Book excerpt: This open access book describes the nondestructive assay techniques that are used for the measurement of nuclear material (primarily uranium and plutonium) for nuclear material accountancy purposes. It is a substantial revision to the so-called PANDA manual that has been a standard reference since its publication in 1991. The book covers the origin and interactions of gamma rays and neutrons as they affect nuclear measurements and also describes the theory and practice of calorimetry. The book gives a description of many instruments based on these techniques that are applied in the field. Although the basic physics has not changed since PANDA was first published, the last thirty years have seen many advances in analysis methods, instrumentation, and applications. The basic descriptions of the origin and interactions of radiation have been updated and include newer references. There have been extensive revisions of the description of gamma detection methods, attenuation correction procedures, and analysis methods, including for the measurement of uranium enrichment and the determination of plutonium isotopic composition. Extensive revisions and additions have also been made to the description of neutron detectors and to the explanation of neutron coincidence techniques. The chapter on neutron multiplicity techniques is a new addition to this edition. The applications of gamma and neutron techniques have been completely overhauled to remove obsolete systems and to include many current applications. The values of, and references to, nuclear data have been updated. This updated edition is an essential reference for academic researchers and practitioners in the field. This is an open access book.

In preparing the report, based primarily on experience at Los Alamos, they have found that standards preparation is highly dependent on the particular NDA method being applied. They therefore include sections that contain information specific to commonly used neutron and gamma-ray NDA techniques. They also present approaches that are alternatives to, or minimize requirements for physical standards.

Book excerpt: Requirements for effective safeguards during the transition to environmental management at nuclear material production facilities within the DOE complex are deriving improvements in the accuracy of nondestructive assay (NDA) techniques. An important aspect of the transition is the need for facilities to terminate safeguards on waste materials, thus reducing the cost for safeguards at the facility. Requirements for the termination of safeguards on candidate waste material have been established by DOE to minimize the potential for diversion or theft of nuclear material. Because heterogenous waste and residue materials are stored in large containers such as 208-L drums, conventional assay techniques such as segmented gamma scanning (SGS) that were developed to assay small samples cannot always provide accurate measurements. Consequently, facilities using the conventional NDA instrumentation may be limited in their ability to discard waste materials in compliance with DOE requirements. One technique being applied to improve the accuracy of assays of waste in large containers is computerized tomography (CT). Research on the application of CT to improve both neutron and gamma-ray assays of waste is being carried out at Los Alamos National Laboratory. For example, tomographic gamma scanning (TGS) is a single-photon emission CT technique that corrects for attenuation of gamma rays emitted from the sample using attenuation images from transmission CT.

A study of delayed gamma-ray spectroscopy for nuclear safeguards was performed for a variety of assemblies in the extensive NGSI spent fuel library. The modeling results indicate that delayed gamma-ray responses can be collected from spent fuel assemblies with statistical quality sufficient for analyzing their isotopic composition using a 1011 n/s neutron generator and COTS detector instrumentation.
