China's One Belt, One Road development program is the largest international investment scheme in history, surpassing the Marshall Plan by an order of magnitude. In 2017, a group of top scholars from Fudan, the London School of Economics, and other institutions like the Institute of Development Studies, Australian National University, and World Bank gathered to share findings and ideas about the nature of New Development Assistance. A compilation of their findings, this book will be of interest to NGOs, policymakers, and academics.

Book excerpt: For more than thirty-five years, Thomas W. Dichter has worked in the field of international development, managing and evaluating projects for nongovernmental organizations, directing a Peace Corps country program, and serving as a consultant for such agencies as USAID, UNDP, and the World Bank. On the basis of this extensive and varied experience, he has become an outspoken critic of what he terms the "international poverty alleviation industry." He believes that efforts to reduce world poverty have been well-intentioned but largely ineffective. On the whole, the development industry has failed to serve the needs of the people it has sought to help. To make his case, Dichter reviews the major trends in development assistance from the 1960s through the 1990s, illustrating his analysis with eighteen short stories based on his own experiences in the field. The analytic chapters are thus grounded in the daily life of development workers as described in the stories. Dichter shows how development organizations have often become caught up in their own self-perpetuation and in public relations efforts designed to create an illusion of effectiveness. Tracing the evolution of the role of money (as opposed to ideas) in development assistance, he suggests how financial imperatives have reinforced the tendency to sponsor time-bound projects, creating a dependency among aid recipients. He also examines the rise of careerism and increased bureaucratization in the industry, arguing that assistance efforts have become disconnected from important lessons learned on the ground. In the end, Dichter calls for a more light-handed and artful approach to development assistance, with fewer agencies andexperts involved. His stance is pragmatic, rather than ideological or political. What matters, he says, is what works, and the current practices of the development industry are simply not effective.

Book excerpt: This report focuses on university/U.S. Agency for International Development (AID) interactions in activities directly related to agriculture, natural resources, and the environment in developing nations. It is noted that U.S. university participation in AID development assistance ventures has declined since passage of the Title XII program of the Foreign Assistance Act in 1975. New opportunities for U.S. university involvement in foreign development assistance, however, are arising from new initiatives in AID, and in other development assistance organizations. In addition, AID is focusing on its affiliations with development assistance organizations, including U.S. universities, to encourage multi-institutional collaborative relationships. The report covers the following topics: how AID has utilized university resources; recent trends in AID/university collaboration; trends in AID policies, programs, and funding; perceived conflicts in the AID/university relationship, both historical and recurrent; and opportunities for U.S. university participation in development assistance. Also discussed are new directions for university participation in development assistance. Appendices include a list of programs supporting research and technology generation, AID Regional Bureau strategies, and AID actions in developing countries. Contains 120 references. (GLR)

However, this book demonstrates that Japan, with its own aid philosophy, experiences, and models of aid, has ample lessons to offer to the international community as the latter seeks new paradigms of development cooperation.

Available in PDF, EPUB and Kindle. Book excerpt: Since the inception of Western development assistance, significant changes in the makeup of donors, recipients, development goals, and strategies have taken place. However, major donor institutions have not yet weighed the impact of these changes on their operations and objectives in anticipation of the future global environment. Discussing trends that will profoundly affect development assistance strategy, the authors raise such questions as: Will the demand for Western technical assistance drop sharply over the next decade? Was the Latin American debt crisis precipitated by the loan practices of international commercial banks? Should aid to Africa be shifted from investment in rural desert areas to investment in urban planning and infrastructure? Also examined are such concerns as the outside management of agricultural research; the U.S. focus on purchasing political allegiance with its aid programs, thus creating dependent nations; the threat to East Asian economic growth posed by the micro-electronics revolution; and the growing conflict between western aid and trade objectives. The authors' purpose is not to provide definitive prescriptions for future development programs, but rather to focus the attention of policymakers on important, but often neglected, issues.

Available in PDF, EPUB and Kindle. Book excerpt: David Ellerman relates a deep theoretical groundwork for a philosophy of development, while offering a descriptive, practical suggestion of how goals of development can be better set and met. Beginning with the assertion that development assistance agencies are inherently structured to provide help that is ultimately unhelpful by overriding or undercutting the capacity of people to help themselves, David Ellerman argues that the best strategy for development is a drastic reduction in development assistance. The locus of initiative can then shift from the would-be helpers to the doers (recipients) of development. Ellerman presents various methods for shifting initiative that are indirect, enabling and autonomy-respecting. Eight representative figures in the fields of education, community organization, economic development, psychotherapy and management theory including: Albert Hirschman, Paulo Freire, John Dewey, and Søren Kierkegaard demonstrate how the major themes of assisting autonomy among people are essentially the same. David Ellerman is currently a Visiting Scholar in the Economics Department at the University of California at Riverside.

Book excerpt: This book aims to bring together a series of analyses on international development assistance in the BRICS, the group of countries that includes Brazil, Russia, India, China and South Africa. The BRICS states comprise approximately 3 billion people (~40% of the World’s population) and in terms of GDP account for 16.8 trillion dollars (~22% of the World’s economy). Over the last decade the loose coalition has evolved to become a formal partnership on both economic and political fronts. The first formal meeting of the then-four BRIC countries took place in 2006 during the United Nations General Assembly. This was followed in 2009 by the first summit of BRICS' heads of state, an event which has been convened annually ever since. On 3-5 September 2017, the ninth BRICS Summit was hosted in Xiamen, China. This book, an anthology of scholars based in BRICS countries, provides invaluable insights into the emerging global south coalition, and will be of interest to scholars, employees of NGOs, and China watchers.
