Book excerpt: The May 2007 White Paper "Meeting the energy challenge: a white paper on energy" (Cm. 7124, ISBN 9780101712422) set out the Government's international and domestic strategy to address the two main challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Finally there are three annexes: alternatives to nuclear power; justification and strategic siting assessment processes; regulatory and advisory structure for nuclear power.

Book excerpt: Failure to build a new fleet of nuclear power stations in the UK could make it much more expensive to meet our climate change targets and Ministers must urgently develop a back-up energy strategy. The nuclear industry has outlined plans that would deliver 16GW new nuclear power stations by 2025. Although the Government and industry have learnt some important lessons from this process, there are still a number of obstacles which could delay new build projects in the UK. The Committee supports the Government's use of "Contracts for Difference" (CfDs) to help make new nuclear power stations easier to finance, but are concerned at the lack of transparency around the price negotiations. The new contracts must provide value for money for consumers and should not be offered at a price that is higher than other low-carbon sources of energy, such as offshore wind, which is hoped to be around £100/MWh by 2020. Public attitudes have an important role to play in projects to build new nuclear power stations. The Committee is concerned that local communities might not be able to take part in planning consultations on an equal footing with the project developers. The report recommends that the Government should consider providing more support to local community groups so that they can engage better with the planning process. The Government has plans to allow local authorities hosting renewable energy projects to retain business rates. The report argues that this scheme should be extended to new nuclear projects too.

Book excerpt: Since 1969, the United Kingdom always has always had one submarine armed with nuclear-tipped ballistic missiles underwater, undetected, in constant communication, ready at a set notice to fire at targets anywhere in the world. This is part of its Trident Programme, which includes the development, procurement, and operation of the current generation of British nuclear weapons, as well as the means to deliver them. Operated by the Royal Navy and based at Clyde Naval Base on Scotland’s west coast, it is the most expensive and most powerful capability of the British military forces. In 2016, the United Kingdom had to decide on whether to go ahead and build the next generation of nuclear submarines that will allow the UK to remain in the nuclear business well into the second half of this century. The book presents the political, cultural, technical, and strategic aspects of Trident to provide a thoughtful overview of the UK’s complex relationship with nuclear weapons. The authors, both scholars and practitioners, bring together diverse perspectives on the issue, discussing the importance of UK nuclear history as well as the political, legal, and diplomatic aspects of UK nuclear weapons—internationally and domestically. Also addressed are the new technical, military, and strategic challenges to the UK nuclear thinking and strategy.

Book excerpt: Small Modular Reactors are designed in a way that allows them to be manufactured at a plant and brought to site fully constructed. They have a range of useful applications, including industrial process heat, desalination or water purification, and other cogeneration applications. They could potentially have a key role to play in delivering low carbon energy at lower upfront capital cost compared to large conventional nuclear reactors but the commercial viability of SMRs remains unclear. Deployment of SMRs is likely to be achieved through sharing the costs between the public and private sector. The Committee would like to see the Government steering industry towards deploying a demonstrator SMR in the UK. Government should help to establish the right conditions for investment in SMRs, for example through supporting the regulator to bring forward approvals in the UK, and by setting out a clear view of siting options. Many of the barriers to deployment of SMRs in the UK are similar to the challenges of deploying larger conventional reactors. Small nuclear reactors will also generally raise similar questions of safety and security to those raised by large nuclear reactors. The Office for Nuclear Regulation also needs to be adequately resourced. In the longer term, Government should identify and help to establish future sources of commercial finance for the further development and industrialisation of SMRs. While current SMR designs have been predominantly developed outside the UK, there is scope for British industry to develop intellectual property and play a role in the deployment of the first SMRs

