Available in PDF, EPUB and Kindle. Book excerpt: The current crisis in policing can be traced to failures of reform. “Sparrow surely is right to condemn policing directed only at crime rates rather than community satisfaction.” –The New York Times Book Review In the past two years, America has witnessed incendiary milestones in the poor relations between police and the African-American community: Ferguson, Baltimore, and more recently Baton Rouge, St. Paul, and Dallas. Malcolm Sparrow, who teaches at Harvard Kennedy School of Government and is a former British police detective, argues that other factors in the development of police theory and practice over the last twenty-five years have also played a major role in contributing to these tragedies and to a great many other cases involving excessive police force and community alienation. Sparrow shows how the core ideas of community and problem-solving policing have failed to thrive. In many police departments these foundational ideas have been reduced to mere rhetoric. The result is heavy reliance on narrow quantitative metrics, where police define how well they are doing by tallying up traffic stops, or arrests made for petty crimes. Sparrow's analysis shows what it will take for police departments to escape their narrow focus and perverse metrics and turn back to making public safety and public cooperation their primary goals. Police, according to Sparrow, are in the risk-control business and need to grasp the fundamental nature of that challenge and develop a much more sophisticated understanding of its implications for mission, methods, measurement, partnerships, and analysis.

Book excerpt: Over the past ten years, the field of evidence-based policing (EBP) has grown substantially, evolving from a novel idea at the fringes of policing to an increasingly core component of contemporary policing research and practice. Examining what makes something evidence-based and not merely evidence-informed, this book unifies the voices of police practitioners, academics, and pracademics. It provides real world examples of evidence-based police practices and how police research can be created and applied in the field. Includes contributions from leading international EBP researchers and practitioners such as Larry Sherman, University of Cambridge, Lorraine Mazerrolle, University of Queensland, Anthony Braga, Northeastern and Craig Bennell, Carelton University.

Available in PDF, EPUB and Kindle. Book excerpt: In Gerald Ronson: Leading from the Front, the last of the great British tycoons reveals how he fought his way to the top of the business ladder, lost everything twice, then clawed his way back up again. Amazingly for a man who now holds an iconic status in British business, Ronson quit school before his 15th birthday to work with his father in the family's furniture factory, and as a young man he and his friends were street fighters, using their fists to take on the British fascist movement. This propelled into a role as a leader in the country's Jewish community, and he is now considered to b the most influential secular Jew in the UK. Ronson will forever be associated with the famous Guinness affair, which was the biggest financial scandal of the '80s. He was found guilty after a media circus of a trial in which the cards were stacked against him and he spent six months in jail. Years later, the European Court of Human Rights in Strasbourg ruled that it had been an unfair trial. True to character, he organised his life in prison, tried to assist his fellow inmates and has since helped many of them find their way back into society. After Guinness, which Ronson calls the greatest crisis in his life, he suffered a major financial crash that nearly bankrupted him, and he has spent the last two decades rebuilding his empire and reputation. Now in his 70s, he spends a great deal of time raising money for charities and good causes. His company, Heron, was for a time the second-largest private company in the country, and he is arguably the most respected property developer in Europe. He is also responsible for bringing cut-price petrol to Britain, and it was he who turned petrol stations into convenience stores and introduced self-service at the pumps. Told in his own tough, no-nonsense words, Ronson's insights into British business, the British Establishment and justice system, and his family, friends and foes make this the single most important autobiography of the year.
