Book excerpt: The privatization (or partial privatization) of Nippon Telegraph & Telephone (NTT) stands as the single largest effort of its kind in history and for that reason alone merits careful attention. The privatization of state-owned telecommunications enterprises has been remarkably global in recent years. Many countries are planning to privatize the sector, hoping to achieve gains in managerial and operational efficiency, provide more responsive service, meet growing demand, generate revenue for government, facilitate the formation of the domestic capital market, and enhance access to the world's capital market. The primary objective of this study is to examine and analyze the process of NTT privatization and changes before and after the privatization. The lessons learned from the study should enable developing countries to carry forward their privatization effort.

Book excerpt: Since 1981, over 100 governments around the world have raised over $1 trillion through the sale of SOEs to private investors. Privatization programs have transformed the role of the state in virtually all-major economies, and have massively increased the capitalization and liquidity of all non-U.S. stock markets. The focus of this book lies on where privatization stands today and what are the next frontiers, the why and how behind countries who privatize certain industries, whether privatization works as an economic tool and important insights relevant to financial institutions such as how to value privatized industries, how share offerings differ from private offerings, and how countries go about harnessing private capital. The book will also represent a key and unique source for information related to the details of asset sales privatization, a summary of statistics of privatized companies from 54 international stock exchanges, regulatory changes and sources for privatization information for investors, government officials, bankers and financial specialists. The volume will serve as an invaluable reference for professionals and as a core or supplementary text in privatization courses.

Book excerpt: China has done much to reform its price system, achieve macroeconomic stability, and restore growth. Nevertheless, price distortions remain in three key areas. This study suggests further price reforms for the energy, grain, and transport sectors. It explains why energy price adjustments should have only a modest effect on consumer prices, but a highly positive effect on the economy. It discusses why China may have to reduce consumer subsidies to achieve the necessary reforms for grain prices. The study describes what the government must do to strengthen commodity markets, generate competition, and make allowances for seasonal price variations. China's transport sector has been a critical development bottleneck. The paper reviews tariff adjustments and other reforms that would modernize the transport system and help it meet growing demand. These reforms also would encourage energy conservation and help integrate the national economy.

Here is a holistic approach to analyzing the environmental impact of various power systems. Unlike standard impact studies that begin at the project level, this method calls for environmental assessments that start at the planning stage of a national framework for energy policymaking. The framework would take into account the energy needs of Sri Lanka's total economy. It also would make it easier to incorporate environmental goals into power sector decisionmaking at the critical investment stage. Sri Lanka's development options for the power sector are reviewed in detail. Topics include alternative ways to assess the economic value of a power plant's impact on biodiversity, human health, and air and water pollution. The study also assesses which energy planning options work best and recommends ways in which the Ceylon Electricity Board can improve its environmental policies.

Available in PDF, EPUB and Kindle. Book excerpt: Effective planning and management of urban infrastructure is essential to improving the standard of living in rapidly developing urban areas. Deterioration or cessation of services can create health risks, limit economic productivity, damage public and private property, and lead to congestion in transport and communications. But effective infrastructure services are impossible without adequate records and maps of municipal facilities, particularly those underground. The authors review recent developments in the recording and mapping of urban infrastructure. The paper identifies the institutional, organizational, and technological issues involved and explores some strategic options for addressing these pressing issues. The options discussed include how best to determine the proper institutional structure, develop human resources, and make the best use of technology. The authors perceive an urgent need for development of legal frameworks to make recordkeeping more comprehensive and compatible among various utilities, localities, and governmental bodies. They advise that immediate attention be given to a particular organizational issue: in many utilities no one department is responsible for collecting and processing data, and even when such responsibility is designated, the methods to be used are unclear or the resources are inadequate. The paper offers case studies and concludes that improvements in utility mapping and recordkeeping are cost effective, enhance the efficiency of the utility, and improve the overall quality of urban life.

Available in PDF, EPUB and Kindle. Book excerpt: Providing an overview of Japanese media theory from the 1910s to the present, this volume introduces English-language readers to Japan's rich body of theoretical and conceptual work on media for the first time. The essays address a wide range of topics, including the work of foundational Japanese thinkers; Japanese theories of mediation and the philosophy of media; the connections between early Japanese television and consumer culture; and architecture's intersection with communications theory. Tracing the theoretical frameworks and paradigms that stem from Japan's media ecology, the contributors decenter Eurocentric media theory and demonstrate the value of the Japanese context to reassessing the parameters and definition of media theory itself. Taken together, these interdisciplinary essays expand media theory to encompass philosophy, feminist critique, literary theory, marketing discourse, and art; provide a counterbalance to the persisting universalist impulse of media studies; and emphasize the need to consider media theory situationally. Book excerpt: This paper explains why tough public sector reform and a sound macroeconomy are essential to sustained growth. It provides a strategy to help countries evaluate how well their governments' policies work. Decisionmakers will learn ways to build an evaluations program that can make governments more accountable and improve their performance. Some options could include making central banks independent, eliminating earmarked funds, and balancing the national budget. The author suggests which government offices should oversee and develop evaluation policies to get the best results, and explains why evaluation results must be linked with all budget decisions. He describes the political and economic environment that allows the evaluation process to develop freely. Also discussed is the role that the World Bank and other insti- tutions should play in supporting evaluation programs. The study examines how sound evaluation can lead to more consistent international policies and better international governance.
