An action plan was developed by the Alaska Department of Fish and Game (ADF&G) and acted upon by the BOF in January 2001. The SSFP directs ADF&G to assess salmon stocks in areas addressed during the BOF regulatory cycle to identify stocks of concern and, in the case of Subdistrict 1 chum salmon, to reassess the stock of concern status. In 2003, ADF&G recommended continuation of this classification as a stock of management concern, which was supported by the BOF at its January 2004 meeting. A majority of chum salmon escapement goals were achieved in Subdistrict 1 from 2002-2006. Hence, in January 2007, the BOF classified Subdistrict 1 chum salmon stock of yield concern. Since 2004, escapement has been met in Subdistrict 1, except for 2009, when it fell 7% short of the lower end of the escapement goal range of 23,000-35,000. The recent yield remains below historical levels despite use of specific management measures. Based on the definitions provided in the SSFP, ADF&G recommends continuing the stock of concern classification of Subdistrict 1 chum salmon as a stock of yield concern. The department recommends that management continue under the current plans through the next board cycle.

In 2010, the department recommended continuation of classification of this stock as a yield concern, which was supported by the board at its January 2010 meeting. Likewise, the Subdistricts 2 and 3 chum salmon stock has been maintained as a yield concern classification. Since 2004, the subdistrict-wide escapement goal has been met in Subdistrict 1, except for 2009, when assessed escapement fell 7% short of the lower end of the escapement goal range of 23,000 to 35,000. Escapements within individual rivers of Subdistrict 1 have been variable. Subdistricts 2 and 3 chum salmon runs have been more volatile and have only reached sustainable escapement goals (SEGs) in 2 of the last 5 years. Based on the definitions provided in the SSFP, the department recommends continuing the stock of yield concern classification for Norton Sound Subdistrict 1 and Subdistricts 2 and 3 chum salmon.

Therefore, ADF&G recommends continuing the stock of yield concern classification. ADF&G is recommending changes to the management plan in order to ensure commercial fisheries directed on chum O. keta and pink salmon O. gorbuscha are prosecuted in a manner that does not negatively affect the Subdistricts 5 and 6 Chinook salmon subsistence fishery and escapement.

The board continued the Subdistrict 5 and Subdistrict 6 Chinook salmon classification as a stock of yield concern in 2007 and adopted a Chinook salmon management plan (5 AAC 04.395) to increase escapements and restore the stock to historical levels of abundance. In 2010 and 2013, the board continued the stock of concern designation and modified the management plan to provide direction for targeting commercial chum (O. keta) and pink (O. gorbuscha) salmon fisheries in times of low Chinook salmon abundance. Gillnet mesh size restrictions and fishery closures were required to achieve the North River escapement goal in 2007, 2009, 2010, 2014, 2015, 2018, and 2019. Escapement goals were not achieved in 2008, 2012, 2013, 2016, 2017, or 2020–2022 despite similar conservation measures. The 2011 escapement could not be determined. From 2018–2022, Subdistricts 5 and 6 Chinook salmon stock yields have remained well below historical averages (1994–1999), despite the use of specific management measures. Therefore, Subdistricts 5 and 6 Chinook salmon continue to meet the definition for a stock of yield concern as defined in the SSFP and the department recommends continuing the stock of yield concern classification.

Book excerpt: Historical research and local knowledge suggest that salmon vulnerable to harvest by fisheries in Subdistricts 5 and 6 of the Norton Sound management area represent a mixed stock, with unique populations migrating through marine waters and into spawning streams throughout the area and beyond. Incomplete understanding of salmon harvest composition and migration characteristics in Norton Sound has constrained managers’ ability to direct stock-specific persecution of fisheries. Consequently, fisheries in Subdistricts 5 and 6 are managed as a single unit and salmon are assigned to stocks based on the subdistrict in which they were harvested. This strategy has raised concern among local stakeholders that proportional harvest rates are being obscured and salmon caught in Subdistricts 5 and 6 could be bound for spawning streams in other subdistricts in the Norton Sound area. This project will use acoustic telemetry to address the critical management assumption that chum and coho stocks vulnerable to harvest in Subdistricts 5 and 6 are bound for spawning streams within those subdistricts and should be managed concurrently. This project will attempt to mimic the timing and location of nearshore salmon fisheries in Subdistricts 5 and 6 to tag chum and coho salmon such that the tagged fish are reasonably representative of the available mixed stocks. Sequential acoustic detection of tagged salmon by coastal marine and inriver hydrophone receivers will be used to estimate the spawning distribution of mixed stocks and describe spatiotemporal characteristics of nearshore migration. Results of this project are intended to inform management decisions by clarifying salmon stocks available for harvest in subdistricts 5 and 6 and stock-specific migration characteristics through those subdistricts so that stocks with harvestable surpluses can be targeted while minimizing impacts to less productive stocks.
