Available in PDF, EPUB and Kindle. Book excerpt: With its unstable and intermittent nuclear weapon project, and the recent leadership succession issue, Democratic People’s Republic of Korea (DPRK) has been a source of insecurity for the past decade in this region, in addition to the delicate international relations among the powerful China, United States, Japan, and Russia. The essence of DPRK issue lies in the instability and uncertainty of nuclear development that even the slightest miscalculation by any one power could disturb the sensitive balance of relationships, creating a butterfly effect with a catastrophic result. Drawing on various perspectives on the interaction over DPRK and other regional powers, this volume seeks to explore the role of DPRK in Northeast Asia, and its implication to regional security as a whole. The volume does not confirm a particular position over DPRK’s nuclear showdown; rather it invites scholars to provide assessments from the viewpoints of neighbouring powers in order to present a more complete understanding of the leading issue in Northeast Asia. The volume will serve as an invaluable resource for policymakers, students and scholars of North Korean politics and international relations. This book was published as a special issue of the Journal of Comparative Asian Development.

Available in PDF, EPUB and Kindle. Book excerpt: This is the 47th volume in the Occasional Paper series of the United States Air Force Institute for National Security Studies (INSS). Among its many contributions to United States security, two noted repositories of strategic expertise within the United States Army are its foreign area officer cadre and the Department of Social Sciences faculty at the United States Military Academy. This collection of papers on Northeast Asian regional security taps the combined strength of both; its authors are four Army officers with demonstrated regional expertise, all currently or formerly assigned to West Point's Department of Social Sciences. The combined set of papers covers a broad and relevant swath of territory, both geographic and conceptual. The first paper, by Jay Parker, addresses the regional security context with special emphasis on that strategic landscape as viewed from the perspective of Japanese security and the United States' role both in Japanese security and within the broader region. Sue Bryant then fits the Korean peninsula into that regional security context, adding special emphasis on the Korean road toward unification and on the continuing U.S. military presence in Korea both for peninsular and regional security reasons. Finally, Russ Howard and Al Wilner add China to the mix and also add the third level of analysis -- their focus is on post September 11, 2001 issues and opportunities, and the specific military-to-military dimension of the United States' overall military presence and policy. Together, the papers cover the region as well as policy recommendations from macro U.S. security and military policy, to force presence, to the significant roles of individual service members.

Under Mikhail Gorbachev, this was referred to as "a Helsinki process for Asia" or a "Conference on Security and Cooperation in Asia" (CSCA) to parallel Europe's CSCE. Until the end of the 1980s, such an idea was frozen along the lines of the Cold War. East Asian governments dismissed the idea of a CSCA as Cold War propaganda or, at best, an untransferable European concept ill-suited to East Asia.

Available in PDF, EPUB and Kindle. Book excerpt: Defining and conceptualizing Northeast Asia’s security complex poses unique quandaries. The security architecture in Northeast Asia to date has been predominately U.S.-dominated bilateral alliances, weak institutional structures and the current Six Party Talks dealing with the North Korean nuclear issue. There has been a distinct lack of desire among regional countries as well as the U.S. to follow in the footsteps of Europe with its robust set of multilateral institutions. However, since the late 1990s, there has been burgeoning interest among regional states towards forming new multilateral institutions as well as reforming and revitalizing existing mechanisms. Much of this effort has been in the economic and political arenas, with the creation of bodies such as the East Asian Summit, but there have also been important initiatives in the security sphere. This book offers detailed examinations about how this potentially tense region of the world is redefining certain longstanding national interests, and shows how this shift is the result of changing power relations, the desire to protect hard-won economic gains, as well as growing trust in new processes designed to foster regional cooperation over regional conflict. Presenting new and timely research on topics that are vital to the security future of one of the world’s most important geographical regions, this book will be of great value to students and scholars of Asian politics, regionalism, international politics and security studies.

Book excerpt: "The Korean Peninsula remains one of the world's few potential theaters for a conventional interstate conflict. Even as the North-South rapprochement has gone forward fitfully, American forces have remained ready to defeat a determined enemy and defend a valued ally. But if we are indeed witnessing the pre-unification period in Northeast Asia, it is necessary to articulate a new set of roles and missions to support positive change in the regional security balance, and to prepare for potentially destabilizing events in the reconciliation/reunification process. The U.S. Army has arguably maintained the most specific focus on the peninsula and the Demilitarized Zone, and has maintained that focus with single-minded determination. Alterations in the world situation and the potential for real movement in Northeast Asian security portend an environment that requires the Army and the entire defense establishment to review and revise regional plans and postures"--Foreword.

Book excerpt: While, over the last 30 years, the global economy's center of gravity has shifted to East Asia, the region has remained surprisingly free of interstate military conflict. Yet this era of peace and growth has been punctuated by periodic reminders of enduring security problems in the region—from China's military modernization, to unresolved territorial disputes, to persistent tensions on the Korean peninsula. This volume is one of the first to treat these issues of economics and security as interconnected rather than separate. Its authors—leading scholars from the U.S. and China—shed new light on this important nexus by applying insights from a rich variety of approaches to explore and explain the dynamics of a region whose importance for students of both international political economy and international security has grown dramatically. They show that both economic and security 'fundamentals' matter if one is to understand the reasons for, and evaluate the durability of, East Asia's recent peace and prosperity.

Available in PDF, EPUB and Kindle. Book excerpt: A new framework for Northeast Asian security must cope with the legacy of six decades of frequent changes in the region's great power relations. In order to realize the goals of the Joint Agreement in the Six-Party Talks, multilateralism is becoming more important. U.S. leadership faces challenges from: the Sino-U.S. rivalry that is better managed because of cooperation over North Korea; the Russo-U.S. rivalry that has intensified, although there is potential to stabilize it in this region; Sino-Russian partnership, which has drawn closer in response to the nuclear crisis but could be tested by progress that would reveal conflicting national interests; North Korean belligerence, which is unlikely to end even if the nuclear crisis is brought under control; South Korean balancing, which would remain even under a conservative president; and Sino-Japanese rivalry, which is somewhat under control in 2007 but remains the main barrier to regionalism. A U.S. regional strategy is needed that addresses all of these challenges in the context of the Six-Party Talks.

Book excerpt: Will the twenty-first century be the Asian century? Will the People’s Republic of China overtake the United States as the leading global superpower? Will an armed conflict break out on the Korean peninsula, and can it be contained? While opinions differ strongly, there seems to be a certain consensus that the East Asian region, roughly defined as Northeast Asia (China, the two Koreas, Japan and the Russian Far East) plus Southeast Asia (ASEAN), will be ever more globally significant in the years to come. This book critically addresses the potential of the liberal concept of collective security to provide a solution, with a focus on the Korean peninsula.

However, as this authoritative book shows, the Cold War's demise, September 11, and America's major strategic realignments have unleashed seismic changes in the region. China's rise, Japan's quest for a normal state, and the North Korean nuclear quagmire are also potential flashpoints. Collective memories of past aggression as well as resurgent nationalism further complicate regional dynamics. But hopeful signs abound, as deepening economic interdependence, expanding social and cultural exchanges, and the proliferation of informal economic, social, and cultural networks have improved the chances for a peaceful evolution to a liberal and stable region. John Ikenberry, Takashi Inoguchi, Ki-Jung Kim, Myongsob Kim, Woosang Kim, Yongho Kim, Min Gyo Koo, Michael Mastanduno, Chung-in Moon, Katharine H. S. Moon, Seung-won Suh, and William C. Wohlforth
