Systematically comparing 229 elections since 1950 across 15 European democracies, including the United Kingdom, France, Germany, Italy, the Benelux and Scandinavian countries, this book questions why new challenger parties are more successful in some countries than others, and analyses the conditions that determine their emergence and subsequent success or failure. As one of the first systematic and comparative examinations of new challenger parties, this book looks at both new politics parties and extreme-right parties, and the structures to aid their emergence at the time of an election. Identifying two distinctive stages of party development, the author adopts a ‘double-hurdle’ model involving, first, the chances of emergence, and second, sustained success. This framework, in combination with a wide-range of empirical data, provides for an innovative and insightful analysis of a neglected topic. Like disruptive entrepreneurs, these parties offer new policies and defy the dominance of established party brands. In the face of these challenges and a more volatile electorate, mainstream parties are losing their grip on power. In this book, Catherine De Vries and Sara Hobolt explore why some challenger parties are so successful and what mainstream parties can do to confront these political entrepreneurs. Drawing analogies with how firms compete, De Vries and Hobolt demonstrate that political change is as much about the ability of challenger parties to innovate as it is about the inability of dominant parties to respond. Challenger parties employ two types of innovation to break established party dominance: they mobilize new issues, such as immigration, the environment, and Euroscepticism, and they employ antiestablishment rhetoric to undermine mainstream party appeal. Book excerpt: Across Western Europe, the global financial crisis of 2008 and its aftermath not only brought economic havoc but also, in turn, intense political upheaval. Many of the political manifestations of the crisis seen in other Western and especially Southern European countries also hit Spain, where challenger parties caused unprecedented parliamentary fragmentation, resulting in four general elections in under four years from 2015 onwards. Yet Spain, a decentralised state where extensive powers are devolved to 17 regions known as ‘autonomous communities’, also stood out from its neighbours due to the importance of the territorial dimension of politics in shaping the political expression of the crisis. This book explains how and why the territorial dimension of politics contributed to shaping party system continuity and change in Spain in the aftermath of the financial crisis, with a particular focus on party behaviour. The territorial dimension encompasses the demands for ever greater autonomy or even sovereignty coming from certain parties within the historic regions of the Basque Country, Catalonia and, to a lesser extent, Galicia. It also encompasses where these historic regions sit within the broader dynamics of intergovernmental relations across Spain’s 17 autonomous communities in total, and how these dynamics contribute to shaping party strategies and behaviour in Spain. Such features became particularly salient in the aftermath of the financial crisis since this coincided with, and indeed accelerated, the rise of the independence movement in Catalonia.

In December 2018, VOX, a new party on the populist radical right, entered the Andalusian regional parliament, and played the role of kingmaker in the ensuing government formation discussions. Since then, under the leadership of Santiago Abascal, VOX has earned political representation in numerous local, regional and national elections. The party attracted more than 3.6 million votes in the November 2019 general election, making VOX the third largest party in the Spanish Congress. In two years, the party has become a key political challenger and an important player in Spanish politics.
