Book excerpt: Although it is impossible to predict the future, the operational environment of 2025 and beyond may require additional military support to the United States Government's agencies in Foreign Disaster Relief (FDR). Global climate change, urbanization, growing natural resources scarcity, and other factors will increase the need for humanitarian assistance (HA) and disaster relief. At the same time, the Department of Defense (DoD) is undergoing budget and force reductions. The confluence of these factors and interaction of these variables in the current and future operational environment may require increased FDR capability and support from the military. Options for how the DoD will address FDR should be explored. Given the unique capabilities of the United States Army Reserve (USAR), congruent with FDR, the USAR may be best suited for the primary role in FDR missions. This monograph explores the current and future environment and provides analysis of the USAR to serve as a DoD option with a primary responsibility in FDR. The DoD's involvement in supporting the USG humanitarian assistance and disaster response (HADR) efforts through FDR will likely increase due to changing environmental conditions caused by climate change. Climate change is a major contributor to emerging natural resource scarcity, the increase in frequency of natural disasters, and other extreme weather events that influence the economic, social, and political stability of impacted nations. Insurgents and malign actors can capitalize on the prevailing unstable conditions created or exacerbated by climate change events or impacts. In addition, as nations have closed their borders to US presence, interaction, and influence, USG efforts in FDR can be a valuable tool to break down barriers and foster diplomacy.

Book excerpt: FDR -- the wily political opportunist glowing with charismatic charm, a leader venerated and hated with equal vigor -- such is one common notion of a president elected to an unprecedented four terms. But in this first comprehensive study of Roosevelt's leadership of the Democratic party, Sean Savage reveals a different man. He contends that, far from being a mere opportunist, Roosevelt brought to the party a conscious agenda, a longterm strategy of creating a liberal Democracy that would be an enduring majority force in American politics. The roots of Roosevelt's plan for the party ran back to his experiences with New York politics in the 1920s. It was here, Savage argues, that Roosevelt first began to perceive that a pluralistic voting base and a liberal philosophy offered the best way for Democrats to contend with the established Republican organization. With the collapse of the economy in 1929 and the discrediting of Republican fiscal policy, Roosevelt was ready to carry his views to the national scene when elected president in 1932. Through his analysis of the New Deal, Savage shows how Roosevelt made use of these programs to develop a policy agenda for the Democratic party, to establish a liberal ideology, and, most important, to create a coalition of interest groups and voting blocs that would continue to sustain the party long after his death. A significant aspect of Roosevelt's leadership was his reform of the Democratic National Committee, which was designed to make the party's organization more open and participatory in setting electoral platforms and in raising financial support. Savage's exploration of Roosevelt's party leadership offers a new perspective on the New Deal era and on one of America's great presidents that will be valuable for historians and political scientists alike.

S. intelligence estimates were usually correct but that our political and military leaders generally ignored them&—with sometimes disastrous results. The book begins with a look back at the role of U. S. intelligence during World War II, from Pearl Harbor through the plot against Hitler and the D-day invasion to the &"unconditional surrender&" of Japan, and reveals how better use of the intelligence available could have saved many lives and shortened the war. The following chapters dealing with the Cold War disclose what information and advice U. S. intelligence analysts passed on to policy makers, and also what sometimes bitter policy debates occurred within the Communist camp, concerning Vietnam, the Bay of Pigs, the Cuban missile crisis, the turmoil in Eastern Europe, the Six-Day and Yom Kippur wars in the Middle East, and the Soviet intervention in Afghanistan. In many ways, this is a story of missed opportunities the U. S. government had to conduct a more responsible foreign policy that could have avoided large losses of life and massive expenditures on arms buildups. While not exonerating the CIA for its own mistakes, Matthias casts new light on the contributions that objective intelligence analysis did make during the Cold War and speculates on what might have happened if that analysis and advice had been heeded.
