Available in PDF, EPUB and Kindle. Book excerpt: Examining local content law and policy in the oil and gas industry, this book uses Nigeria as a primary case study, comparing its approach to countries such as Brazil and Norway which have also adopted local content laws in relation to their gas and oil industries. In considering various aspects of local content law and policy as they apply to the oil and gas industry, the book examines the factors behind the formulation of local content policies by petroleum producing states, and the various strategies they have employed to implement them. It analyses arguments against local content requirements from the perspective of international trade and investment law, and from liberal market economic theorists, who argue against its overall usefulness. The book highlights salient aspects of the oil and gas industry such as regulation, national oil companies, treatment of minorities, and policy formulation and implementation.

Available in PDF, EPUB and Kindle. Book excerpt: This is a scrupulous account of the petroleum industry from 1906 to the present. The story traces development before the discovery of oil in Oloibiri and proceeds to offer comprehensive account of various legislative instruments that were adopted in the development process. The Nigerian Content Law, the gas flaring difficulties and the issue of sabotage are amply dealt with. The book has several media reports to spotlight the heavy corruption ravaging the industry and closes with the attempted subsidy removal by the Jonathan administration. The author ends with a philosophical rhetoric "as if there is no future", calling into question the role of politics and politicians in the misfortune of Nigeria's oil and gas sector. The application of legislation and regulation to the practice of oil and gas is a consistent theme permeating through the book, giving it not only a solid academic emphasis to the readers, but also a strong orientation towards policy. The book is well positioned to address the technical and commercial issues of the Nigerian's oil and gas sector which should be familiar to oil company managements and experts.

Book excerpt: A number of countries have recently discovered and are developing oil and gas reserves. Policy makers in such countries are anxious to obtain the greatest benefits for their economies from the extraction of these exhaustible resources by designing appropriate policies to achieve desired goals. One important theme of such policies is the so-called local content created by the sector—the extent to which the output of the extractive industry sector generates further benefits to the economy beyond the direct contribution of its value-added, through its links to other sectors. While local content policies have the potential to stimulate broad-based economic development, their application in petroleum-rich countries has achieved mixed results. This paper describes the policies and practices meant to foster the development of economic linkages from the petroleum sector, as adopted by a number of petroleum-producing countries both in and outside the Organisation for Economic Co-operation and Development. Examples of policy objectives, implementation tools, and reporting metrics are provided to derive lessons of wider applicability. The paper presents various conclusions for policy makers about the design of local content policies.

This book was released on 2015 with total page 14 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the huge investments made by Nigerian government in oil and gas sector, the contribution to Gross Domestic Product (GDP) is minimal. Even with the introduction of local content policy since 2006 and enactment of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act in 2010, Nigerians have very little share of oil and gas business over the years. The thrusts of this study therefore is that the inability of the Nigeria Content Development and Monitoring Board (NCDMB) and the previous regulatory agencies to bridge capacity gap hinders oil and gas multinationals from complying with the Nigerian content directives.

The Energy Year Nigeria 2021 highlights Nigeria’s ambitious quest to ramp up production via marginal fields, increase its refining capacity through modular plants, advance gas utilisation with virtual pipelines and revamp its entire power sector to ultimately become Africa’s energy powerhouse. “Our strategy and focus for gas in 2021 is to drive the implementation of the country’s “Decade of Gas” initiatives and grow the overall importance of the industry via increasing its contribution to Nigeria’s GDP.” Engr. Sarki Auwalu, Director and CEO, Department of Petroleum Resources The Energy Year Nigeria 2021 elucidates how Nigeria’s energy industry has remained resilient while it undergoes a unique reshaping through its recently passed Petroleum Industry Bill, as well as the launch of its “Decade of Gas” initiative and the materialising of its “refining revolution” – all of which are propelling the country on its path towards energy transition and self-sufficiency. Produced in partnership with the Federal Ministry of Power, the Department of Petroleum Resources and the Nigerian Content Development and Monitoring Board, this eighth edition of The Energy Year’s Nigeria series provides investors deep insight on the efforts made to push the country’s energy sector beyond the Covid-19 crisis. The report gives a detailed picture of the opportunities surrounding crude oil, natural gas and power at a time when Nigeria is driven by its pursuit of greater efficiency and a viable energy transition.
