Book excerpt: This is a fascinating survey and detailed history of NORAD, the North American Aerospace Defense Command. With the beginning of the Cold War, American defense experts and political leaders began planning and implementing a defensive air shield, which they believed was necessary to defend against a possible attack by long-range, manned Soviet bombers. By the time of its creation in 1947, as a separate service, it was widely acknowledged the Air Force would be the center point of this defensive effort. Under the auspices of the Air Defense Command (ADC), first created in 1948, and reconstituted in 1951 at Ent AFB, Colorado, subordinate Air Force commands were given responsibility to protect the various regions of the United States. By 1954, as concerns about Soviet capabilities became more grave, a multi-service unified command was created, involving Naval, Army, and Air Force units--the Continental Air Defense Command (CONAD). Air Force leaders, most notably Generals Benjamin Chidlaw and Earle Partridge, guided the planning and programs during the mid-1950s. The Air Force provided the interceptor aircraft and planned the upgrades needed over the years. The Air Force also developed and operated the extensive early warning radar sites and systems which acted as "trip wire" against air attack. In the early years of World War II, the leaders of the United States and Canada agreed to military cooperation, thus beginning strong defense relations still evident today. Military and civilian personnel from both countries work together for the defense of North America. Established as a formal military command in 1958, NORAD has been headquartered in Colorado Springs since its inception. In the late 1950s, a decision was made to move the Continental Air Defense Command combat operations center to an underground facility to provide a secure and hardened location for air defense operations. After several locations were evaluated, Cheyenne Mountain, south of Colorado Springs, Colorado, was chosen for the new command center. In operation since 1966, Cheyenne Mountain Air Force Station continues to be America's fortress.

Book excerpt: Command and Control for North American Air Defense, 1959-1963, is the third in a series of studies prepared by the USAF Historical Division Liaison Office (AFCHO) on command and control. This study discusses the issues and problems involved in centralizing authority and control over forces responsible for maintaining airspace vigilance in peacetime and combating any aircraft attack, as distinct from space (missile) attacks. Preliminary sections summarize the steps taken to remove the doctrinal and structural barriers which long served to dissipate the ability of air defense commanders to control their forces and trace conversion of the system from manual to semi-automatic operation. The main body of the study is concerned with the impact that the threat of missile attack had on aircraft defense command and control systems. A final section charts the likely course of future command and control developments as they appeared at the close of 1963. This study forms a part of the larger History of Headquarters USAF, Fiscal Year 1963. It is being published separately to make it more readily available throughout the Air Force.
