Indeed, the debate about welfare and the overhaul of the federal welfare program for single mothers was partially motivated by the desire to reduce out of wedlock births. Although the proportion of births to unwed mothers has stopped climbing for the first time since the 1960s, it has not decreased, and recent trends are too complex to attribute solely to policy interventions. What are these trends and how do they differ across groups? Are they peculiar to the United States, or rooted in more widespread social forces? Do children of unmarried mothers face greater life challenges, and if so what can be done to help them? Out of Wedlock investigates these questions, marshalling sociologists, demographers, and economists to review the state of current research and to provide both empirical information and critical analyses. There has been a clear trend towards more or less generalized behaviour of regulating fertility, coincident with a rise in the availability and use of methods of contraception. There are, however, important differences between and within the countries of the region, which are analysed in full in this volume. Whether one stratifies by demographic factors, place of residence, education, or social status, from the beginning of the transition, it seems that a variety of reproductive patterns were in existence. It is also clear that the process of transition is not yet complete and that in some important social groups, fertility is still high. This volume studies the process of transition from high to low fertility as it has occurred and is occurring in Latin America. It provides a general comparative overview of transition in the region in which the link between socio-economic development and declining fertility is explored. There are sections on the process through which the transition occurs, social determinants of fertility change, and the consequences of fertility decline. Large data sets from census and survey results for many countries and points in time are presented in over 150 tables and figures. The comparative analyses are complemented by five individual country studies in the final section.

This book, based upon a decade of research is the first to attempt such an explanation. Book excerpt: Unlike most Asian and Latin American countries, sub-Saharan Africa has seen both an increase in population growth rates and a weakening of traditional patterns of child-spacing since the 1960s. It is tempting to conclude that sub-Saharan countries have simply not reached adequate levels of income, education, and urbanization for a fertility decline to occur. This book argues, however, that such a socioeconomic threshold hypothesis will not provide an adequate basis for comparison. These authors take the view that any reproductive regime is also anchored to a broader pattern of social organization, including the prevailing modes of production, rules of exchange, patterns of religious systems, kinship structure, division of labor, and gender roles. They link the characteristic features of the African reproductive regime with regard to nuptiality, polygyny, breastfeeding, postpartum abstinence, sterility, and child-fostering to other specifically African characteristics of social organization and culture. Substantial attention is paid to the heterogeneity that prevails among sub-Saharan societies and considerable use is made, therefore, of interethnic comparisons. As a result the book goes considerably beyond mere demographic description and builds bridges between demography and anthropology or sociology.
