Private papers consulted include those of Harold Wilson, Foreign Secretary George Brown and Undersecretary of State George Ball. The book explores a period of the Wilson-Johnson relationship. It considers the seven weeks from Wilson's election until he went to see Lyndon B. Johnson on 7-9 December, a formative period in which Britain cultivated American financial support and which saw pre-summit diplomacy over the NATO Multilateral Force (MLF). The book covers the summit in detail, examining the diplomatic exchanges over the Vietnam War, the British commitment East of Suez and the MLF, as well as the interplay of personality between Wilson and Johnson. By exploring the relationship of the two leaders in the years 1964-1968, it seeks to examine their respective attitudes to the Anglo-American relationship. The book then assesses the significance of an alleged Anglo-American strategic-economic 'deal', Wilson's 'Commonwealth Peace Mission' to Vietnam, and another Wilson visit to Washington. It also considers why the personal relationship between Johnson and Wilson suffered such strain when the Labour government 'dissociated' the UK from the latest American measures in Vietnam. Next, the book addresses the period from August 1966-September 1967, during which Wilson launched an intense but abortive effort to initiate peace negotiations over Vietnam, and London announced plans to withdraw from military bases East of Suez.

The bitter dispute between ethnic groups in the US from 1914–17—a period of time characterized as the “culture wars”—laid the groundwork both for US intervention in the European balance of power in 1917 and for the creation of what would eventually become a lasting Anglo-American alliance. Specifically, the vigorous assault on English “civilization” launched by two large ethnic groups in America (the Irish-Americans and the German-Americans) had the unintended effect of causing America’s demographic majority at the time (the English-descended Americans) to regard the prospect of an Anglo-American alliance in an entirely new manner. Book excerpt: Whether states balance against or bandwagon with threatening great powers remains an unsolved problem for international relations theory. One school argues that military power compels minor powers to accommodate threats, while another defends that it elicits balancing instead. With the emergence of potential hegemons in both Asia and Europe — namely China and Russia — understanding state alignment is more urgent than ever. This book shows that bandwagoning has been a rare choice in contemporary Asia and Europe. The only states that chose bandwagoning with China or Russia faced both conflicts with third rivals and low levels of U.S. assistance. Going further, I divide bandwagoning between full alignment, survival accommodation, and profit accommodation. Bandwagoners choose among these three options based on the severity of the threat posed by the potential hegemon, the intensity of third conflicts, and the level of U.S. assistance. I test this novel theory against three European (Armenia, Belarus, and Serbia) and four Asian (Cambodia, Myanmar, North Korea, and Pakistan) cases. This study is the first to provide an exhaustive and compelling explanation of bandwagoning fully compatible with neorealism and adds to the balancing-bandwagoning debate. Beyond scholarly implications, this research’s findings offer advice for policymakers concerned with the changing balance of power in Asia and Europe and how to counter China and Russia’s influence.

Book excerpt: This book provides an overview of how the UK tried to maintain and modernize its strategic and tactical nuclear weapons during 1974-82, whilst also pursuing a comprehensive nuclear test ban treaty. The core question addressed in the book is how a test ban treaty would impact on the reliability and safety of the UK’s nuclear weapons and how this would constrain and limit efforts to secure a comprehensive treaty that would prohibit nuclear testing indefinitely. An added complication lay in the fact that a ban treaty could also prevent or limit the UK’s ability to test new warhead designs to replace its existing tactical nuclear weapons and a new strategic successor system to Polaris. How all of this played out between 1974 and 1982, when the UK announced its decision to acquire Trident and the US decided that a test ban treaty was no longer in its security interests, is discussed. A detailed review, based on the available materials in the UK National Archives, also looks at the aims and objectives of UK nuclear tests in Nevada and on the decisions taken on the Chevaline warhead and its Trident replacement. The book also considers whether there was a far greater threat to the UK nuclear programme from shortages of skilled craftsmen and industrial action at the Atomic Weapons Establishment at Aldermaston than from a test ban treaty. It also looks at whether nuclear defence trumped arms control objectives during this period. This book will be of much interest to students of British politics, nuclear proliferation and Cold War History.
