Available in PDF, EPUB and Kindle. Book excerpt: Wyoming’s colorful story of water management illuminates the powerful forces that impact water use in the rural American West. The state’s rich history of managing this valuable natural resource provides insights and lessons for the twenty-first-century American West as it faces drought and climate change. Public Waters shows how, as popular hopes and dreams meet tough terrain, a central idea that has historically structured water management can guide water policy for Western states today. Drawing on forty years as a journalist with training in water law and economics, Anne MacKinnon paints a lively picture of the arcane twists in the notable record of water law in Wyoming. She maintains that other Western states should examine how local people control water and that states must draw on historical understandings of water as a public resource to find effective approaches to essential water issues in the West.

Book excerpt: Could there be anything more exciting and blessed assurance in our life than knowing that the creator of the universe loves us? That is what this book "God's love in 3-dimensions" is about, God's love for us, and His designed purpose for our lives; Reflecting back over more than forty years of service in the Body of Christ; I have found the most important things to be taught and expressed, to bring love and unity, and success to the life of the Church, and to our personal lives are, "God's love for us," "Our love for God," and "Our love for one another." For the success and the life of the Church, and for our personal lives, God's love must prevail. "God's Love in 3-dimensions" reiterates the plea of the writings of our Lord's Apostles, and the prayer of our Lord, for love and unity. The apostles of our Lord pleaded for us throughout the scriptures to have love and unity through the Spirit of God's love. Jesus our Lord prayed for God's unity and love for His followers; "that all of them may be one, Father, just as you are in Me and I am in You." "I have made You known to them, and will continue to make You known in order that the love You have for Me may be in them and that I Myself may be in them."(John 17:21&26). What great accomplishments and success await us when we walk in unity with our Lord and Heavenly Father. The greatness of God's love, joy and peace fills our hearts, souls and minds, providing divine direction and assurance as we walk in our Lord's Spirit of love. And what great accomplishments have been made by the body of Christ when our Lord's love and unity prevail among His body members, when working together in the directives and spirit of their Lord. What creates and produces unity with the Heavenly Father, within us, and within the body of Christ?

The new edition, fully updated with the most recent data and research possible, includes new coverage of the Medicare drug benefit, changes in the tax code, Hurricane Katrina, and the ongoing debate over privatization

Available in PDF, EPUB and Kindle. Book excerpt: The consolidation of public finance has become the most prevalent topic in recent policy discourse in the US. However, the political debate about fiscal "belt-tightening" stretches back to the last decades of the past millennium, induced by deteriorating economic conditions which followed the first oil price shock in the early 1970s. Retrenchment in the American Welfare State investigates to what extent different welfare state programs in the US were affected by cutbacks during the Republican Reagan era, on the one hand, and during the Democratic Clinton era on the other, and to what extent these cutbacks reveal certain "patterns" of retrenchment, and how the measured discrepancies can best be explained. Available in PDF, EPUB and Kindle. Book excerpt: To mitigate the risks posed by microbial threats of public health significance originating abroad, the Centers for Disease Control and Prevention (CDC) places small groups of staff at major U.S. airports. These staff, their offices, and their patient isolation rooms constitute quarantine stations, which are run by CDC's Division of Global Migration and Quarantine (DGMQ). Congress began to allocate funds in fiscal 2003 for the establishment of new quarantine stations at 17 major U.S. ports of entry that comprise airports, seaports, and land-border crossings. In a significant departure from the recent past, both the preexisting 8 quarantine stations and the new 17 are expected to play an active, anticipatory role in nationwide biosurveillance. Consequently, DGMQ asked the Institute of Medicine (IOM) to convene an expert committee to assess the present CDC quarantine stations and recommend how they should evolve to meet the challenges posed by microbial threats at the nation's gateways. DGMQ specifically requested "an assessment of the role of the federal quarantine stations, given the changes in the global environment including large increases in international travel, threats posed by bioterrorism and emerging infections, and the movement of animals and cargo." To conduct this assessment and provide recommendations, IOM convened, in October 2004, the Committee on Measures to Enhance the Effectiveness of the CDC Quarantine Station Expansion Plan for U.S. Ports of Entry. At the sponsor's request, the committee released the interim letter report Human Resources at U.S. Ports of Entry to Protect the Public's Health in January 2005 to provide preliminary suggestions for the priority functions of a modern quarantine station, the competences necessary to carry out those functions, and the types of health professionals who have the requisite competences (Appendix A). This, the committee's final report, assesses the present role of the CDC quarantine stations and articulates a vision of their future role as a public health intervention.
