In particular there are conflicts over using the river system for irrigation vs. electricity production. Denying the hydroelectric system water implies higher costs to electricity consumers as producers substitute more expensive nonhydro resources. This research looked at the impact of new irrigation on PNW electricity consumers. This was done under varying assumptions of demand response and farmer payments for pumping of irrigation water. The study also examined the difference between the current policy of allowing farmers to take all the water they need, and a policy in which withdrawals are limited in periods of low streamflow. Simulations were run to determine the amount of electricity production lost because of withdrawals. These results were then used in a series of simulations to estimate the economic impacts under the various assumptions and policies. It was found that irrigation caused losses to electricity consumers. In some cases this loss was on the order of $200/acre of irrigated land. The loss was significantly mitigated under the interruptible policy. Farmer payments for irrigation energy also reduced the loss to consumers.

Book excerpt: To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. In 2010, the Africa Infrastructure Country Diagnostic found that to enable Africa to fill its infrastructure gap, some US$ 93 billion per year for the next decade will need to be invested. The Program for Infrastructure Development in Africa (PIDA), endorsed in 2012 by the continent’s Heads of State and Government, lays out an ambitious long-term plan for closing Africa’s infrastructure including trough step increases in hydroelectric power generation and water storage capacity. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals), which may be vulnerable to changes in climatic patterns, the direction and magnitude of which remain significantly uncertain. Enhancing the Climate Resilience of Africa 's Infrastructure evaluates -using for the first time a single consistent methodology and the state-of-the-arte climate scenarios-, the impacts of climate change on hydro-power and irrigation expansion plans in Africa’s main rivers basins (Niger, Senegal, Volta, Congo, Nile, Zambezi, Orange); and outlines an approach to reduce climate risks through suitable adjustments to the planning and design process. The book finds that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in scenarios of drying climate conditions, losses of hydropower revenues between 5% and 60% (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. In in wet climate scenarios, business-as-usual infrastructure development could lead to foregone revenues in the range of 15% to 130% of the baseline, to the extent that the larger volume of precipitation is not used to expand the production of hydropower. Despite the large uncertainty on whether drier or wetter conditions will prevail in the future in Africa, the book finds that by modifying existing investment plans to explicitly handle the risk of large climate swings, can cut in half or more the cost that would accrue by building infrastructure on the basis of the climate of the past.

While a solid foundation has been established for many specific water management problems, combining those methods and principles in a unified framework remains an ongoing challenge. This Handbook aims to expand the scope of efficient water use to include allocation of sources and quantities across uses and time, as well as integrating demand-management with supply-side substitutes. Socially efficient water use does not generally coincide with private decisions in the real world, however. Examples of mechanisms designed to incentivize efficient behavior are drawn from agricultural water use, municipal water regulation, and externalities linked to water resources. Water management is further complicated when information is costly and/or imperfect. Standard optimization frameworks are extended to allow for coordination costs, games and cooperation, and risk allocation. When operating efficiently, water markets are often viewed as a desirable means of allocation because a market price incentivizes users to move resources from low to high value activities. However, early attempts at water trading have run into many obstacles. Case studies from the United States, Australia, Europe, and Canada highlight the successes and remaining challenges of establishing efficient water markets.

Perhaps most critical to successful water and sanitation investments is to discover and implement forms of service and payment mechanisms that will render the improvements worthwhile for those who must pay for them. In this paper, we argue that, in many cases, the conventional network technologies of water supply and sanitation will fail this test, and that poor households need alternative, non-network technologies. However, it will not necessarily be the case that specific non-network improved water supply and/or sanitation technologies will always be seen as worthwhile by those who must pay for them. We argue that there is no easy panacea to resolve this situation. For any intervention, the outcome is likely to be context-dependent. An intervention that works well in one locality may fail miserably in another. For any given technology, the outcome will depend on economic and social conditions, including how it is implemented, by whom, and often on the extent to which complementary behavioral, institutional and organizational changes also occur. For this reason, we warn against excessive generalization: one cannot, in our view, say that one intervention yields a rate of return of x% while another yields a return of y%, because the economic returns are likely to vary with local circumstances. More important is to identify the circumstances under which an intervention is more or less likely to succeed. Also for this reason, when we analyze a few selected water and sanitation interventions, we employ a probabilistic rather than a deterministic analysis to emphasize that real world outcomes are likely to vary substantially.
