Book excerpt: This report examines career/technical education (CTE) coursetaking of 2005 public high school graduates using a recently revised taxonomy and new indicators of participation to present a more contemporary and detailed picture of CTE coursetaking than is provided by previously-used indicators. To understand how students use the CTE curriculum, this brief examines different patterns of student participation in CTE.: (1) Across the three main CTE curriculum areas (family and consumer sciences education, general labor market preparation, and occupational education); (2) Coursetaking within occupational areas, including occupational concentration; and (3) Coursetaking across occupational areas, to determine the extent to which students earn credits across multiple occupational areas versus within one occupational area, and which occupational areas students tend to combine. Following an overview of data used to examine participation, the report presents the new indicators used. A technical section describes in more detail the data source, the recent taxonomy revision, and analytic procedures. Standard Error Tables are appended. College and career readiness is a process that begins prior to high school. As school districts implement programs and strategies for supporting college and career readiness, it will be important to analyze which students are off-track. In order to determine readiness, educators will need a set of indicators to monitor. This research study examined the reliability of middle school progress indicators and their potential impact on supporting high school readiness, along with college and career readiness. For the purpose of this study, the following definition of College and Career Readiness was used. In North Carolina, students are considered career and college ready when they have the knowledge and academic preparation needed to enroll and succeed, without the need for remediation, in introductory college credit-bearing courses in English Language Arts and Mathematics within an associate or baccalaureate degree program. These same attributes and levels of achievement are needed for entry into and success in postsecondary workforce education, the military or directly into a job that offers gainful employment and career advancement (North Carolina State Board of Education, 2015). Research in the area of college and career readiness is limited, because the goal of the traditional American high school was to sort and select some students for college and the rest for careers or the workforce. This study provides middle school principals with insight regarding the use of progress indicators that could support decision-making and identification of students who are off-track for high school readiness. Policymakers can utilize current findings to refine or develop new policies regarding college and career readiness and the use of indicators at the middle school level. Parents and students could also benefit from the information presented in this research, if there are middle school progress indicators that could illuminate whether or not each student is on-track for success in high school. This study analyzed multiple indicators that could assist educators as they support each student in becoming high school ready.

The inner cities remain concentrations of the uneducated, unemployed, underemployed, and unemployable. Many fail to stay in school and others choose lives of drugs, violence, and crime. Most do not marry, leading to single-parent households and children without a father figure. The cycle repeats itself generation after generation. It is easy to argue that nothing works, given the policy failures of the past. For Lewis D. Solomon, fatalism is not acceptable. A complex and interrelated web of issues plague inner-city black males: joblessness; the failure of public education; crime, mass incarceration, and drugs; the collapse of married, two-parent families; and negative cultural messages. Rather than abandon the black urban underclass, Solomon presents strategies and programs to rebuild lives and revitalize America's inner cities. These approaches are neither government oriented nor dependent on federal intervention, and they are not futuristic. Focusing on rehabilitative efforts, Solomon describes workforce development, prisoner reentry, and the role of nonprofit organizations. Solomon's strategies focus on the need to improve the quality of America's workforce through building human capital at the socioeconomic bottom. The goal is to enable more people to fend for themselves, thereby weaning them from dependency on public sector handouts. Solomon shows a path forward for inner-city black males.

Rather, it is now widely accepted that ALL students should be prepared for postsecondary education in some form (e.g., certificate, 2- or 4-year degree), as these credentials are not only required for many jobs but are also the surest path to upward mobility (Carnevale, Rose, Cheah, 2011). There is also greater recognition that in addition to a more traditional approach to preparation for postsecondary education (e.g., taking college preparatory classes), students should also graduate high school with technical knowledge and employability skills to secure, retain, and advance their employment when they leave school, at whatever level that may be. Simply put, today’s high school graduates need a broad-based education that combines an array of knowledge, skills, and experiences to prepare them for life after high school. And indeed, state’s definitions of college and career readiness have broadened in recent years to include a variety of skills and dispositions, such as critical thinking skills, social emotional skills such as collaboration, and interpersonal skills such as resilience and perseverance (English, Rasmussen, Cushing, & Therriault, 2016). The Every Student Succeeds Act (ESSA) of 2015, the key federal K-12 legislation, explicitly supports the notion of a “well-rounded” student, emphasizing readiness in areas beyond its predecessor’s (the No Child Left Behind Act, or NCLB) focus on core academic content. ESSA mandates that states ensure that students are provided an enriched, accelerated curriculum beyond courses and content areas in which state assessments are given (e.g., mathematics, reading) and that is aligned with the postsecondary experiences students are likely to encounter. ESSA also supports an expansion of readiness goals through provisions for the improvement of conditions for student learning that support social-emotional learning, intrapersonal skills, and other employability skills. And ESSA includes provisions in states’ accountability systems that support emphasis on broader definitions of readiness. Additionally, ESSA’s accountability framework includes important principles for supporting a broader definition of what students need to know and be able to do once they graduate high school. Accountability systems under ESSA may include multiple measures of college and career readiness. Indeed, several states had already added a career-focused indicator prior to ESSA passing (such as pathway completion or technical assessment achievement) to their accountability systems, and the number of states publicly reporting such indicators continues to increase (Achieve & AdvanceCTE, 2016). As definitions and measures of college and career readiness continue to evolve, we know one thing for sure: we need to better prepare ALL students for success after high school. This book explores the ways in which some education researchers are approaching this task. This was written in Corinne Alfeld's official capacity as part of the national conversation on education, is intended to promote the exchange of ideas among researchers and policy makers and to express views as pail of ongoing research and analysis, and is not intended to necessarily reflect the official views of the U.S. Department of Education.

At the turn of the 20th century, less than one-tenth of students enrolled were expected to graduate from high school. Today, most people expect schools to prepare all students to succeed in postsecondary education and to prosper in a complex, fast-changing global economy. Goals have broadened to include not only rigorous benchmarks in core academic subjects, but also technological literacy and the subtler capacities known as 21st-century skills. To identify the most important measures for education and other issues and provide quality data on them to the American people, Congress authorized the creation of a Key National Indicators System (KNIS). This system will be a single Web-based information source designed to help policy makers and the public better assess the position and progress of the nation across a wide range of areas. Identifying the right set of indicators for each area is not a small challenge. To serve their purpose of providing objective information that can encourage improvement and innovation, the indicators need to be valid and reliable but they also need to capture the report committee's aspirations for education. This report describes a workshop, planned under the aegis of the Board on Testing and Assessment and the Committee on National Statistics of the National Research Council. Key National Education Indicators is a summary of the meeting of a group with extensive experience in research, public policy, and practice. The goal of the workshop was not to make a final selection of indicators, but to take an important first step by clearly identifying the parameters of the challenge.

Book excerpt: The aim of the OECD Career Readiness project is to identify patterns of teenage attitudes and activities that are associated with better transitions into employment by analysing multiple national longitudinal datasets. This paper looks for further evidence of the link between teenage activities, experiences and career-related thinking and adult career outcomes by analysing 10 new datasets from eight countries. Overall, the results of this paper find further evidence that secondary school students who explore, experience and think about their futures in work frequently encounter lower levels of unemployment, receive higher wages and are happier in their careers as adults. The findings of this paper are analysed together with the evidence from the two previous working papers of the Career Readiness project, concluding that there is international evidence to support 11 out of the 14 potential indicators that were explored as indicators of career readiness.
