Available in PDF, EPUB and Kindle. Book excerpt: "The Commonwealth of Nations comprises 54 nations bound by a common thread of inherited democratic principles that have been deepened and expanded over time. In this work, author Carl Dundas, a key player in election observation, reviews the work of Commonwealth election observers and identifies some of the lessons to be learnt from the experiences of several observation missions. The period 1990 2000, covering 32 missions is examined and the collective experience of flawed election processes valued and weighed against the impact of local conditions to allow citizens the opportunity to exercise their franchise freely. Of particular interest is the commentary on the one-party, military or apartheid regimes that were transformed into multiparty democracies. The trials faced by the management bodies of transitional elections in creating a level playing field for the contesting political parties and keeping the election process transparent were significant and particularly challenging. Observing Elections is a special edition of the Integrationist and a useful text for anyone interested in development politics and Commonwealth studies. "

Book excerpt: This book examines the practice of international election observation in a Caribbean context. It presents a survey of the Commonwealth Caribbean perspective and a concise case study of Guyana between 1964 and 2015. This research traces the roots of election observation and how this practice became integrated into the landscape of Caribbean electoral politics. More specifically, the study examines the process by which election observers have become key actors in elections in the Commonwealth Caribbean. One of the issues the book contemplates is why Caribbean countries accept the imposition of observation within the context of sovereignty. The case of Guyana and other Anglophone Caribbean states shows the costs of not having observers have been multidimensional and have eclipsed concerns of respecting state sovereignty.

Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, governments and NGOs--in an effort to promote democracy, freedom, fairness, and stability throughout the world--have organized teams of observers to monitor elections in a variety of countries. But when more organizations join the practice without uniform standards, are assessments reliable? When politicians nonetheless cheat and monitors must return to countries even after two decades of engagement, what is accomplished? Monitoring Democracy argues that the practice of international election monitoring is broken, but still worth fixing. By analyzing the evolving interaction between domestic and international politics, Judith Kelley refutes prevailing arguments that international efforts cannot curb government behavior and that democratization is entirely a domestic process. Yet, she also shows that democracy promotion efforts are deficient and that outside actors often have no power and sometimes even do harm. Analyzing original data on over 600 monitoring missions and 1,300 elections, Kelley grounds her investigation in solid historical context as well as studies of long-term developments over several elections in fifteen countries. She pinpoints the weaknesses of international election monitoring and looks at how practitioners and policymakers might help to improve them.

Book excerpt: This book is about the problems encountered frequently in the Member States of the African Union with the impact of close elections on political succession at the political party leadership level and at the level of head of state and government. Evidence can be seen with respect to the national elections and their aftermath in 2007 & 08 and in Zimbabwe elections of 2008.The book analyses the reasons why close elections have had negative impact on some States of the Union and not others. A contrast in this regard was made in the book between close elections in Ghana (2008-09) and Zambia (2008) where close elections did not trigger violence with Kenya (2007) which experienced serious post-election violence and Zimbabwe (2008) which witnessed widespread pre-polling intimidation and violence. The book also looks at the incidence of unconstitutional change of government and its impact on political succession. It also considers the impact of close elections on illegal political succession and on failed States in the African Union.

It is the legal design of the electoral framework that facilitates the application of best electoral practices and empowers electoral management bodies to create, maintain, and apply best electoral practices. It is the legal design that sets the tone for transparency, creates the tools for good management practices, and ensures the maintenance of oversight of a level playing field during election campaigns. The reform of election administration is often triggered by post-general elections performance audits to identify and remedy weaknesses observed at the last general election and enables the election environment to be resilient and experience continuous renewal through the legal reform process.

Available in PDF, EPUB and Kindle. Book excerpt: This work aims to promote the concept of reducing the incidence of election irregularities and requiring less intervention by the court or similar disputes resolution mechanisms. The essence of this new approach is to place much greater emphasis on drastically reducing errors through noncompliance with electoral laws and particularly rules, regulations, and directives, which result in election irregularities. This approach may require greater clarity in drafting election rules and regulations as well as more intense monitoring and warning systems developed by EMBs to ensure a high degree of accuracy in the preparation and polling processes. This concept proceeds on the basis that, in general, election stakeholders wish to see the genuine results of the democratic process without diversions to the court or similar assistance being brought into action.

Available in PDF, EPUB and Kindle. Book excerpt: The family of best electoral practices is growing in most democracies. It can be found in mature and new, as well as in emerging democracies, perhaps more common in the former than in the latter two categories. The goal of best electoral practices is to improve election administration and services to the electorate. Best electoral practices are showing steady upward growth in emerging democracies and the potential for continued growth is positive. Widespread international interest in democratic elections and improved international and national election observation harmonization procedures will continue to assist in improving election administration. The use of electoral technologies and the notional entry into the age of digital democracy will undoubtedly aid and enhance best electoral practices aspirations in many emerging democracies.

Essay II deals with the development of election observation, together with mechanisms to strengthen the effectiveness thereof in the African Union and promote the technical capabilities of African Union electoral management bodies. Essay III seeks to compare aspects of election observation by the Commonwealth and the African Union. Essay IV examines best electoral practices in the Commonwealth and the African Union and essay V with the potential use of alternative dispute resolution in elections in the Commonwealth and the African Union. The Group was led by HE Dr Bakili Muluzi, former President of the Republic of Malawi, and comprised 7 eminent persons in total. The Group found that taken overall, the elections were credible and took place in a peaceful atmosphere. However, not all of the key benchmarks for democratic elections were satisfied, and the Group has highlighted a number of improvements that need to be made in the way parliamentary elections are managed in Lesotho. It also acknowledges that there are further adjustments which may become necessary as the mixed-member proportional system of representation continues to evolve.

Available in PDF, EPUB and Kindle. Book excerpt: Chief Emeka Anyaoku, third Commonwealth Secretary-General and the first African holder of the office, has immense international experience and commands wide international respect, having been a key player in world diplomacy. Emeka Anyaoku has a long involvement with the Commonwealth, having been Assistant Director, and then Director of International Affairs (1966-75); Assistant Secretary-General (1975-77); and Deputy Secretary-General (1978-83 and 1984-89). His first elected term as Secretary-General began in 1990. This selection of insightful and inspirational speeches, mainly from Anyaoku's first period of office (1990-95), on major world events and themes highlights the role he has played in world affairs. It also shows the often unrecognized strength and influence of the Commonwealth in altering the course of history for the improvement of the lot and condition of mankind-particularly where deep deprivation and absence of basic human rights are involved. Emeka Anyaoku's selected speechesare grouped into a series of themes: The Changing Commonwealth; Democracy; The Commonwealth and the Making of the New South Africa; Sustainable Development; Development and Democracy in Africa; Nigeria in Transition; Peace and Security in a Pluralistic World; Toward a Common Humanity. In a context-setting introduction, Chief Anyaoku explains the choice of speeches, drawing out common threads. He also has a word about the title of the book, which reflects the "missing headlines", the often unreported aspects of the Commonwealth's work. This book will, Anyaoku hopes, 'reveal some of these "missing headlines" and encourage greater public debate on the work of the Commonwealth. As we enter the newmillennium, this book offers a major insight into key issues and emerging international concerns.
