Book excerpt: A sweeping history of Latin American republicanism in the nineteenth century By the 1820s, after three centuries under imperial rule, the former Spanish territories of Latin America had shaken off their colonial bonds and founded independent republics. In committing themselves to republicanism, they embarked on a political experiment of an unprecedented scale outside the newly formed United States. In this book, Hilda Sabato provides a sweeping history of republicanism in nineteenth-century Latin America, one that spans the entire region and places the Spanish American experience within a broader global perspective. Challenging the conventional view of Latin America as a case of failed modernization, Sabato shows how republican experiments differed across the region yet were all based on the radical notion of popular sovereignty--the idea that legitimate authority lies with the people. As in other parts of the world, the transition from colonies to independent states was complex, uncertain, and rife with conflict. Yet the republican order in Spanish America endured, crossing borders and traversing distinct geographies and cultures. Sabato shifts the focus from rulers and elites to ordinary citizens and traces the emergence of new institutions and practices that shaped a vigorous and inclusive political life. Book excerpt: At the crossroad of intellectual, diplomatic, and cultural history, this book examines flows of information, men, and ideas between South American cities—mainly the port-capitals of Buenos Aires and Rio de Janeiro—during the period of their modernization. The book reconstructs this largely overlooked trend toward connectedness both as an objective process and as an assemblage of visions and policies concentrating on diverse transnational practices such as translation, travel, public visits and conferences, the print press, cultural diplomacy, intertextuality, and institutional and personal contacts. Inspired by the entangled history approach and the spatial turn in the humanities, the book highlights the importance of cross-border exchanges within the South American continent. It thus offers a correction to two major traditions in the historiography of ideas and identities in modern Latin America: the predominance of the nation-state as the main unit of analysis, and the concentration on relationships with Europe and the U.S. as the main axis of cultural exchange. Modernization, it is argued, brought segments of South America’s capital cities not only close to Paris, London, and New York, as is commonly claimed, but also to each other both physically and mentally, creating and recreating spaces, ways of thinking, and cultural-political projects at the national and regional levels.

This stark reversal, in a country rich in natural resources and seemingly bursting with progress and energy, has puzzled many historians. In Civilizing Argentina, Julia Rodriguez takes a sharply contrary view, demonstrating that Argentina's turn of fortune is not a mystery but rather the ironic consequence of schemes to "civilize" the nation in the name of progressivism, health, science, and public order. With new medical and scientific information arriving from Europe at the turn of the century, a powerful alliance developed among medical, scientific, and state authorities in Argentina. These elite forces promulgated a political culture based on a medical model that defined social problems such as poverty, vagrancy, crime, and street violence as illnesses to be treated through programs of social hygiene. They instituted programs to fingerprint immigrants, measure the bodies of prisoners, place wives who disobeyed their husbands in "houses of deposit," and exclude or expel people deemed socially undesirable, including groups such as labor organizers and prostitutes. Such policies, Rodriguez argues, led to the destruction of the nation's liberal ideals and opened the way to the antidemocratic, authoritarian governments that came later in the twentieth century.

Book excerpt: In the early part of the twentieth century, Argentina's Socialist Party became the largest and most effective socialist organization in Latin America. Richard J. Walter's interpretive study begins with the party's origins in the 1890s, traces its development through 1912, and then offers a comprehensive analysis of its activities and programs during the almost two decades of civilian, democratic government that ended with the military coup of 1930. His aim has been to provide a detailed case study of a Latin American political party within a specific historical context. The work gives particular attention to the nature of party leadership, internal party organization, attempts to win the support of the Argentine working class, party activities in national elections and the National Congress, and internal disputes and divisions. In discussing these topics, Walter draws heavily on government documents, including national and municipal censuses, ministerial reports, and the Argentine Congressional Record. He also makes extensive use of national and party newspapers and journals, political memoirs, and collections of essays by party leaders. Walter concludes that the party enjoyed relative electoral and legislative success because of efficient organization, capable leadership, and specific, well-reasoned programs. On the other hand, it failed to create a firm working-class base or to extend its influence much beyond Buenos Aires, mainly because of its inability to relate adequately to the needs of the proletariat and to the growth of nationalist sentiment. The analysis of these successes and failures also provides an important background for understanding the rise to power of Juan Perón and Peronism.

Drawing evidence from Argentina, Chile, and Peru, Republics of Knowledge traces the histories of these countries from the early 1800s, as they gained independence, to their centennial celebrations in the twentieth century. Miller identifies how public exchange of ideas affected policymaking, the emergence of a collective identity, and more. She finds that instead of defining themselves through language or culture, these new nations united citizens under the promise of widespread access to modern information.
