For this reason, developing an automated conflict resolution tool at NAS level is presented as a big challenge. One way to address the problem is by using aggregate models, which can significantly reduce its dimension and complexity. Significant effort has been made to develop an air traffic aggregate model capable to effectively state and solve the problem. In this study, a Route-Based Aggregate Model is developed and tested. It consists in a modification of several existing models and overcomes some issues identified in previous aggregate models. It allows the implementation of Traffic Flow Management conventional controls, such as ground delay and rerouting. These control strategies can be used to avoid congestion conflicts based on sectors and airports capacity as well as regions affected by convective weather. The optimization problem is posed as a Linear Programming routine, which guarantees an optimal solution that minimizes the total accumulated delay required to avoid such capacity conflicts. The solutions can be directly translated into specific instructions at aircraft level, via modification of the times of departure and flight plans. The model is integrated with Future Air Traffic Management Concepts Evaluation Tool (FACET), a state of the art air traffic simulation tool, and uses its files as both input and output. This allows simulating in FACET the solution obtained from the aggregate domain. The approach is validated by applying it in three realistic scenarios at different scales. Results show that, for time horizons larger than 2 hours, the accuracy of the aggregate model is similar to other simulation tools. Also, the modified flight plans, the product of the disaggregated solution, reduce the number of capacity conflicts in the FACET simulation. Future research will study the robustness of these solutions and determine the most appropriate scenarios where to implement the aggregate approach.

Book excerpt: Due to a soaring air travel growth in the last decades, air traffic management has become increasingly challenging. As a consequence, planning tools are being devised to help human decision-makers achieve a better management of air traffic. Planning tools are divided into two categories, strategic and tactical. Strategic planning generally addresses a larger planning domain and is performed days to hours in advance. Tactical planning is more localized and is performed hours to minutes in advance. An aggregate route model for strategic air traffic flow management is presented. It is an Eulerian model, describing the flow between cells of unidirectional point-to-point routes. Aggregate routes are created from flight trajectory data based on similarity measures. Spatial similarity is determined using the Frechet distance. The aggregate routes approximate actual well-traveled traffic patterns. By specifying the model resolution, an appropriate balance between model accuracy and model dimension can be achieved. For a particular planning horizon, during which weather is expected to restrict the flow, a procedure for designing airborne reroutes and augmenting the traffic flow model is developed. The dynamics of the traffic flow on the resulting network take the form of a discrete-time, linear time-invariant system. The traffic flow controls are ground holding, pre-departure rerouting and airborne rerouting. Strategic planning---determining how the controls should be used to modify the future traffic flow when local capacity violations are anticipated---is posed as an integer programming problem of minimizing a weighted sum of flight delays subject to control and capacity constraints. Several tests indicate the effectiveness of the modeling and strategic planning approach. In the final, most challenging, test, strategic planning is demonstrated for the six western-most Centers of the 22-Center national airspace. The planning time horizon is four hours long, and there is weather predicted that causes significant delays to the scheduled flights. Airborne reroute options are computed and added to the route model, and it is shown that the predicted delays can be significantly reduced. The test results also indicate the computational feasibility of the approach for a planning problem of this size.

Research has led to the creation of several models in order to address this challenge. Because of the complexity of the problem, the Eulerian (aggregate) approach may be the best to reduce the dimension and complexity of the problem, whilst maintaining accuracy. This study analyzes one of the latest aggregate models created, the Route-Based Aggregate Model (RBAM), and compares it to the Large-Capacity Cell Transmission Model (CTM(L)) and the Link Transmission Model (LTM). These three models share some similarities such as the non-existence of diverging nodes or, in the case of the CTM(L), the condition of submitting all the airplanes in a cell to the next cell after one time-stepBut there are also big differences which make them different enough to coexist. For example, the RBAM can be used without the need of historical data in order to model the NAS, only the information of the upcoming flight plans. Also, the RBAM is designed to base its controls from a ground perspective, allowing ground rerouting and ground delay. An explanation on how to implement the RBAM in Matlab can be found in this project, explaining the peculiarities of the translation of the cost function constraints into a Linear Programming (LP) problem, with several examples that show how the solution to the LP problem distributes the delays between ground delays and ground reroutings. Because the cost of a ground rerouting is different from the cost of a ground delay because of the extra fuel expense that the rerouting may cause (assuming always that the original route is shorter), a proper weighting of both controls is found, considering different variables such as the cost of the fuel or the cost of overtime parking at the airports for the delayed aircraft. Future research will study how to define the alternative routes for the ground rerouting and also how to implement airborne rerouting.

Book excerpt: Traffic congestion increases travel times, but also results in higher energy usage and vehicular emissions. To evaluate the impact of traffic emissions on environment and human health, the accurate estimation of their rates and location is required. Traffic emission models can be used for estimating emissions, providing emission factors in grams per vehicle and kilometre. Emission factors are defined for specific traffic situations, and traffic data is necessary in order to determine these traffic situations along a traffic network. The required traffic data, which consists of average speed and flow, can be obtained either from traffic models or sensor measurements. In large urban areas, the collection of cross-sectional data from stationary sensors is a costefficient method of deriving traffic data for emission modelling. However, the traditional approaches of extrapolating this data in time and space may not accurately capture the variations of the traffic variables when congestion is high, affecting the emission estimation. Static transportation planning models, commonly used for the evaluation of infrastructure investments and policy changes, constitute an alternative efficient method of estimating the traffic data. Nevertheless, their static nature may result in an inaccurate estimation of dynamic traffic variables, such as the location of congestion, having a direct impact on emission estimation. Congestion is strongly correlated with increased emission rates, and since emissions have location specific effects, the location of congestion becomes a crucial aspect. Therefore, the derivation of traffic data for emission modelling usually relies on the simplified, traditional approaches. The aim of this thesis is to identify, quantify and finally reduce the potential errors that these traditional approaches introduce in an emission estimation analysis. According to our main findings, traditional approaches may be sufficient for analysing pollutants with global effects such as CO2, or for large-scale emission modelling applications such as emission inventories. However, for more temporally and spatially sensitive applications, such as dispersion and exposure modelling, a more detailed approach is needed. In case of cross-sectional measurements, we suggest and evaluate the use of a more detailed, but computationally more expensive, data extrapolation approach. Additionally, considering the inabilities of static models, we propose and evaluate the post-processing of their results, by applying quasi-dynamic network loading.
