Book excerpt: In 1999 the European Union introduced a Directive that require the UK to reduce the amount of biodegradable waste disposed of in landfill. By 2010 we have to landfill 75% of the amount landfilled in 1995. This figure reduces to 50% by 2013 and 35% by 2020. If the target is not met then the UK could be fined for non-compliance. So far DEFRA has spent £336 million on initiatives to reduce the amount of landfill, but reductions have been offset by growth in the amount of waste produced and there is a risk that the targets will not be met. An emphasis on recycling alone is not enough. DEFRA needs to focus on helping the 25 authorities that send most to landfill and help develop alternative waste facilities, as well as encouraging more households to recycle and compost. This examination of the problem is in four parts: 1) England needs to reduce the amount of biodegradable municipal waste disposed through landfill; 2) earlier delays I taking action made European Union targets more difficult to achieve; 3) without a step change in existing local authority plans, England will not achieve its share of the reductions in landfill the European Union requires by 2010 and 2013; 4) recycling and minimisation need to contribute more to reducing the amount of biodegradable municipal waste sent to landfill.

For example, all economic operators placing packaging onto the EU market are responsible for its proper management and recovery. However, in general, the collection and treatment of urban waste is the responsibility of local authorities. It has therefore been necessary to establish a system of financial compensations between producers and waste management operators. Analysing the legal and institutional schemes of several member states and accounting for all the costs and benefits to their local authorities due to selective collection and sorting, this book provides an accurate illustration of how the EPR principle has be translated into practice. Firstly the authors examine whether the industry is paying for the net financial cost of 'preparation for recycling' activities or if the extra-costs of recycling are being recovered via the sale of sorted materials, by the consumer through higher prices or by citizens in general through higher taxes. Book excerpt: The project to build a higher education campus at Springvale in Belfast was first proposed in 1993, and in 1997 the University of Ulster and the Belfast Institute for Further and Higher Education submitted a joint proposal to the Department of Education in Northern Ireland to build three educational facilities on the site, including a campus for 3,000 students covering higher and future education courses. This project was designed to develop partnerships between educational providers and local communities to address the particular educational, cultural and social needs of West and North Belfast, as well as benefiting Northern Ireland in general. It was also intended to promote regeneration in an area marked by significant economic and social deprivation and educational underachievement. However, in October 2002, the University announced its withdrawal from the project due to financial concerns over its affordability. At this point, over nine million pounds had been spent on the project, with one of the three planned facilities (a community outreach centre) built and functional. This NIAO report examines the development and management of the project to identify lessons to be drawn for the future, and overall it concludes that, given the length of time spent developing this project and the major public and private funding commitments involved, it should have been handled much better, particularly in terms of risk management. Key lessons highlighted include the need for: an agreed and clear strategic vision from the outset; a single independent body established to oversee project management where two or more institutions are involved; and better communication with local communities on the risks involved to promote realistic community expectations.
