Available in PDF, EPUB and Kindle. Book excerpt: Major Infrastructure links across water represent large investments. The structures and systems must be optimised to keep costs in control. Optimisation needs and the tendancy to more slender and light structures imply that engineering disciplines like Bridge Aerodynamics and Ship Collision Analysis have an increasing impact on the overall design of links. Also the attention to life cycle costs implies Operation and Maintenance must to investigated and planned in parallel to the design and construction of the links. The 1998 International Symposium aims at presenting state-of-the-art and future development within the three mentioned engineering disciplines. Exploring the many facets of major infrastructure projects, this symposium concentrated on developments within organisational, strategic and policy areas and both traffic and o & m management. Contributors to the papers include operators, consultants and international, experienced owners.

Book excerpt: This book examines complex challenges in managing major strategic economic and social infrastructure projects. It is divided into four primary themes: value-based approach to infrastructure systems appraisal, enabling planning and execution, financing and contracting strategies for infrastructure systems and digitising major infrastructure delivery. Within these four themes, the chapters of the book cover: the value and benefits of infrastructure projects planning for resilient major infrastructure projects sustainable major infrastructure development and management, including during mega events improving infrastructure project financing stakeholder engagement and multi-partner collaborations delivering major infrastructure projects effectively and efficiently whole-life-cycle performance, operations and maintenance relationship risks on major infrastructure projects public-private partnerships, design thinking principles, and innovation and technology. By drawing on insights from their research, the editors and contributors bring a fresh perspective to the transformation of major strategic infrastructure projects. This text is designed to help policymakers and investors select and prioritise their infrastructure needs beyond the constraining logic of political cycles. It offers a practical set of recommendations for governments on attracting private capital for infrastructure projects while creating clear social and economic value for their citizens. Through theoretical underpinning, empirical data and in-depth informative global case studies, the book presents an essential resource for students, researchers, practitioners and policymakers interested in all aspects of strategic infrastructure planning, project management, construction management, engineering and business management.

Book excerpt: Abstract: "This paper focuses on problems and their causes and cures in policy and planning for large infrastructure projects. First, it identifies as the main problem in major infrastructure development pervasive misinformation about the costs, benefits, and risks involved. A consequence of misinformation is massive cost overruns, benefit shortfalls, and waste. Second, the paper explores the causes of misinformation and finds that political-economic explanations best account for the available evidence: planners and promoters deliberately misrepresent costs, benefits, and risks in order to increase the likelihood that it is their projects, and not the competition's, that gain approval and funding. This results in the "survival of the unfittest," where often it is not the best projects that are built, but the most misrepresented ones. Finally, the paper presents measures for reforming policy and planning for large infrastructure projects, with a focus on better planning methods and changed governance structures, the latter being more important."--World Bank web site.

Book excerpt: In the more than 100 years since its formation, the U.S. Bureau of Reclamation of the Department of Interior (DOI), through its construction program, has brought water, electric power, and recreation facilities to millions of people in the Western United States. With major water and power systems in place, the Bureau's attention has now turned to operation, maintenance, repair, and modernization of those facilities in an environmentally and economically sound manner. To help with this effort, DOI asked the NRC to advise the Bureau on "appropriate organizational, management, and resource configurations to meet its construction, maintenance, and infrastructure requirements for its missions of the 21st century." This report presents an assessment of the requirements facing the Bureau in the 21st century, an analysis of good practices and techniques for addressing those challenges, and a review of workforce and human resource needs. The report also provides alternative scenarios that describe possible future organizations for infrastructure management.

Available in PDF, EPUB and Kindle. Book excerpt: This volume takes a fresh lookâ€"primarily from a technological perspectiveâ€"at the nation's "infrastructure": a collection of diverse modes that function as a system supporting a wide range of economic and social activities. Within an infrastructure system, operating and maintenance procedures, management practices, and development policies (i.e., the software) must work together with the facilities' hardware. This study has a strongly local perspective, drawing valuable information from workshops held in Phoenix, Cincinnati, and Boston. These workshops illustrated common elements of local experience that offer infrastructure practitioners, policymakers, and the public at large both understanding and guidance in the form of specific strategies that can lead toward "win-win" situations, where parties with potentially opposing interests seek a way to resolve infrastructure issues so that all parties gain. Local issues, combined across many regions, give infrastructure its strategic national significance. The book recommends specific principles that should be applied in national policy to support effective local infrastructure development and management.

Book excerpt: Project managers are often scolded and crucified for the massive overruns plaguing their megaprojects. While some project managers may deserve the blame, a closer look would reveal that many competent ones are bearing the brunt of the failure, not of Project Management as such, but of Engineering Management. Project management experts would eventually concede that once the engineering team loses control over the ‘technical content’, you can no longer control the time or money spent on it. Engineering mistakes and other “design discrepancies” always breed overruns in projects, and poor performance in subsequent operations, because those design errors will cause difficulties during construction and engender recurring malfunctions in operations. No cost and schedule management tools or weekly status reports can prevent or remedy those situations. Therefore, proceeding from the Systems Thinking approach, this book discusses the causes of, and explores methods that address, such insidious predicaments. It examines topics ranging from stakeholders’ needs and requirements to how they ought to be translated into functions so that they may be performed by the systems under development. Design and development processes and methods, as well as their generic outputs and respective lifecycle implications, are also discussed based on practical, real-life examples.

Managing, developing and investing in crucial infrastructure is essential to keep up with the challenges of a fast-paced and globalised world, but affecting and overseeing change requires a deep understanding of complex interlocking systems. To this end the book is neatly divided into three key parts: project appraisal, maximising integrated supply chains, and implementing value-enhancing practices. This is the ideal companion for courses on any aspect of civil engineering and construction project management including modules in infrastructure planning, infrastructure management, construction management and business management. The book will also appeal to practitioners involved in the management of capital and infrastructure projects.
