Book excerpt: Today's global security environment of uncertainty and chaos due to ethnic strife and declining global resources will require greater emphasis for U.S. military forces at the other than war end of the conflict scale when dealing with the full range of military operations. With the current U.S. dominance in conventional military power, any potential future adversary will likely look for an unconventional or asymmetric means of engaging us. This will require the joint force commander (JFC) to fully understand the operating environment for Military Operations Other Than War (MOOTW). The synchronization of conventional and SOF, although crucial to the success of any military operation discussed in joint doctrine, is the most critical aspect of MOOTW. When the JFC first begins planning he must first understand how his military means are going to achieve his operational objectives. In order to accomplish this demanding task, he has to fully understand how best to integrate the full range of military options available and how to synchronize his conventional and SOF for mission accomplishment. The JFC has several doctrinal keys to successfully employ operational art in a MOOTW environment. Most important are the strategic estimate and the facets of operational art especially synergy, simultaneity and centers of gravity. Of the six MOOTW principles, the most important to the JFC are unity of effort, restraint, perseverance, and legitimacy. The JFC by constant awareness of the MOOTW principles and applying the facets of operational art most important to MOOTW will best synchronize his forces. This will ensure that the JFC really understands what the mission is and tailors the force to achieve the military and political objectives in the shortest time with the fewest casualties.

Available in PDF, EPUB and Kindle. Book excerpt: The United States has experienced numerous eras of distinct international systems which governed its relationship with other nations. The end of the Cold War symbolized a transition point between such systems. Historically, the nature of a new order as well as the transitional point between orders is fraught with uncertainty. Nonetheless, instruments of national power such as the military must respond to the changing system to remain effective. The post-Cold War era has been characterized by an increased use of the military for operations short of war to include humanitarian operations, peacekeeping, sanction enforcement, etc. Although these missions are not new to the Armed Forces, military doctrine has only begun to address the unique challenges involved in executing operations short of war. Joint Publication 3- 07, Joint Doctrine for Military Operations Other Than War (MOOTW), lists six fundamental principles for MOOTW. This research applies the concepts embodied in the principles of MOOTW with three MOOTW models; the Range of Military Operations Model developed by the U.S. Army, the Crises and Lesser Conflicts Model developed by Rand researchers Carl H. Builder and Theodore W. Karasik, and the MOOTW Characteristics Model developed by RAND researchers Jennifer M. Taw and John E. Peters.

Book excerpt: Post-Cold War political pressures are likely to increase the demand for the U.S. military in general and the U.S. Army in particular to conduct operations other than war (OOTW). This report analyzes how changing demographics worldwide will affect the operational requirements of future OOTW missions. Two key factors that have influenced U.S. success or failure in the past are 1) political-military communication, and 2) mission creep and mission swing. Without effective political-military communication, military planning may be derived from political rhetoric or, alternatively, political decisions may be based on faulty understandings of military capabilities or considerations. Equally critical is sufficient recognition of, and planning for, mission creep (in which political goals shift, requiring military operations different from those planned at the intervention's outset) and mission swing (in which the operational environment undergoes quick deterioration or improvement unrelated to the presence or efforts of intervening forces). The report concludes with specific recommendations regarding Army doctrine, training, equipment, and force structure.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. A detailed investigation of civil–military relations in Indonesia, this book will be of interest to scholars in the fields of Southeast Asian studies and Asian politics, and more generally to those interested in civil–military relations, military politics, and MOOTW.

Book excerpt: Since the end of the Cold War, American armed forces have found themselves involved more and more frequently in military operations other than war (MOOTW). These include a wide range of operations, both non-combat and combat. Almost invariably, these operations involve a variety of forces--military and civilian, government and non-government, American and foreign. Operations of this type require intense coordination and cooperation--known as unity of effort in Joint Doctrine--in order to achieve stated objectives and thus success. The wide variety of participants in MOOTW brings unique problems, including command and control, lack of clearly defined objectives and desired end state, different objectives among the participants, and cultural differences. This paper suggests that unity of effort in MOOTW must be considered and addressed constantly, from the earliest stages of planning until the desired end state has been achieved. Numerous examples of successes, failures and difficulties experienced with respect to achieving unity of effort during the peace operations in Somalia from 1992 to 1994 are provided.

Book excerpt: Since the end of the Cold War and the Gulf War, the US military has been increasingly tasked for operations short of war, in what has come to be labeled Military Operations Other Than War (MOOTW). While the MOOTW concept has been incorporated into extant US military doctrine, specific missions attributed to MOOTW remain controversial, such as peace operations (Somalia, Haiti, and Bosnia) or humanitarian operations (Somalia, Rwanda). This paper broadly analyzes contemporary MOOTW missions and evaluates their relevance for the military in the future. First, it looks historically to determine the roots of MOOTW and how it differs from earlier, related, concepts such as Low-Intensity-Conflict and Unconventional Warfare. The missions encompassed in MOOTW are not new but follow a long history in the US military, described herein. Several differing concepts of future threats are reviewed to determine the continued applicability of MOOTW. Within a wide variety of future threat environments, MOOTW missions should still be able to contribute to enhancing national security. However, the ability of MOOTW responses to counter the threat does not, alone, justify using the military. The paper next examines which MOOTW missions can or should be carried out by the military. Many of the missions in MOOTW are likely to involve combating organized violence; hence those missions are appropriate for the military. For those that do not involve combat, there are several rationale: the military provides exclusive expertise, has appropriate resources, or performing those missions contributes to justifying military budgets and personnel designed for other threats or conflicts. These rationales are not sufficient to justify using the military in some MOOTW missions.

Book excerpt: Since the end of the Cold War, the frequency of U.S. military involvement in operations other than war (OOTW) has increased, while the force structure and number of military personnel have been reduced. You asked us to examine the impact of OOTW on the military services. As agreed with your office, we examined the (1) impact of OOTW on the warfighting capability of each of the services, including the time to recover warfighting skills; (2) extent to which reporting systems fully capture the impacts; (3) available information on the effect of OOTW on morale and retention; (4) ability of U.S. forces to respond to a major theater war while engaged in OOTW; (5) Department of Defense (DOD) efforts to alleviate any adverse impacts; and (6) funding provided by Congress for OOTW. We focused our efforts primarily on Army and Air Force units that have been engaged in operations in Bosnia and Southwest Asia (SWA) over the past several years and also included Navy units engaged in counterdrug operations in the Caribbean.
