Book excerpt: The tax credit for qualified research expenses provides significant subsidies to encourage business investment in research intended to foster innovation and promote long-term economic growth. Generally the credit provides a subsidy for research spending in excess of a base amount but concerns have been raised about its design and administrability. GAO was asked to describe the credit's use, determine whether it could be redesigned to improve the incentive to do new research, and assess whether recordkeeping and other compliance costs could be reduced. GAO analyzed alternative credit designs using a panel of corporate tax returns and assessed administrability by interviewing IRS and taxpayer representatives. Congress should consider eliminating the regular credit option and adding a minimum base to the alternative simplified credit. GAO recommends that the Secretary of the Treasury clarify the definition of qualified research expenses and organize a working group to develop standards for documentation. Treasury agreed

Available in PDF, EPUB and Kindle. Book excerpt: The book describes the difficulties of the current international corporate income tax system. It starts by describing its origins and how changes, such as the development of multinational enterprises and digitalization have created fundamental problems, not foreseen at its inception. These include tax competition—as governments try to attract tax bases through low tax rates or incentives, and profit shifting, as companies avoid tax by reporting profits in jurisdictions with lower tax rates. The book then discusses solutions, including both evolutionary changes to the current system and fundamental reform options. It covers both reform efforts already under way, for example under the Inclusive Framework at the OECD, and potential radical reform ideas developed by academics.

Book excerpt: There is no consensus on how strongly the Tax Cuts and Jobs Act (TCJA) has stimulated U.S. private fixed investment. Some argue that the business tax provisions spurred investment by cutting the cost of capital. Others see the TCJA primarily as a windfall for shareholders. We find that U.S. business investment since 2017 has grown strongly compared to pre-TCJA forecasts and that the overriding factor driving it has been the strength of expected aggregate demand. Investment has, so far, fallen short of predictions based on the postwar relation with tax cuts. Model simulations and firm-level data suggest that much of this weaker response reflects a lower sensitivity of investment to tax policy changes in the current environment of greater corporate market power. Economic policy uncertainty in 2018 played a relatively small role in dampening investment growth.

Available in PDF, EPUB and Kindle. Book excerpt: Taxes are an inescapable part of life. They are perhaps the most economically consequential aspect of the relationship between individuals and their government. Understanding tax development and implementation, not to mention the political forces involved, is critical to fully appreciating and critiquing that relationship. Tax Politics and Policy offers a comprehensive survey of taxation in the United States. It explores competing theories of taxation’s role in civil society; investigates the evolution and impact of taxes on income, consumption, and assets; and highlights the role of interest groups in tax policy. This is the first book to include a separate look at "sin" taxes on tobacco, alcohol, marijuana, and sugar. The book concludes with a look at tax reform ideas, both old and new. This book is written for a broad audience—from upper-level undergraduates to graduate students in public policy, public administration, political science, economics, and related fields—and anyone else that has ever paid taxes.

Available in PDF, EPUB and Kindle. Book excerpt: The debates about the what, who, and how of tax policy are at the core of politics, policy, and economics. The Economics of Tax Policy provides a straightforward overview of recent research in the economics of taxation. Tax policies generate considerable debate among the public, policymakers, and scholars. These disputes have grown more heated in the United States as the incomes of the wealthiest 1 percent and the rest of the population continue to diverge. This important volume enhances understanding of the implications of taxation on behavior and social outcomes by having leading scholars evaluate key topics in tax policy. These include how changes to the individual income tax affect long-term economic growth; the challenges of tax administration, compliance, and enforcement; and environmental taxation and its effects on tax revenue, pollution emissions, economic efficiency, and income distribution. Also explored are tax expenditures, which are subsidy programs in the form of tax deductions, exclusions, credits, or favorable rates; how college attendance is influenced by tax credits and deductions for tuition and fees, tax-advantaged college savings plans, and student loan interest deductions; and how tax policy toward low-income families takes a number of forms with different distributional effects. Among the most contentious issues explored are influences of capital gains and estate taxation on the long term concentration of wealth; the interaction of tax policy and retirement savings and how policy can "nudge" improved planning for retirement; and how the reform of corporate and business taxation is central to current tax policy debates in the United States. By providing overviews of recent advances in thinking about how taxes relate to behavior and social goals, The Economics of Tax Policy helps inform the debate.

Available in PDF, EPUB and Kindle. Book excerpt: Tax policy debates, generated by one of the most sweeping reforms of the Federalincome tax system since its inception, are certain to continue for years to come, providing afertile field for economic research. This book is the first in a series of annual publications ontax policy and the economy initiated by the National Bureau of Economic Research and designed toconvey research results in a way that is accessible to a wide body of lawyers, policymakers, andbusinesspeople involved in formulating tax policy.Volume 1 of Tax Policy and the Economy presentssix studies of diverse tax policy issues, each bringing new data to bear on an important policyissue. Alan Auerbach and James Poterba examine the striking decline in corporate tax revenues as ashare of GNP John Shoven describes new developments in corporate finance and tax avoidance, concluding that these devices have helped and will continue to help corporate shareholders escapethe double taxation of dividends.Herman Leonard and Richard Zeckhauser review the experience ofseveral states with tax amnesty programs and consider the likely effects of a Federal tax amnestyprogram. Jeffrey Harris explores the economic effects of tobacco taxation, particularly the effectthe recent hike in the Federal excise tax on cigarettes had on prices and on the number of smokers.Douglas Bernheim suggests that the Federal estate tax could conceivably reduce Federal tax revenues. And in a concluding chapter, Michael Boskin and Douglas Puffert show that the redistributionsbetween married workers and single workers in the Social Security system far outweigh the muchdiscussed "marriage tax" effects of the individual income tax.Lawrence H. Summers is Professor ofEconomics at Harvard University and Research Associate at the National Bureau of EconomicResearch.
