Book excerpt: In developed countries like the US, Germany and the UK it has been observed that workers who perform non-routine activities, either cognitive or manual, have benefited in terms of employment and income, while those performing routinary tasks have seen their job prospects and wages decline. This has led to a polarization of the labor markets and to a decrease in certain measures of inequality. This phenomenon has been attributed to task-biased technological change (TBTC), which differs from the skilled biased technological change in the fact that not only highly skilled workers have benefited from technology advancement. This book presents evidence of how digitalization and task-biased technological change are affecting the labor markets of different regions of the world and examines the factors that cause this inequality among nations. It examines recent issues around the effect of task-biased technological change on labor markets and the economy in general, with a comparison of different countries in Central and Eastern Europe, North America, and Latin America, as well as in other regions of the world. The incorporation of the abovementioned regions presents relevant particularities for the subject matter addressed in the book. The book also considers questions such as how labor market effects differ by gender and what the impact of digital skills on employment, inequalities and public policies might be. In so doing, it identifies the advances, opportunities, and changes that have taken place, while also making public policy proposals. The contributions analyze a wide variety of topics related to the manner in which ideological and epistemological changes of the 19th, 20th and 21st centuries are reflected in, and shape, Spanish language, literature, and other cultural expressions in both Spain and Latin America. The 19th century was conducive to various movements of independence, while, in Europe, radical changes of different types and in all contexts of life and knowledge occurred. Language was certainly affected by these changes resulting in new terminology and discourse strategies. Likewise, new schools of thought such as idealism, dialectic materialism, nihilism, and nationalism, among others, were established, in addition to new literary movements such as romanticism, evocative of (r)evolution, individualism and realism, inspired by the social effects of capitalism. Scientific and technological advances continued throughout the 20th century, when the women’s liberation movement consolidated. The notion of globalization also appears, simultaneously to various crises, despotism, wars, genocide, social exclusion and unemployment. Together, these trends give rise to a vindicating discourse that reaches large audiences via television. The classic rhetoric undergoes some changes given the explicit suasion and the absence of delusion provided by other means of communication. The 21st century is defined by the flood of information and the overpowering presence of mass communication; so much so, that the technological impact is clear in all realms of life. From the linguistic viewpoint, the appearance of anglicisms and technicalities mirrors the impact of post-modernity. There is now a need to give coherence to a national discourse that both grasps the past and adapts itself to the new available resources with the purpose of conveying an effective and attractive message to a very large audience. Discourse is swift, since society does not seem to have time to think, but instead seeks to maintain interest in a world filled with stimuli that, in turn, change constantly. Emphasis has been switched to a search for historical images and moments that presumably explain present and future events. It is also significant that all this restlessness is discussed and explained via new means such as the world-wide-web. The change in communication habits (e-mail, chats, forums, SMS) and tools (computers, mobile phones) that was initiated in the 20th century has had a net effect on the directness and swiftness of language.

Efecto viral: COVID-19 y la transformación acelerada del empleo en América Latina y el Caribe se enfoca en las tendencias subyacentes que han estado cambiando significativamente el mercado laboral en la región: la desindustrialización prematura, la servicificación de la economía y los cambios en las habilidades requeridas en los empleos a medida que avanza la automatización. Las conclusiones de este informe tienen varias implicancias importantes para la política económica. Algunas de estas implicancias están relacionadas con los desafíos de productividad a los que ya se enfrentaba América Latina y el Caribe después del final de la Década Dorada en 2013. Otras implicancias políticas podrían comenzar a ganar relevancia por la crisis de COVID-19. A medida que los sectores se ven afectados de diferentes maneras y el trabajo a distancia se vuelve más común, los Gobiernos deben responder con medidas que apoyen una transformación fluida de los puestos de trabajo, que sean socialmente aceptables y que contribuyan al crecimiento de la productividad, incluida la inversion en el capital humano de la fuerza de trabajo. La transformación acelerada de los puestos de trabajo exige un nuevo planteamiento de la normativa laboral y las políticas de protección social. Los países de América Latina y el Caribe desarrollaron una arquitectura institucional orientada a los trabajadores asalariados del sector formal, que rápidamente se está volviendo anticuada. Book excerpt: A region known for its volatility, Latin America and the Caribbean (LAC) has suffered severe economic and social setbacks from crises—including the COVID-19 pandemic. These crises have taken their toll on careers, wage growth, and productivity. Employment in Crisis: The Path to Better Jobs in a Post-COVID-19 Latin America provides new evidence on the effects of crises on the region’s workers and firms and suggests several policy responses that can bolster long-term and inclusive economic growth. This report has three key findings. First, crises lead to persistent employment losses and accelerate structural changes away from the formal sector. This change occurs more through reductions in the creation of formal jobs than through job destruction. Second, some workers recover from crises, while others are permanently scarred by them. Low-skilled workers can suffer up to a decade of lower earnings caused by crises, while high-skilled workers rebound fast, exacerbating the LAC region’s high level of inequality. Formal workers suffer smaller employment and wage losses in localities with higher rates of informality. And the reduced job flows caused by crises decrease welfare, but workers in localities with more job opportunities, whether formal or informal, bounce back better. Third, crises’ cleansing effects can increase efficiency and productivity, but these effects are dampened by the LAC region’s less competitive market structure. Rather than becoming more agile and productive during economic downturns, protected sectors and firms gain market share and crowd out others, trapping valuable resources. This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: • Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; • Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and • Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms†? agenda.
