The problem was how to be both black and American—how to find acceptance, or even toleration, in a society in which the boundaries of normative behavior, the values, and the very definition of what it meant to be an American were determined and enforced by whites. A few black leaders proposed self-segregation inside the United States within the protective confines of an all-black community as one possible solution. The Black-town idea reached its peak in the fifty years after the civil War; at least sixty Black communities were settled between 1865 and 1915. Norman L. Crockett has focused on the formation, growth and failure of five such communities. The towns and the date of their settlement are: Nicodemus, Kansas (1879), established at the time of the Black exodus from the South; Mound Bayou, Mississippi (1897), perhaps the most prominent black town because of its close ties to Booker T. Washington and Tuskegee Institute: Langston, Oklahoma (1891), visualized by one of its promoters as the nucleus for the creation of an all-Black state in the West; and Clearview (1903) and Boley (1904), in Oklahoma, twin communities in the Creek Nation which offer the opportunity observe certain aspects of Indian-Black relations in this area. The role of Black people in town promotion and settlement has long been a neglected area in western and urban history, Crockett looks at patterns of settlement and leadership, government, politics, economics, and the problems of isolation versus interaction with the white communities. He also describes family life, social life, and class structure within the Black towns. Crockett looks closely at the rhetoric and behavior of Black people inside the limits of tehir own community—isolated from the domination of whites and freed from the daily reinforcement of their subordinate rank in the larger society. He finds that, long before “Black is beautiful” entered the American vernacular, Black-town residents exhibited a strong sense of race price. The reader observes in microcosm Black attitudes about many aspects of American life as Crockett ties the Black-town experience to the larger question of race relations at the turn of the century. This volume also explains the failure of the Black-town dream. Crockett cites discrimination, lack of capital, and the many forces at work in the local, regional, and national economies. He shows how the racial and town-building experiement met its demise as the residents of all-Black communities became both economically and psychologically trapped. This study adds valuable new material to the literature on Black history, and makes a significant contribution to American social and urban history, community studies, and the regional history of Kansas, Oklahoma, and Mississippi.

In A Life on Fire, Connie Cronley tells the story of Catherine Ann “Kate” Barnard (1875–1930), a fiery political reformer and the first woman elected to state office in Oklahoma, as commissioner of charities and corrections in 1907—almost fifteen years before women won the right to vote in the United States. Born to hardscrabble settlers on the Nebraska prairie, Barnard committed her energy, courage, and charismatic oratory to the cause of Progressive reform and became a political powerhouse and national celebrity. As a champion of the poor, workers, children, the imprisoned, and the mentally ill, Barnard advocated for compulsory education, prison reform, improved mental health treatment, and laws against child labor. Before statehood, she stumped across the Twin Territories to unite farmers and miners into a powerful political alliance. She also helped write Oklahoma’s Progressive constitution, creating what some heralded as “a new kind of state.” But then she took on the so-called “Indian Question.” Defending Native orphans against a conspiracy of graft that reached from Oklahoma to Washington, D.C., she uncovered corrupt authorities and legal guardians stealing oil, gas, and timber rights from Native Americans’ federal allotments. In retaliation, legislators and grafters closed ranks and defunded her state office. Broken in health and heart, she left public office and died a recluse. In Stoking the Fire, Kirby Brown brings to light a rich array of writing that counters this view. A critical reading of the work of several twentieth-century Cherokee writers, this book reveals the complicated ways their writings reimagined, enacted, and bore witness to Cherokee nationhood in the absence of a functioning Cherokee state. Historian Rachel Caroline Eaton (1869–1938), novelist John Milton Oskison (1874–1947), educator Ruth Muskrat Bronson (1897–1982), and playwright Rollie Lynn Riggs (1899–1954) are among the writers Brown considers within the Cherokee national and transnational contexts that informed their lives and work. Facing the devastating effects on Cherokee communities of allotment and assimilation policies that ultimately dissolved the Cherokee government, these writers turned to tribal histories and biographies, novels and plays, and editorials and public addresses as alternative sites for resistance, critique, and the ongoing cultivation of Cherokee nationhood. Stoking the Fire shows how these writers—through fiction, drama, historiography, or Cherokee diplomacy—inscribed a Cherokee national presence in the twentieth century within popular and academic discourses that have often understood the “Indian nation” as a contradiction in terms. Avoiding the pitfalls of both assimilationist resignation and accommodationist ambivalence, Stoking the Fire recovers this period as a rich archive of Cherokee national memory. More broadly, the book expands how we think today about Indigenous nationhood and identity, our relationships with writers and texts from previous eras, and the paradigms that shape the fields of American Indian and Indigenous studies.
