These copiously documented findings challenge assumptions which have been axiomatic among historians of Norwegian immigration throughout the twentieth century. Freedom of religion occupies a pivotal position in rights discourses, and the principles supporting its interpretation receive increasing attention from courts and legislative bodies. This book critically evaluates religious pluralism as an emerging legal principle arising from attempts to define the boundaries of freedom of religion. It examines religious pluralism as an underlying aspect of different human rights regimes and constitutional traditions. It is, however, the static and liberal shape religious pluralism has assumed that is taken up critically here. In order to address how difference is vulnerable to elimination, rather than recognition, the book takes up a contemporary ethics of alterity. Book excerpt: The author discusses how religious groups, especially Jews, Mormons and Jesuits, were labeled as foreign and constructed as political, moral and national threats in Scandinavia in different periods between c. 1790 and 1960. Key questions are who articulated such opinions, how was the threat depicted, and to what extent did it influence state policies towards these groups. A special focus is given to Norway, because the Constitution of 1814 included a ban against Jews (repelled in 1851) and Jesuits (repelled in 1956), and because Mormons were denied the status of a legal religion until freedom of religion was codified in the Constitution in 1964. The author emphasizes how the construction of religious minorities as perils of society influenced the definition of national identities in all Scandinavia, from the late 18th Century until well after WWII. The argument is that Jews, Mormons and Jesuits all were constructed as "anti-citizens", as opposites of what it meant to be "good" citizens of the nation. The discourse that framed the need for national protection against foreign religious groups was transboundary. Consequently, transnational stereotypes contributed significantly in defining national identities.

This attention to religious plurality partly reflects processes of globalisation that include both physical migration and communication of ideas and is-sues across the world, making it ‘smaller’. It also reflects the preoccupation of governments with social cohesion and, as part of this, intercultural education. In the curricula of the Nordic countries this is manifested in different ways, setting also the agenda for parts of educational research. This book addresses issues related to the increasing religious plurality in the Nordic countries. These issues are a challenge to many religious groups including historically dominant Lutheran national churches, both nationally and locally. They have also led to a reorientation in religious education research in the last decade. A rich variety of research perspectives are presented under three headings: Theoretical and methodical perspectives, The world of the students, Teachers and textbooks. Nordic religious education research here proves to be internationally oriented in terms of theoretical perspectives, whilst also contributing to the debate through important empirical studies. However, such a situation existed in Norway until 2012, when the Lutheran Church was the state church of Norway. A large majority of the population belonged to the church, even though the percentage in 2013 had fallen to well over seventy-five. The relationship between the church and minority religious movements demanded adaptation and compromises from the minority churches. The Salvation Army's enculturation and accommodation during its 128-year history in Norway illustrates such a situation. The book examines how The Salvation Army accommodated itself both doctrinally as well as practically to the situation of a dominant state church. The study reveals such a close affiliation of Salvationists to the Norwegian Church as a state institution, that it raises the question of whether a concept of civil religion was implicitly present in Salvationists' view of the state church and their own adherence to the church. This situation also raises the question of what constitutes a real church. The book indicates the tension between Lutheran and Salvationist ecclesiology as well as the influence from the Lutheran Church.

Article 18 of the Universal Declaration of Human Rights enshrines the right to freedom of thought, conscience, and religion as does the International Covenant on Civil and Political Rights, which the United Nations General Assembly adopted in 1966. A rich jurisprudence on freedom of religion or belief is based on the European Convention on Human Rights, drafted in 1950 by the Council of Europe. Similar regional guarantees exist in the framework of the Organization of American States as well as within the African Union. Freedom of religion or belief has found recognition in numerous national constitutions, and some governments have shown a particularly strong commitment to the international promotion of this right. As Heiner Bielefeldt and Michael Wiener observe, however, freedom of religion or belief remains a source of political conflict, legal controversy, and intellectual debate. In Religious Freedom Under Scrutiny, Bielefeldt and Wiener explore various critiques leveled at this right. For example, does freedom of religion contribute to the spread of Western neoliberal values to the detriment of religious and cultural diversity? Can religious freedom serve as the entry point for antifeminist agendas within the human rights framework? Drawing on their considerable experience in the field, Bielefeldt and Wiener provide a typological overview and analysis of violations around the world that illustrate the underlying principles as well as the relationship between freedom of religion or belief and other human rights. Religious Freedom Under Scrutiny argues that without freedom of religion or belief, human rights cannot fully address our complex needs, yearnings, and vulnerabilities as human beings. Furthermore, ignoring or marginalizing freedom of religion or belief would weaken the plausibility, attractiveness, and legitimacy of the entire system of human rights.
