However, inequalities persist in roles, rights and responsibilities of women and men, and shape the ways they participate in decision making, benefit from forest and tree resources, and experience changes in forest and tree-based landscapes. Gender biases in the wider policy environment and exclusionary social norms result in a gender gap in access to and control of assets and key resources, including land, labor, credit, information and extension services, with women facing disadvantages in several domains. These inequalities, embedded in formal and informal institutions and structures, hinder the change needed to support the sustainable and equitable development solutions that FTA seeks to deliver.As FTA's research agenda has evolved since the program's inception, so too has the program's portfolio of gender and social inclusion research. This revised research agenda and action plan draws on a tradition of quality gender work within FTA centers and complements FTA's original Gender Strategy (2013). It reflects the evolution of the program, including thematic and methodological developments in gender research and praxis, and increases the focus on the nexus of gender and generation (including youth issues), and efforts to make FTA’s research increasingly transformative.

Book excerpt: Decentralization was introduced in 1990s in India through the Joint Forest Management (JFM) program in which rights of women to participate in decision-making in local forest management was reserved through various legislations. However, these were ineffective due to lack of clarity about participation of women. A revision in 2000 brought specific rights for women. This book looks at the distributional implications of local level forest management when women are given the right to head a local level forest institution. Four JFM Committees are compared in this book - two headed by men and two by women to compare if women-headed local-governance institutions lead to overall effective participation of women in governance of forests as compared to those headed by men. It also looks into the impact of participation of women on the health of forest institution, and if there is more equity in benefits and costs between men and women in such a set-up. The analysis provides policy inputs for making participation of women effective with larger intervention from external agencies like gender-sensitive NGOs in order to make forest management at the local level more effective.

CFMs in Indonesia are attentive to poverty alleviation, but gender equality has not received commensurate attention. Systems for monitoring, evaluating and learning from gender and poverty outcomes are weak or nonexistent. Few feedback mechanisms channels. Indonesia’s national level policies support gender equality, but people implementing them in CFMs do not have a common understanding of what it is and why it matters. Performance-based budgeting (PBB) can help advance gender equality and poverty reduction if government ministries and agencies agree on the importance of gender equality, acknowledge the vital role of women and the poor, and learn from experiences. We recommend improvements in the way CFMs are conceptualized and designed, and funds are allocated and used. Monitoring, evaluation and learning systems need to focus on impact, give voice for women and the poor, and enable improvements with time.

Book excerpt: Poverty, food insecurity, biodiversity and habitat loss are persistent global challenges that are further exacerbated by the impacts of climate change. These challenges are particularly hard felt in the tropical landscapes of the global South where tensions between local socio-economic and international environmental commitments are pervasive. Due to the apparent failure of sectorial approaches to address such challenges, more holistic strategies are being increasingly promoted. Integrated landscape approaches are one such example; essentially a governance strategy that engages multiple stakeholders to reconcile societal and environmental objectives at the landscape scale to identify trade-offs and potential synergies for more sustainable and equitable land management. Integrated landscape approaches have been widely endorsed in the international and national policy arena, within academia, and in the discourse surrounding conservation and development funding. However, despite strong scientific theories and concepts, the implementation, and particularly evaluation and reporting, of integrated landscape approaches in the tropics remains poorly developed. The COLANDS initiative represents an explicit attempt to contribute towards the evidence base by operationalizing integrated landscape approaches in Ghana, Zambia and Indonesia. In this regard we aim to provide regular, honest reporting of progress. This book details the experiences of researchers engaged in these landscape-scale initiatives across the first two years of implementation. With dedicated chapters on current progress, biodiversity, methods and evaluation the book provides useful tools and resources for research and implementation. Book excerpt: Despite the importance of forests for global processes and the tradition of forest management by local Amazonian peoples, there is not much available literature on gender and forests in the Amazon region. Yet gender roles and relationships are important components of key emerging forest-related issues, such as climate change and the differential risks and opportunities faced by women and men in different contexts. This paper reviews recent literature (in English, Spanish and Portuguese) that addresses gender and forests in Amazonia, focusing on: property rights in Amazonian territories and communities; diverse and changing gender relations; forest management programs; and womens participation in social movements and organizations. The review finds significant historical, sociocultural and material barriers to gender equity and to womens full participation in sustainable management of Amazonian forests, and a relative lack of focus on gender in forest management programs, despite promising examples. The most important finding was that, over the past two decades, women from different Amazonian social groups have become increasingly organized, enhancing their rights, levels of participation and empowerment. More research is needed to understand the variability of gender relations and rights in different Amazonian contexts, and how they are changing. Research is also needed to understand and support efforts to improve gender equity in rights to resources and income and participation in key community and societal decisions on the future of Amazonian forests and their peoples.
