Book excerpt: In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.

The water cycle was addressed based on an integrated point of view, aiming at joining technological and ecological solutions and integrating quantitative and qualitative aspects of this important environmental asset. Issues such as the water resources management and irrigated agriculture, water and health, water and economy, conservation and reuse as management tools, water in the Brazilian semi arid, water in Amazon, urbanization and water resources, education for the sustainability of water resources, groundwater, availability, pollution and eutrophication of water and science, technology and innovation are of the utmost importance for this exact moment in Brazil, and particularly to the State of Sao Paulo. Addressing these issues will undoubtedly contribute towards a sustainable management of water resources trough the coordinated work of different fields of science, progressing a systemic view about water, that would then finally allow management professionals the possibility of an integral action in anticipating problems and thus anticipate solutions.

Available in PDF, EPUB and Kindle. Book excerpt: Your Guide to Effective Groundwater Management Groundwater Assessment, Modeling, and Management discusses a variety of groundwater problems and outlines the solutions needed to sustain surface and ground water resources on a global scale. Contributors from around the world lend their expertise and provide an international perspective on groundwater management. They address the management of groundwater resources and pollution, waste water treatment methods, and the impact of climate change on groundwater and water availability (specifically in arid and semi-arid regions such as India and Africa). Incorporating management with science and modeling, the book covers all areas of groundwater resource assessment, modeling, and management, and combines hands-on applications with relevant theory. For Water Resource Managers and Decision Makers The book describes techniques for the assessment of groundwater potential, pollution, prevention, and remedial measures, and includes a new approach for groundwater modeling based on connections (network theory). Approximately 30 case studies and six hypothetical studies are introduced reflecting a range of themes that include: groundwater basics and the derivation of groundwater flow equations, exploration and assessment, aquifer parameterization, augmentation of aquifer, water and environment, water and agriculture, the role of models and their application, and water management policies and issues. The book describes remote sensing (RS) applications, geographical information systems (GIS), and electrical resistivity methods to delineate groundwater potential zones. It also takes a look at: Inverse modeling (pilot-points method) Simulation optimization models Radionuclide migration studies through mass transport modeling Modeling for mapping groundwater potential Modeling for vertical 2-D and 3-D groundwater flow Groundwater Assessment, Modeling, and Management explores the management of water resources and the impact of climate change on groundwater. Expert contributors provide practical information on hydrologic engineering and groundwater resources management for students, researchers, scientists, and other practicing professionals in environmental engineering, hydrogeology, irrigation, geophysics, and environmental science.

Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle. Book excerpt: How do institutional arrangements established by law become operational in practice? It takes work for them to develop problem-solving capabilities and win recognition from others-what the authors call "practical authority." Drawing from a decade-long, multi-site study of efforts to transform freshwater management in Brazil, the authors show how an assortment of protagonists-from state officials to university professors to activists-struggled to breathe life into new institutional designs. Their account weaves together three decades of national and state law-making with experimentation in establishing new kinds of participatory water management organizations. Exploring this process in sixteen river basins, the authors examine why some of those organizations adapted creatively to challenges while others never got off the ground. To approach this complex, volatile, and non-linear process of transformation, the book develops a framework for investigating the actions and practices of institution-building.

Book excerpt: Water Reuse: An International Survey of current practice, issues and needs examines water reuse practices around the world from different perspectives. The objective is to show how differently wastewater reuse is conceived and practised around the world as well as to present the varied needs and possibilities for reusing wastewater. In the first section water reuse practices around the world are described for regions having common water availability, reuse needs and social aspects. The second section refers to the “stakeholders” point of view. Each reuse purpose demands different water quality, not only to protect health and the environment but also to fulfil the requirements of the specific reuse. Reuses considered are agricultural, urban agriculture as a special case of the former, municipal and industrial. Alongside these uses, the indirect reuse for human consumption through aquifer recharge is also discussed. The third section deals with emerging and controversial topics. Ethical and economical dilemmas in the field are presented as a subject not frequently addressed in this field. The role of governments in respect of public policy in reuse is discussed as well as the different international criteria and standards for reusing wastewater. The importance of public acceptance and the way to properly handle it is also considered. The fourth section of the book presents contrasting case studies; typical situations in the developed world (Japan and Germany) are compared to those in developing countries (Pakistan and Brazil) for agricultural and industrial reuse. Indirect planned reuse for human consumption (Germany) is compared with an unplanned one (Mexico). The Windhoek, Namibia case study is presented to emphasize why if the direct reuse of wastewater for human consumption has been performed with success for more than 35 years it is still the only example of this type around the world. To illustrate the difficulties of having a common framework for regulating water reuse in several countries, the Mediterranean situation is described. Other case studies presented refer to the reuse situation in Israel, Spain, Cameroon, Nepal and Vietnam, these latter countries being located in water rich areas. This book will be an invaluable information source for all those concerned with water reuse including water utility managers, wastewater policy makers and water resources planners as well as researchers and students in environmental engineering, water resources planning and sanitary engineering.
