Some states, like Florida, saw tremendous gains ($86.4 billion), while others, like New York, experienced massive losses ($58.6 billion). People moved, and they took their working wealth with them. The question is, why? Why did Americans move so much of their income from state to state? Which states benefitted and which states suffered? And why does it matter? Using official statistics from the IRS, How Money Walks explores the hows, whys, and impact of this massive movement of American working wealth. Consider these facts. Between 1995 and 2010: The nine states with no personal income taxes gained $146.2 billion in working wealth The nine states with the highest personal income tax rates lost $107.4 billion The 10 states with the lowest per capita state-local tax burdens gained $69.9 billion The 10 states with the highest per capita state-local tax burdens lost $139 billion Money—and people—moved from high-tax states to low-tax ones. There was quick and sure development along other lines. North Carolina folk have always been cultured. Their background gave them that heritage, but until they said. With a fixed and steady purpose, There shall be education in the land. This culture was merely a social asset and did not solve the problem of happy living. Following the educational awakening, which has caused this State to spend a year on public education, instead of less than a million. Which was the case at the beginning of the century, _ other needs were realized. The State ventured first to invest in more and better schools. That done, the people were pleased almost to the point of astonishment to realize that the task had not been as difficult as it had seemed. About this time came the industrial revival. Then followed the good roads movement, providing for approximately miles of dependable highways linking every section of North Carolina and tying her to her neighbor States. This major movement incurred no hardship upon the masses. While nearly has been appropriated for good roads by the State. Exclusive of Federal aid, the money will be paid back through a system that does not call for one cent of taxes on real estate or personal property. Neither is there a State tax on real or personal property for public schools. That form of revenue is left to the counties, while the State derives her income from a just and equitable system that calls for levies on those most able to pay. North Carolina's manufactured products are now worth considerably more than a year and her agricultural products including livestock. Well toward a half billion. Her farmers are now diversifying to a greater extent than ever before and will continue to do so in the future. As they capitalize the splendid natural advantages they enjoy. Her adequate recreational facilities are drawing thousands of tourists into the State each year and many of these are being held as permanent residents.
