudre les problèmes d'optimisation. Tous ces algorithmes sont testés et comparés sur trois scénarios de trafic. Les résultats de l'optimisation et des simulations de trafic montrent que la tarification mise en place permet d'orienter partiellement le choix des compagnies et de diminuer les pointes de congestion.
