The stakes in future competition are too high for the improvisational methods of the past. The 2021 Interim National Security Strategy envisions retooled force structure and integrated interagency capabilities better organized to respond to a crisis of international peace that relies on diplomacy followed by a military responsive to the emerging security environment. The United States must adapt joint interagency force design to build a deliberate strategy for a whole-of-government approach. This study asks the question: Under what conditions do United States joint interagency task forces (JIATF) achieve desired policy objectives? Using a deductive method, the two case studies, OPERATION UPHOLD DEMOCRACY and OPERATION UNIFIED RESPONSE, provide qualitative data for comparison of three independent variables, environmental assessment, interagency integration, and conflict management, with a dependent variable of desired policy outcomes. The research uses both primary and secondary sources to understand the JIATF before, during, and after crises to correlate observations into a pattern used to test a hypothesis for which conditions enable policy objectives. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

The objective of this research is to analyze the effectiveness of the contracting and logistics support provided by the Department of Defense (DoD) through its collaborative disaster response effort-Operation Unified Response (OUR). This analysis reviews the initial response time, coordination of efforts, adequacy of support, contract administration and oversight processes, and logistics management of OUR within the first 100 hours of the disaster. Further, this analysis examines how the planners and coordinators of OUR used contracting and logistics to overcome the devastation that challenged their abilities to provide prompt relief to those in Haiti. The research team studied recent DoD disaster response operations to help determine the how effective were DoD's actions in the first 100 hours of the Haitian relief effort. The researchers recommend further research to analyze the cost savings associated with early integration of Contingency Contracting Officers (CCO) and Disaster Response Logisticians into the planning phases and life cycle of contingency operations, and they conclude that the time for DoD to improve its response practices is, NOW!

With this elevation of disaster relief operations to a primary military mission, critics have raised a number of concerns with the use of military forces for these operations. Of these concerns, division of training focus has been a dominant recurring theme. While these concerns deserve due consideration, there are also potential benefits to the warfighting readiness of participating military forces that can mitigate or even outweigh the negative consequences. Therefore, this paper argues that although some combat skill sets will degrade over a unit's extended employment for disaster relief operations, with proper doctrine and force assignment, other joint warfighting skills will be exercised and enhanced, generally resulting in an overall stronger warfighting readiness for the participating units. To explore this thesis, this paper evaluates three case studies: Operation Unified Assistance, Operation Unified Response, and Operation Tomodachi. The research shows that although they do not employ all of the skill required for combat, disaster relief operations are complex contingency operations that provide unique training opportunities while furthering U.S. national interests. In a budget environment of decreasing resources for dedicated training, it is vital that the armed forces leverage these operations for maximum training benefit while remaining cognizant of mitigations required to maintain full-spectrum combat capability."--Abstract
