Book excerpt: The procedures in this manual distill six years of learning about the most efficient acquisition and construction methods in this country for high volume production of housing affordable to low-income people. The people in the Rehab Work Group at The Enterprise Foundation have gathered this information first-hand and conveyed it in training workshops on production management throughout the country. Over 2000 participants in the workshops have included rehab specialists from city housing departments, con struction managers of single and multifamily rehab projects, program managers from both nonprofit housing development organizations and city rehab depart ments, as well as students in colleges and universities. They are becoming the backbone of a new cadre of effective producers of affordable housing. In the 30 cities and several rural areas where we have both learned and applied these production management techniques, they have resulted in savings of 5, 10, even 25 percent of the cost of housing development. The Enterprise Foundation is a national, nonprofit organization that my wife Patty and I launched in 1982. The Foundation's mission is to see that all very low-income Americans have the opportunity for fit and affordable housing within a generation, and work their way up and out of poverty into the main stream of American life.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Impact of Building Regulations on Rehabilitation: Status and Technical Needs Throughout the United States, increasing concern is being expressed for the need to more fully utilize the existing building stock. This concern is motivated by resource shortages and the increasing cost of most materials and products used in the construction of new buildings. Additionally, the costs of land, utilities and financing have added significantly to these higher costs. In the aggregate, these costs have risen much more rapidly than the general cost of living in recent years. The effects contribute to the fact that the new construction sector, even in good years, does not provide for the Nation's building needs. Also, more than one - half of the 71 million homes in the United States are 25 years old or older. As recently as 1973, 18 percent of the dwelling units were identified as having one or more serious deficiencies. In the formulation of new national goals, President Carter and the Congress have called for greatly increased emphasis on rehabilitation of existing housing to rebuild the Nation's neighborhoods. Existing buildings and neighborhoods are viewed as contributing unique amenities that are not available through new construction. These amenities include architectural features, site characteristics and other unifying features which provide roots for an increasingly rootless America. Book excerpt: Heritage Planning: Principles and Process provides a comprehensive overview of heritage planning as an area of professional practice. The book first addresses the context and principles of heritage planning, including land-use law, planning practice, and international heritage doctrine, all set within the framework of larger societal issues such as sustainability and ethics. The book then takes readers through the pragmatic processes of heritage practice including collecting data, identifying community opinion, determining heritage significance, the best practices and methods of creating a conservation plan, and managing change. Heritage Planning recognizes changing approaches to heritage conservation, particularly the shift from the conservation of physical fabric to the present emphasis on retaining values, associations and stories that historic places hold for their communities. The transition has affected the practice of heritage planning and is important for those in the field. It is essential reading for both professionals that manage change within the built environment and students of heritage conservation and historic preservation.

Available in PDF, EPUB and Kindle. Book excerpt: High irrigation investment costs together with declining world prices for food and the failures of a number of high profile past irrigation projects are the main reasons for the reluctance of development agencies and governments in sub-Saharan Africa to invest more resources in irrigation. This study aims to systematically establish whether costs of irrigation projects in sub-Saharan Africa are truly high, determine the factors which influence costs and performance of irrigation projects, and recommend cost-reducing and performance-enhancing options to make irrigation investments in the region more attractive. It analyzes 314 irrigation projects implemented from 1967 to 2003 in 50 countries in Africa, Asia, and Latin America funded by the World Bank, African Development Bank and the International Fund for Agricultural Development.

Book excerpt: Scholars, policymakers, and journalists explore the condition of America's cities, focusing on the policies of the previous five presidential administrations, and offer suggestions for the future. Karl Marx once said that the point was not to understand the world but to change it. This volume offers little more than vague hopes and good intentions.
