Available in PDF, EPUB and Kindle. Book excerpt: Notwithstanding its natural beauty, natural resources and strategic location between India and China, Nepal remains mired in poverty. What holds Nepal’s economy back? And what would it take to unleash its development potential? This book tries to address these issues from the perspective of a Nepali development professional with extensive experience in international development. From his perch at the United Nations, Kul Chandra Gautam followed the political and socioeconomic developments in his home country with a mixture of great hope and deep anxiety. He rejoiced at Nepal’s good progress in achieving many of the Millennium Development Goals, such as drastically reducing maternal and child mortality, eradicating and controlling certain deadly diseases, promoting basic education and women’s empowerment. But he was chagrined by the fratricidal Maoist insurgency that derailed Nepal’s nascent democracy and bourgeoning economy. Gautam offers a candid critique of what ails Nepal’s politics and economy, and how to rebuild the country from the ruins of the prolonged Maoist mayhem and the mega earthquake of 2015. He calls for an end to Nepal’s seemingly endless political transition and shifting the nation’s focus to economic development and social progress.

Book excerpt: '...unmatched in its meticulous and careful research into the wellsprings of a truly unique relationship between two neighbouring states.' SHYAM SARAN 'Ranjit Rae's portrayal of India-Nepal relations from the Indian perspective is meticulous, nuanced and insightful." S.D. MUNI 'Ranjit Rae breaks down the paradox of India's very intimate yet troubled relationship with Nepal.' C. RAJA MOHAN The first two decades of the new millennium have witnessed a dramatic socio-political transformation of Nepal. A violent Maoist insurgency ended peacefully, a new constitution abolished the monarchy and established a secular federal democratic republic. Nevertheless, political stability and a peace dividend have both remained elusive. Nepal is also buffeted by changing geopolitics, including the US-China contestation for influence and the uneasy relationship between India and China. As a close neighbour, India has been deeply associated with the seminal changes in Nepal, and the bilateral relationship has seen many twists and turns. Partly a memoir, this book examines India's perspective on these developments, in the context of the civilizational and economic underpinnings of the India-Nepal relationship, as well as issues that continue to prevent this relationship from exploiting its full potential. Though there are several Nepalese accounts that deal with this subject, there are few from an Indian point of view. Kathmandu Dilemma fills this gap.

Book excerpt: Global food, fuel, and fertilizer prices have risen rapidly in recent months, driven in large part by the fallout from the ongoing war in Ukraine and the sanctions imposed on Russia. Other factors, such as export bans, have also contributed to rising prices. Palm oil and wheat prices increased by 56 and 100 percent in real terms, respectively, between June 2021 and April 2022, with most of the in-crease occurring since February (Figure 1).

Book excerpt: Inhaltsangabe:Abstract: Nepal a country which is located between its powerful neighbours India and China is one of the poorest countries in the world. Nepal has never enjoyed much press coverage, that is, until February 2005, when the king Gyanendra dissolved the Nepali government and announced the state of emergency , which allowed him to rule the country exclusively. The international community regarded this decision as non-democratic and called on the king to restore universal human rights which were suspended according to the declaration of the state of emergency. The king issued an official statement cited the ongoing, radicalised Maoist insurgency and the inability of the government to curb the movement as main reasons for his takeover. Nevertheless, high officials in the country and foreign observers question this pretence. During the conduction of my field research in Nepal, I considered a combination of multiple causes as main reasons for the protracted Nepalese conflict. The main conflict parties, the political elite including the monarch, and the Maoist movement have strong negative perceptions of each other. The perception that Maoists are undertaking terrorist attacks to come into power because they want to disturb the peace of a stabile regime should be regarded as misguided. Even if personal ambitions have to be considered, interviewees mentioned several times that the Maoists are responding to grievances within the Nepalese society and that the political elite could not provide the basic needs for its population. This assumption can be supported by the published 40-Point Demands of the Maoists, which includes the demands of political rights, liberties, economic and social security. It becomes apparent that those asserted claims call for social responsibility, equality and justice. Furthermore, this poses the question, of whether the Maoist insurgency is a form of indicator or warning signal of the political, economic and social situation in Nepal. In particular, it implies the fundamental question, how a state should operate and what kind of responsibilities the state has. The concept of good governance is regarded as a contemporary means and guarantor for an effective state. In every respect, good governance presupposes accountability, honesty or transparency of a state with all its institutions, but besides the structural characteristics the concept disregards the actions that will be undertaken by the [...]

Available in PDF, EPUB and Kindle. Book excerpt: Neglect of socio- economic needs, inequality and injustice in Nepali society attributed to the genesis of the Maoist insurgency in Nepal. In early 1990, a mass upsurge Jana Andolan paved way for multi party of governance in Nepal. The opening up of the polity increased the awareness of inequality which helped Maoist insurgency to grow dramatically. However, in November 2005, a Comprehensive Peace Agreement was reached between the Communist Party of Nepal (CPN-UML) and other main stream political parties. Monarchy was abolished. Election to the Constituent Assembly was held and a coalition government was been put in place. Inadequate steps to address the ethnic, economic and political aspirations of multi- ethnic groups have caused further unrest and created conditions for newer conflicts. Nepal shares border with India particularly with Bihar and Uttar Pradesh, there is free movement across the borders. This facilitates movement of mafia groups, drug trafficking and political activities. Control of cross border activities remains difficult and led to serious cross border implications.
