Command and control (C2) of joint land operations is fundamental to warfare. Having a land component commander (LCC) is not new to the Armed Forces of the United States. The Allies in World War II successfully employed separate joint or multinational LCC headquarters in several theaters. These land component commands ensured proper coordination with other components and freed the multinational force commander to focus on overall strategy. In the 20th century, joint and multinational operations have encompassed the full diversity of air, land, maritime, and space forces operating throughout the operational area. Advances in capabilities among all forces and the ability to communicate over great distances have made the application of military power in the 21st century more dependent on the ability of commanders to synchronize and integrate joint land operations with other component's operations. The manner in which geographic combatant commanders (GCCs) organize their forces directly affects the C2, responsiveness, and versatility of joint force operations. Combatant commanders (CCDRs) organize assigned and attached forces to accomplish the mission based on the CCDRs' vision and concept of operations (CONOPS) as well as considerations of mission, enemy, terrain and weather, troops and support available — time available. Unity of action, centralized planning and direction, and decentralized execution are also key considerations. CCDRs can conduct operations through subordinate unified commands, subordinate joint task forces (JTFs), single-Service task forces, Service components, functional components, or a combination of Service and functional components. Not only can the GCC designate a JFLCC, but each subordinate joint force commander (JFC) may also designate their own JFLCC. Consequently, there may be multiple LCCs, each with an organization, duties, and responsibilities tailored to the requirements of their specific JFC, within a single area of responsibility (AOR). Where multiple joint operations areas each have land operations being conducted, the JFLCC designated directly by the GCC, may also be designated the theater JFLCC. The primary responsibilities of the theater JFLCC may be to provide coordination with other theater-level functional components, to provide general support to the multiple JFLCCs within the AOR, to conduct theater-level contingency planning, or to conduct joint reception, staging, onward movement, and integration for the entire joint land force. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff (CJCS). It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. Conventional, nuclear, chemical, and electronic weapons are integrated to attack enemy forces throughout the depth of their formations. Basic to the AirLand Battle is the fact that modern battles will be fought by air and land forces working together. Interaction and cooperation must extend into almost every function of combat. The potential AirLand battlefield exists wherever United States forces face relatively modern, well-equipped forces using Soviet tactics and operational concepts. These forces are typified by the Warsaw Pact in Central Europe and the mechanized forces in the Middle East and Korea. The Army and Air Force must be prepared to fight and win by using all available combat power throughout every dimension of the battlefield. Combat power depends on more than troops and weapons systems. It requires the integration of communications, intelligence, and other types of combat support (CS) and combat service support (CSS). These factors may be decisive, since commanders can manipulate and control them to achieve a tactical advantage. Weather is the singled decisive factor over which commanders have little or no control. Weather may be the most significant factor considered in all combat operations. Many battles were won or lost due to the impact of weather. Some examples are the Spanish Armada, Operation Overlord, Battle of Trenton, Battle of Stalingrad, and the Battle of the Bulge, as well as Napoleon's, and Hitler's attempts to take Moscow. Although commanders have no control over weather, they can take advantage of it or minimize its effects through planning. To do so, they need support form meteorological elements operating from the tactical to the national and international levels. This manual provides weather support doctrine for combat operations. FM 100-5 describes operations and FM 34-1 describes intelligence and electronic warfare operations. The target audience includes Army and Air Force commanders and staffs. It also includes those US Air Force (USAF) weather teams (WETMs) deployed in support of Army tactical commands and echelons above corps (EAC) which provide weather data to lower echelon WETMs.

It provides the doctrinal foundation for communications system support of joint operations across the range of military operations. The objective of the joint communications system is to assist the joint force commander (JFC) in command and control (C2) of military operations. While C2 alone will neither destroy an adversary target nor accomplish emergency resupply, no single activity in military operations is more important. The first element of C2 system is people — people who acquire information, make decisions, take action, communicate, and collaborate with one another to accomplish a common goal. The second element of the C2 system taken collectively are the facilities, equipment, communications, and procedures essential to a commander for planning, directing, and controlling operations of assigned forces pursuant to the missions assigned. Although families of hardware are often referred to as “systems,” the C2 system is more than simply equipment. High-quality equipment and advanced technology do not guarantee effective C2. Effective C2 starts with well-trained and qualified people and an effective guiding philosophy and procedures. One role of the communications system is to ensure connectivity throughout the operational area, thus providing JFCs with the capability to effectively plan, conduct, and sustain joint operations. A second role is to provide JFCs the principal tool with which they collect, transport, process, protect, and disseminate information. Through the exchange of information, effective C2 integrates joint force components, allowing them to function effectively across vast distances in austere or complex environments and in all weather conditions. The third role of the communications system is to provide processes and procedures which help ensure information availability to facilitate joint and multinational operations. The communications system supporting US military forces must have the capability to rapidly adapt to changing demands; to provide information that is needed (the right information); where needed (the right place); and when needed (the right time), protected from interception and exploitation and presented in an actionable format. By meeting these fundamental objectives, the communications system allows joint forces to seize opportunity and meet mission objectives. A joint force linked and synchronized in time and purpose is considered networked. The joint force capitalizes on information and near simultaneous dissemination to turn information into actions. An effective communications system helps the JFC conduct distributed operations in a nonlinear battlespace. To do this, the communications system must be interoperable, agile, trusted, and shared. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff (CJCS). It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