Book excerpt: The Science and Technology Committee concludes that the Government is too complacent about the UK's nuclear research and development (R&D) capabilities, and associated expertise, which will be lost unless there is a fundamental change in the Government's approach. The Committee's key recommendations include: the development of a long-term strategy for nuclear energy looking beyond 2025, outlining support for R&D through an R&D Roadmap and for the commercial exploitation of the UK's current strengths in nuclear research; the establishment of a Nuclear R&D Board, made up of industry, academic and government partners, to develop and implement the R&D roadmap and help to improve the co-ordination of R&D activities to protect vulnerable areas of research and close gaps in capabilities. Many of the UK's experts in R&D on nuclear energy are nearing retirement age, and a lack of investment over the last two decades means that the UK is now in danger of being in a position where it will be unable to ensure a safe and secure supply of nuclear energy up to 2050. The Government must take steps now to ensure that there is a new generation of experts, together with R&D, on which the nuclear industry, Government and the regulator rely.

Book excerpt: In its White Paper (published in December 2006 as Cm 6994, ISBN 0101699425) on the future of the UK's nuclear deterrent, the Government reaffirmed its commitment to maintain the submarine-based Trident weapons system. This will require the procurement of a new generation of nuclear-powered Trident submarines to replace the current fleet of Vanguard-class submarines. Following on from the Committee's earlier report on the strategic context and timetable for decision-making on the renewal of the UK's nuclear deterrent (HCP 986, session 2005-06; ISBN 0215029445), this report focuses on issues related to the UK manufacturing and skills base. These include: the level of investment needed to sustain essential infrastructure and core skills in the UK submarine construction industry; the potential consequences of a gap in the submarine building programme for the long-term viability of the domestic manufacturing and skills base; the implications of the rationalisation of the UK shipbuilding industry for the construction, maintenance and affordability of a Vanguard-class successor; and the linkage between the Government's Defence Industrial Strategy and the decision on retention, replacement or abolition of the UK's Trident system. It also examines the Government's investment programme at the Atomic Weapons Establishment and the possible impact of a new civil nuclear build programme for the retention of nuclear skills and expertise in the military sector.

Available in PDF, EPUB and Kindle. Book excerpt: The Energy Act 2004 requires the Nuclear Decommissioning Authority (NDA), a non-Departmental body, to review and publish its strategy at least every five years. This document also presents the outcome of the NDA's review of the first Strategy published in 2006. This revised Strategy sets out the NDA's strategic direction and mission. The core objective of the NDA is to ensure that the historic civil public sector nuclear legacy sites are decommissioned safely, securely, cost effectively and in ways that protect the environment. As part of this, the NDA is required to operate existing commercial activities and meet current contracts, using revenues generated to offset spend on decommissioning. Much of the original strategy therefore remains the same but the UK Government policy on nuclear energy has changed and a new reactor programme is now envisaged for England and Wales. The decommissioning programme itself has an estimated cost of £45.1 billion. The Strategy can be divided into the following groups: (1) Site restoration - which defines the approach to decommissioning redundant facilities and management of contamination; (2) Spent fuels - which is managing the diverse spent nuclear fuels; (3) Nuclear materials - consists of dealing with the inventory of uranics and plutonium, stored at some site; (4) Integrated Waste Management - concerns the management of all forms of waste arising from operating and decommissioning sites; (5) Business Organisation - looks at maximising commercial income, using assets and capabilities to reduce decommissioning costs; (6) Critical Enablers - seeks to support the NDA's overall mission. The publication is divided into five chapters focusing on these issues, with appendices. The Strategy is effective from April 2011.

This book was released on 2007-05-23 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are two main energy challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. These challenges have to be met against the backdrop of rising fossil fuel prices; slower than anticipated liberalisation of the EU energy markets; heightened awareness of the risk arising from remaining oil and gas reserves being concentrated in a few geographical regions; and a need for substantial new investment in power stations, the electricity grid and gas infrastructure. This White Paper sets out the Governments international and domestic strategy to address these challenges and ways to implement the Energy Review of 2006 and the 2006 Pre-Budget Report. There is a separate consultation document on nuclear power.
