Book excerpt: The activities of the Fondazione ENI Enrico Mattei cover a broad spectrum of research topics, ranging from economics to engineering, from environmen tal management at the industry or regional level to basic mathematical model ling research. It is the combination of the activities on these last two topics that led the Fondazione to organise, with the University of Geneva, a work shop where operation research tools were designed with the aim to provide national and local policy makers with appropriate analytical and policy instru ments for environmental management. In the recent past, attention has often been devoted to global environmen tal issues in which the level of policy making is either international, through multi-country agreements on emission control, or national, when environ mental policies are designed to control domestic pollution. Many environ mental problems, however, have a local or regional dimension. Even when their dimension is global, e. g. in the case of the greenhouse gas effect, relevant decisions on emission control, such as the adoption of energy saving utilities, are taken at the local level. In many countries, the current legislation imposes the local authorities to prepare plans and adopt measures to control energy consumption or to reduce waste of natural resources. It is therefore important to analyze the way in which local or regional authorities optimise their environmental management.

Methods resulting from this field of research are used in this book to develop a Multiobjective Decision Support Systems (MODSS) for environmental management. The primary focus of the book is therefore on the issues and practicalities that arise when these methods are applied to support decisions on environmental problems. Most methods included in this book are derived from the literature on multicriteria decision making, decision anlysis and operations research. Concepts developed in management science are used to describe environmental decision processes and to define the functions of decision support. The author's work on MODSS has resulted in the development of a decision support package, called DEFINITE (DEcisions on a FINITE set of alternatives). A demonstration version of this programme is included with the book. This Demo Disk can be run on a MS-DOS compatible personal computer (version 2.0 or higher) having a 3,5 inch, 720 Kb disk drive and 640 Kb available RAM.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides relevant theoretical frameworks and the latest empirical research findings in Operations Research (OR) and Management Science (MS) as applied to sustainability. Its goal is to identify and describe ways in which OR and MS have been applied to and influenced the development of sustainability. Many of the issues we face today stem from the interconnectivity of the economy, society, and the environment, and from how both the economy and society are affecting the environment. In response, there have been a range of local and global efforts to advance society without harming the natural environment. The book showcases how OR/MS can help to address these issues, specifically with regard to renewable energy, smart industry, smart cities, transportation, smart homes and devices, etc. This book is intended for professionals in the fields of energy, engineering, information science, mathematics and economics, and for researchers who wish to develop new skills in connection with sustainability, or whose work involves sustainability.

Book excerpt: Environmental decisions must satisfy a multitude of objectives and the matching of a plan, policy or project to such objectives is a matter of both facts and value judgements. Value Functions for Environmental Management provides a systematic approach to the structuring and measurement of value judgements, showing how they drive the decision process and how to make them transparent and effective in support of complex decisions. The value functions that the book describes provide a scheme for the exploration of human values and a tool for transforming them into an analytical model. A clear statement can then be made of the degree to which a decision has achieved its objectives, and how conflicting objectives may be addressed. This does not mean that there is no role for human judgement in the process. Complexity, often coupled with large information gaps, necessitates expert judgement, but the values adopted by the experts are themselves capable of being structured and measured according to the value function methodology presented here, even if the judgements themselves are qualitative and tentative. Value models for expert panels are also presented. The use of the methodology in practice is illustrated by examples. The book contains an extensive subject index.

Book excerpt: In this landmark set of papers, experts from around the world present the latest and most promising approaches to both the theory and practice of effective environmental management. To achieve sustainable development, organizations and individual citizens must comply with environmental laws and regulations. Accordingly, a major contribution of this book is the presentation of original techniques for designing effective environmental policies, regulations, inspection precedures and monitoring systems. Interesting methods for modelling risk and decision making problems are discussed from an environmental management perspective. Moreover, knowledge-based techniques for handling environmental problems are also investigated. Finally, the last main part of the book describes optimal approaches to reservoir operation and control that take into account appropriate multiple objectives. Audience The book is of direct interest to researchers, teachers, students and practitioners concerned with the latest developments in environmental management and sustainable development.

Book excerpt: This edited volume is an introduction to diverse methods and applications in operations research focused on local populations and community-based organizations that have the potential to improve the lives of individuals and communities in tangible ways. The book's themes include: space, place and community; disadvantaged, underrepresented or underserved populations; international and transnational applications; multimethod, cross-disciplinary and comparative approaches and appropriate technology; and analytics. The book is comprised of eleven original submissions, a re-print of a 2007 article by Johnson and Smilowitz that introduces CBOR, and an introductory chapter that provides policy motivation, antecedents to CBOR in OR/MS, a theory of CBOR and a comprehensive review of the chapters. It is hoped that this book will provide a resource to academics and practitioners who seek to develop methods and applications that bridge the divide between traditional OR/MS rooted in mathematical models and newer streams in 'soft OR' that emphasize problem structuring methods, critical approaches to OR/MS and community engagement and capacity-building.

Book excerpt: The 21st century promises to be an era dominated by international response to c- tain global environmental challenges such as climate change, depleting biodiversity and biocapacity as well as general atmospheric, water and soil pollution problems. Consequently, Environmental decision making (EDM) is a socially important ?eld of development for Operations Research and Management Science (OR/MS). - certainty is an important feature of these decision problems and it intervenes at very different time and space scales. The Handbook on “Uncertainty and Environmental Decision Making” provides a guided tour of selected methods and tools that OR/MS offer to deal with these issues. Below, we brie?y introduce, peer reviewed, chapters of this handbook and the topics that are treated by the invited authors. The ?rst chapter is a general introduction to the challenges of environmental decision making, the use of OR/MS techniques and a range of tools that are used to deal with uncertainty in this domain.
