Book excerpt: The science and technology (S & T) sector is constantly and rapidly changing, and with today's challenges is even more complex and diverse than before. The changing S & T paradigm has directly impacted the research and development institutes (RDIs) and in particular the nuclear RDIs. National science budgets are increasingly constrained resulting in direct cuts in subsidies, pressuring RDIs to seek alternative sources of funding. With the global trend towards more knowledge-based economies, the concurrent demand for innovation has increased in the S & T sector, and furthermore to the RDIs. Hence RDIs, and nuclear RDIs in particular, which fail to adapt to the changing S & T paradigm, risk 'lagging behind' in management, structure, planning, and funding, which all directly affect the sustainability of the institution. After the Second World War, RDIs in Central and Eastern Europe used to receive funding and guidelines from their governments. In the transition to the market economy, the mechanisms used to fund RDIs are changing, and the responsibility for defining the institutes' role and strategy is transferring to the institutes themselves. Consequently, the IAEA initiated a Technical Cooperation Project in 2004 to support RDIs working in nuclear power and non-power applications in Central and Eastern Europe. There were two major aims of this project. First, was to map the status of nuclear RDIs with current up-to-date data, because although there is a widespread feeling within the nuclear community that some nuclear RDIs are in financial distress, there are no current and verifiable statistical data on this point. Second, was to assist institute managers and senior scientists in nuclear RDIs, to improve their management practices and improve access to national and international funding opportunities. This report is focused on the first aim, to map the status with current statistical data, of 25 nuclear RDIs in 13 Central and Eastern European countries including Uzbekistan and Kazakhstan, and further looks into the impact of S&T policies on these nuclear RDIs.

Available in PDF, EPUB and Kindle. Book excerpt: Nuclear engineers advancing the energy transition are understanding more about the next generation of nuclear plants; however, it is still difficult to access all the critical types, concepts, and applications in one location. Advanced Reactor Concepts (ARC): A New Nuclear Power Plant Perspective Producing Energy gives engineers and nuclear engineering researchers the comprehensive tools to get up to date on the latest technology supporting generation IV nuclear plant systems. After providing a brief history of this area, alternative technology is discussed such as electromagnetic pumps, heat pipes as control devices, Nuclear Air-Brayton Combined Cycles integration, and instrumentation helping nuclear plants to provide dispatchable electricity to the grid and heat to industry. Packed with examples of all the types, benefits, and challenges involved, Advanced Reactor Concepts (ARC) delivers the go-to reference that engineers need to advance safe nuclear energy as a low-carbon option. Describes theory and concepts on generation IV technology such as advanced reactor concepts (ARC) and electromagnetic pumps, and compares different types and sizes. Sets out the energy transition with critical carbon-free technology that can supplement intermittent power sources such as wind and solar. Explains alternative heat storage technology, including Nuclear Air-Brayton Combined Cycles. Introduces advanced main instrumentation systems for in-core probes.

This Directory is therefore aimed at providing practical and comprehensive guidance on EC business information sources in an accessible format. It provides information on legislative and consultative procedures and relevant published and organisational sources. Entries are arranged under NACE classification, the system which superseded the current UK SIC system during 1991. The Directory is an invaluable EC business reference source and complements its UK equivalent, The Macmillan Directory of Business Information Sources (UK), EC Industry.

For more than seven decades, UNESCO has been consistently positioning peace as its unwavering core and ultimate goal through promoting international understanding and cooperation in and across its five major sectors of competence in education, natural sciences, culture, communication and information, and social and human sciences. Historical Dictionary of the United Nations Educational, Scientific and Cultural Organization (UNESCO), Second Edition contains a chronology, an introduction, and an extensive bibliography. The dictionary section has more than 700 cross-referenced entries on UNESCO’s initiatives, programs, projects, normative instruments, and partners over the past 76 years. Available in PDF, EPUB and Kindle. Book excerpt: After visiting Russia in 1921, the journalist Lincoln Steffens famously declared, ”I have seen the future, and it works.” Steffens referred to the social experiment of technological utopianism he found in the Soviet Union, where subway cars and farm tractors would carry the worker and peasant—figuratively and literally—into the twentieth century. Believing that socialism and technology together created a brave new world, Boleslaw Bierut of Poland and Kim Il Sung of North Korea—and other leaders—joined Russia’s Vladimir Lenin and Leon Trotsky in embracing big technology with a verve and conviction that rivaled the western world's. Paul R. Josephson here explores these utopian visions of technology—and their unanticipated human and environmental costs. He examines the role of technology in communist plans and policies and the interplay between ideology and technological development. He shows that while technology was a symbol of regime legitimacy and an engine of progress, the changes it spurred were not unequivocally positive. Instead of achieving a worker’s paradise, socialist technologies exposed the proletariat to dangerous machinery and deadly pollution; rather than freeing women from exploitation in family and labor, they paradoxically created for them the dual—and exhausting—burdens of mother and worker. The future did not work. The fall of the Soviet Union in 1991 marked the end of communism’s self-proclaimed glorious quest to "reach and surpass" the West. Josephson’s intriguing study of how technology both helped and hindered this effort asks new and important questions about the crucial issues inextricably linked with the development and diffusion of technology in any sociopolitical system.

Book excerpt: The NATO Science Programme, under the direction of the Science Com mittee, mounted in September 1986 a successful meeting which examined the structure and outputs of civil science in the Soviet Union. As a topical sectoral examination of the evolutionary state of the Soviet Union under those in separable and elusive twins, 'perestroyka' and 'glasnost', it was successful in providing the basis for assessments of the likely future role of Soviet scientists in the world scene. Such meetings are infrequent events in the Programme calendar; the Science Programme has concentrated for thirty years almost exclusively on supporting scientific mobility in the Alliance countries. This it does, essentially, through the funding under competitive conditions, of fellow ships, exchanges and meetings of researchers. Such activities are a response to unsolicited scientific demand from the Alliance R&D community which sees mobility as an essential part of scientific dissemination (rather lacking it would appear from the following accounts in the Eastern European countries). The Committee, however, does like to act upon its own behalf in supporting wider perceptions of the place of R&D in the world by examining, from time to time, topics of strong current interest. These have taken the form of the consideration of particularly pressing issues, as arose for example in the series of energy and material supply crises of the seventies.
