HEMP is produced by a nuclear weapon detonated above the atmosphere. No blast, shock or radiation is felt at the Earth's surface; however, electromagnetic fields do reach the surface. IEMI is a term that is applied to the non-explosive, non-nuclear intentional generation of intense electromagnetic fields that are used to introduce signals into electronic equipment for the specific purpose of disrupting, confusing or damaging these electronics. IEMI devices are malicious in nature and are used for terrorist or criminal purposes. Many types of IEMI are commercially available and can be as compact as a briefcase in size. In many ways, the IEMI threat is similar to that of the early-time threat of high-altitude EMP and can be addressed in a similar fashion.

Those interested in the efforts to ensure an effective homeland defense and homeland security effort should understand the implications of a successful HEMP attack on the United States, the factors that influence the probability of an attack, and continuously seek innovative ways to prevent such an attack from ever occurring, and simultaneously, to prepare for it, if preventative efforts should fail. This paper describes what an electromagnetic pulse (EMP) is and how a nuclear weapon creates a HEMP. Next, a brief description of the effect of a HEMP attack on electrical and electronic systems is followed by an overview of the implications of the failure of these systems on the nation's critical infrastructure and elements of national power. A discussion of the risks of such an attack caused by nuclear and ballistic missile proliferation will be followed by an overview of the on-going contributions of the existing National Security Strategy and National Strategy for Homeland Security to prevent and prepare for a HEMP attack. This paper will conclude with some broad recommendations to strengthen the United States capabilities to prevent, and simultaneously prepare to mitigate and recover from, the effects of this ultimate form of asymmetric attack.

Of these, nuclear EMP has the most ubiquitous effects because of the combination of its broadband nature and large area coverage. Nuclear EMP has the demonstrated potential to disrupt, damage, or destroy a wide variety of electrical and electronic equipment. The strength and area coverage of nuclear EMP environments depends on the warhead type and yield, and the altitude and latitude of the detonation. A nuclear device detonated at altitudes between 30 and 400 kilometers generates an EMP with amplitudes in the tens of kilovolts per meter with a radius of effects from hundreds to thousands of kilometers. This high-altitude EMP (also known as HEMP) effect couples to and can disable electrical and electronic systems in general, but poses the highest risks to long-line networks, including electric power and long-haul communications. Although an EMP is also generated by low altitude or surface bursts (referred to as source region EMP or SREMP), the affected area is localized compared to a HEMP. For this reason, this action plan focuses on larger-scale EMP events produced by high altitude detonations.

Because of the extreme differences in views among experts regarding the potential impacts of HEMP on the electric power grid and the potential societal implications, the Electric Power Research Institute (EPRI) launched a three-year research project in April 2016 to investigate the potential impacts of a HEMP attack on the electric transmission system and to identify possible options for mitigating impacts. This approach involves the detailed calculations for the time-dependent electromagnetic fields of a single relativistic, Compton electron created in the upper atmosphere by the gamma radiation from the weapon detonation. The effect of all such electrons created is superimposed to obtain the net effect or the EMP measured by an observer. The basic theory developed ignores the conductivity which builds up in the surrounding air. This is shown to be a relatively good assumption for weapons with gamma radiation yields less than a kiloton. (Modified author abstract).
