As a result, the United States has launched a variety of overt and covert operations in efforts to attack enemy leaders directly, facilitate their overthrow by coup or rebellion, or secure their ouster through external invasion. This book examines a number of leadership attacks from World War II to the present to offer insights into the comparative efficacy of various forms of leadership attacks, their potential coercive and deterrent value, and the possible unintended consequences of their ill-considered use. The book concludes that direct attacks, coups, and rebellions have met with only limited success and, even when successful, have sometimes yielded counterproductive results. Moreover, neither direct attacks nor coups have been of significant coercive or deterrent value, although rebellions have at times provided useful negotiating leverage. By contrast, external invasions have proved to be more efficacious both in shaping the targeted countries' policy and behavior and in exerting coercive effects. The book concludes by outlining the likely conditions under which future leadership attacks are likely to be sanctioned and by delineating the prerequisites of effective use of air power in such contexts.

It analyzes United States operations targeting strategic individuals over the course of the Twentieth Century. This discussion creates a list of recommended standards for the military commander to consider while planning decapitation operations. Five US decapitation operations conducted over a ninety-two year span provided historical precedence to answer the above questions. These strategic individuals were chosen for this study because they represent a century of US activity targeting enemy leadership. The author developed criteria for targeting enemy leadership through a combination of the Defense Department's doctrinal targeting process, the generally recognized principles of Just War Theory, Robert A. Pape's Decapitation Theory, and the conclusions derived from Chapter Three's case studies. This monograph concludes that attempting to decapitate an organization without adhering to the following criteria will severely hobble the operation's probability of strategic success. The four Decapitation Criteria are: Criticality, Legitimacy, Cost Effectiveness, and Proportionality. Decapitation, most often, shapes the effectiveness of a larger, grand strategy that incorporates all elements of national power. The author recommends that commanders should always investigate the potential strategic values of targeting enemy leadership. More often than not, the pressure applied will provide some level of benefit. However, commanders must continuously reassess the expected value derived from decapitation and weigh that value against its costs. Employing Decapitation Criteria and the subsequent Outcome Analysis developed in this monograph can effectively aid a commander deciding on the benefits of targeting enemy leadership, and increase the operation's strategic productivity.

Specifically, the Army espouses the need for decentralized operations and operational adaptability, but the author argues that the Army culture is driven by control, stability, and risk aversion. A case study provides a means for analyzing the complexity of organizational leadership in the contemporary security environment. The study presents a high-stakes problem set requiring an operational adaptation by a cavalry squadron in Baghdad, Iraq. This problematic reality triggers the struggle in finding a creative solution, as cultural norms serve as barriers against overturning accepted solutions that have proven successful in the past, even if they do not fit today's reality. The case highlights leaders who are constrained by assumptions and therefore suffer the consequences of failing to adapt quickly to a changed environment. Emphasizing the importance of reflection and a willingness to experiment and assume risk, the case study transitions to an example of a successful application of adaptive leadership and adaptive work performed by the organization. The case study serves as a microcosm of the challenges facing the U.S. Army. The corresponding leadership framework presented can be used as a model for the Army as it attempts to move forward in its efforts to make adaptation an institutional imperative (Chapters 1 and 2). The paper presents a holistic approach to leadership, whereby the leader transcends being simply an authority figure and becomes instead a real leader who provides a safe and creative learning environment for the organization to tackle and solve adaptive challenges (Chapter 3). The paper concludes with a recommendation that Army leaders apply Harvard Professor Dean Williams's theory of leadership to the challenges confronting the Army's leader development process so as to improve its efforts to grow adaptive leaders (Chapter 4).

Profile data is not, however, readily available to operational planners or widely used in planning. Profile information on enemy cultures, civilian leaders, and military commanders should be fully incorporated into operational planning. This would assist commanders and planners in determining an enemy's center of gravity (COG), and would aid in development of a course of action (COA) that would leverage friendly assets against that COG and protect the friendly COG. Utilizing profile information, planners could formulate a more effective COA by optimizing the operational functions of command and control, intelligence, movement and maneuver, and protection. Implementation of this concept should include employing on-site psychological and cultural expertise, educating operational planners on the application of profile data, and improving access to this information for planners.

In this timely new work, Miroslav Nincic illuminates the complex issues and policy choices surrounding clashes between international society and states that challenge the majority's espoused interests and values. As conventional approaches to international relations lose their relevance in a changing world, Nincic's work provides new and necessary frameworks and perspectives. Nincic explores recent events and develops theoretical models of contemporary asymmetrical power relations among states to offer a systematic account of the genesis, trajectory, and motivations of renegade regimes. He discusses how the pursuit of policies that defy international norms is often motivated by a regime's desire for greater domestic control. From this starting point, Nincic considers states' deviant behavior through two stages: the first is the initial decision to defy key aspects of the international normative order, and the second is the manner in which subsequent behavior is shaped by the international community's responses.
