Reporting is crucial for creating national and global overview of the mitigation efforts, adaptation plans and support needed and received towards enhanced climate ambitions. The Enhanced Transparency Framework (ETF) was established to build mutual trust and confidence, allow comparability and ensure accountability among Parties, and to promote effective implementation. With the Nordic Declaration on Carbon Neutrality from 2019, the Nordic Prime Ministers agreed to intensify the focus on climate change in development cooperation. Thus, the Nordic Climate and Air Pollution group (NKL) has initiated this project to facilitate Nordic initiatives to support the implementation of the ETF in Developing countries.

While the roadmap covers components of “climate related ODA” and climate compatible contributions from the private sector, the focus of the roadmap lies on the crucial bridging and dialogue that is required between key actors. Building on identified Nordic strengths and areas needing accelerated international support, the report concludes with a set of immediate next steps to operationalize the roadmap in 2017-2018.

These national climate action plans were key to the landmark adoption of the 2015 Paris Agreement. They will also be central to its implementation – even if, taken together, current plans are insufficient to meet the aims of the Paris Agreement. Every five years, countries update their NDCs to demonstrate increased ambition. But while essential, ambition alone is not enough. This book shows that to be able to realize their climate ambition, countries also need to enhance the effectiveness of their plans and policies. Enhancing effectiveness involves improving the transparency, coherence and implementability of their NDCs. To ramp up ambition and effectiveness, future NDCs must build on and learn from experience. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.
