This is done through a detailed analysis of the e-government policy cycle, focusing on the role of e-government central state as a policy actor. The report also provides the Norwegian government with recommendations on future actions to make the most of e-government. This review is the first study that undertakes an in-depth analysis of e-government in Norway from a whole-of-government perspective. It is part of a series of national e-government reviews conducted by the OECD E-Government Project. Other reviews cover Finland, Mexico and Denmark, and several additional reviews are underway. The report is based on the OECD synthesis reports "The e-Government Imperative" (2003) and "E-Government for Better Government" (2005). The common framework provided by the OECD assists countries in evaluating their e-government policies, ensures international compatibility of findings and systematically builds up a body of empirical evidence regarding good e-government practices.
