Book excerpt: This paper investigates the response of consumer price inflation to changes in domestic fuel prices, looking at the different categories of the overall consumer price index (CPI). We then combine household survey data with the CPI components to construct a CPI index for the poorest and richest income quintiles with the view to assess the distributional impact of the pass-through. To undertake this analysis, the paper provides an update to the Global Monthly Retail Fuel Price Database, expanding the product coverage to premium and regular fuels, the time dimension to December 2020, and the sample to 190 countries. Three key findings stand out. First, the response of inflation to gasoline price shocks is smaller, but more persistent and broad-based in developing economies than in advanced economies. Second, we show that past studies using crude oil prices instead of retail fuel prices to estimate the pass-through to inflation significantly underestimate it. Third, while the purchasing power of all households declines as fuel prices increase, the distributional impact is progressive. But the progressivity phases out within 6 months after the shock in advanced economies, whereas it persists beyond a year in developing countries.

We revisit this contentious question by estimating a sign-restricted structural vector autoregression (SVAR). First, using a simple storage model, we show that revisions to expectations regarding oil market fundamentals and the effect of mispricing in oil derivative markets can be observationally equivalent in a SVAR model of the world oil market à la Kilian and Murphy (2013), since both imply a positive co-movement of oil prices and inventories. Second, we impose additional restrictions on the set of admissible models embodying the assumption that the impact from noise trading shocks in oil derivative markets is temporary. Our additional restrictions effectively put a bound on the contribution of speculation to short-term oil price volatility (lying between 3 and 22 percent). This estimated short-run impact is smaller than that of flow demand shocks but possibly larger than that of flow supply shocks.

Available in PDF, EPUB and Kindle. Book excerpt: Thirty years ago, our global energy landscape did not look remarkably different from what it does today. Three or four decades from now, it certainly will: dwindling oil reserves will clash with skyrocketing demand, as developing nations around the world lead their citizens into the modern energy economy, and all the while, the grave threat of catastrophic climate change looms ever larger. Energy worries are at an all-time high—just how will we power our future? With The Powers That Be, Scott L. Montgomery cuts through the hype, alarmism, and confusion to give us a straightforward, informed account of where we are now, and a map of where we’re going. Starting with the inescapable fact of our current dependence on fossil fuels—which supply 80% of all our energy needs today—Montgomery clearly and carefully lays out the many alternative energy options available, ranging from the familiar, like water and solar, to such nascent but promising sources as hydrogen and geothermal power. What is crucial, Montgomery explains, is understanding that our future will depend not on some single, wondrous breakthrough; instead, we should focus on developing a more diverse, adaptable energy future, one that draws on a variety of sources—and is thus less vulnerable to disruption or failure. An admirably evenhanded and always realistic guide, Montgomery enables readers to understand the implications of energy funding, research, and politics at a global scale. At the same time, he doesn’t neglect the ultimate connection between those decisions and the average citizen flipping a light switch or sliding behind the wheel of a car, making The Powers That Be indispensible for our ever-more energy conscious age.

Book excerpt: The natural interaction ability between human and machine mainly involves human-machine dialogue ability, multi-modal sentiment analysis ability, human-machine cooperation ability, and so on. To enable intelligent computers to have multi-modal sentiment analysis ability, it is necessary to equip them with a strong multi-modal sentiment analysis ability during the process of human-computer interaction. This is one of the key technologies for efficient and intelligent human-computer interaction. This book focuses on the research and practical applications of multi-modal sentiment analysis for human-computer natural interaction, particularly in the areas of multi-modal information feature representation, feature fusion, and sentiment classification. Multi-modal sentiment analysis for natural interaction is a comprehensive research field that involves the integration of natural language processing, computer vision, machine learning, pattern recognition, algorithm, robot intelligent system, human-computer interaction, etc. Currently, research on multi-modal sentiment analysis in natural interaction is developing rapidly. This book can be used as a professional textbook in the fields of natural interaction, intelligent question answering (customer service), natural language processing, human-computer interaction, etc. It can also serve as an important reference book for the development of systems and products in intelligent robots, natural language processing, human-computer interaction, and related fields.

Available in PDF, EPUB and Kindle. Book excerpt: This paper explores the effect of news shocks on the current account and other macroeconomic variables using worldwide giant oil discoveries as a directly observable measure of news shocks about future output ? the delay between a discovery and production is on average 4 to 6 years. We first present a two-sector small open economy model in order to predict the responses of macroeconomic aggregates to news of an oil discovery. We then estimate the effects of giant oil discoveries on a large panel of countries. Our empirical estimates are consistent with the predictions of the model. After an oil discovery, the current account and saving rate decline for the first 5 years and then rise sharply during the ensuing years. Investment rises robustly soon after the news arrives, while GDP does not increase until after 5 years. Employment rates fall slightly for a sustained period of time.

We identify metal-specific demand shocks, estimate supply elasticities and pin down the price impact of the energy transition in a structural scenario analysis. Metal prices would reach historical peaks for an unprecedented, sustained period in a net-zero emissions scenario. The total value of metals production would rise more than four-fold for the period 2021 to 2040, rivaling the total value of crude oil production. Metals are a potentially important input into integrated assessments models of climate change.

Book excerpt: Many countries have used energy subsidies to cushion the effects of high energy prices on households and firms. After documenting the transmission of oil supply shocks empirically in the United States and the Euro Area, we use a New Keynesian modeling framework to study the conditions under which these policies can curb inflation. We first consider a closed economy model to show that a consumer subsidy may be counterproductive, especially as an inflation-fighting tool, when applied globally or in a segmented market, at least under empirically plausible conditions about wage-setting. We find more scope for energy subsidies to reduce core inflation and stimulate demand if introduced by a small group of countries which collectively do not have much influence on global energy prices. However, the conditions under which consumer energy subsidies reduce inflation are still quite restrictive, and this type of policy may well be counterproductive if the resulting increase in external debt is high enough to trigger sizeable exchange rate depreciation. Such effects are more likely in emerging markets with shallow foreign exchange markets. If the primary goal of using fiscal measures in response to spikes in energy prices is to shield vulnerable households, then targeted transfers are much more efficient as they achieve their goals at lower fiscal cost and transmit less to core inflation.
