While hashtag activism captures headlines, conservative digital activism is proving more effective on the ground. In this sharp-eyed and counterintuitive study, Jen Schradie shows how the web has become another weapon in the arsenal of the powerful. She zeroes in on workers’ rights advocacy in North Carolina and finds a case study with broad implications. North Carolina’s hard-right turn in the early 2010s should have alerted political analysts to the web’s antidemocratic potential: amid booming online organizing, one of the country’s most closely contested states elected the most conservative government in North Carolina’s history. The Revolution That Wasn’t identifies the reasons behind this previously undiagnosed digital-activism gap. Large hierarchical political organizations with professional staff can amplify their digital impact, while horizontally organized volunteer groups tend to be less effective at translating online goodwill into meaningful action. Not only does technology fail to level the playing field, it tilts it further, so that only the most sophisticated and well-funded players can compete.

Book excerpt: This “well-researched, nuanced” study of the rise of social media activism explores how marginalized groups use Twitter to advance counter-narratives, preempt political spin, and build diverse networks of dissent (Ms.) The power of hashtag activism became clear in 2011, when #IranElection served as an organizing tool for Iranians protesting a disputed election and offered a global audience a front-row seat to a nascent revolution. Since then, activists have used a variety of hashtags, including #JusticeForTrayvon, #BlackLivesMatter, #YesAllWomen, and #MeToo to advocate, mobilize, and communicate. In this book, Sarah Jackson, Moya Bailey, and Brooke Foucault Welles explore how and why Twitter has become an important platform for historically disenfranchised populations, including Black Americans, women, and transgender people. They show how marginalized groups, long excluded from elite media spaces, have used Twitter hashtags to advance counternarratives, preempt political spin, and build diverse networks of dissent. The authors describe how such hashtags as #MeToo, #SurvivorPrivilege, and #WhyIStayed have challenged the conventional understanding of gendered violence; examine the voices and narratives of Black feminism enabled by #FastTailedGirls, #YouOKSis, and #SayHerName; and explore the creation and use of #GirlsLikeUs, a network of transgender women. They investigate the digital signatures of the “new civil rights movement”—the online activism, storytelling, and strategy-building that set the stage for #BlackLivesMatter—and recount the spread of racial justice hashtags after the killing of Michael Brown in Ferguson, Missouri, and other high-profile incidents of killings by police. Finally, they consider hashtag created by allies, including #AllMenCan and #CrimingWhileWhite.

Networked collaborations of artists did not begin on the Internet. In this multidisciplinary look at the practice of art that takes place across a distance--geographical, temporal, or emotional--theorists and practitioners examine the ways that art, activism, and media fundamentally reconfigured each other in experimental networked projects of the 1970s and 1980s. By providing a context for this work--showing that it was shaped by varying mixes of social relations, cultural strategies, and political and aesthetic concerns-- At a Distance effectively refutes the widely accepted idea that networked art is technologically determined. Doing so, it provides the historical grounding needed for a more complete understanding of today's practices of Internet art and activism and suggests the possibilities inherent in networked practice. At a Distance traces the history and theory of such experimental art projects as Mail Art, sound and radio art, telematic art, assemblings, and Fluxus. Although the projects differed, a conceptual questioning of the "art object," combined with a political undermining of dominant art institutional practices, animated most distance art.
