It will, however, still remain to be determined how far any particular district is in a condition to warrant the practical application of the measure at the present time." On the 8th June 1864 the Viceroy in Council submitted, in reference to the above despatch of the Secretary of State, an account of the steps taken in furtherance of the object in view. A Minute recorded by the Viceroy himself (Sir J. Lawrence) was forwarded with this letter. The Minute ends thus: "43. Such, in general terms, is the manner in which I should wish to see the Permanent Settlement carried out in those portions of the Bengal Presidency which are not yet permanently settled, such as the NorthWest Provinces, the Punjab, Oudh, and other places; and I believe that by these means we shall best be able to apply the principles, so justly insisted on by Her Majesty's Government, to the actual circumstances and condition of this country. The 5th March 1864." On the 24th March 1865 the Secretary of State for India, Sir Charles Wood, replied to the Viceroy, and laid down the rules for the introduction of the Permanent Settlement. He divided all districts into (1) Districts in which agriculture was backward. (2) Districts in which the estates were fairly cultivated and resources fully developed. (3) Districts which contained estates fairly cultivated, and also estates with resources imperfectly developed. He decided that the Permanent Settlement should be introduced at once into the second class of districts and refused in the first class of districts.
