NSP had three rounds of funding, all directed toward assisting communities as they addressed the neighborhood effects of the wave of foreclosures that followed the end of the housing boom. The principal concern was that the foreclosures had a contagion effect, depressing the value and maintenance of surrounding properties and intensifying the crisis at the neighborhood level. This analysis focused on the second round (NSP2). It found that NSP2 was too modestly funded to consistently arrest the declines in property values or achieve the impacts that were hoped for. No federal department other than HUD focuses explicitly on the well-being of urban places or on the spatial relationships among people and economic activities in urban areas. If HUD, Congress, mayors, and other policy makers are to respond effectively to urban issues, they need a much more robust and effective Office of Policy Development and Research (PD&R). PD&R conducts independent research and program evaluation, funds data collection and research by outside organizations, and provides policy advice to the Secretary and to other offices in HUD. Most of PD&R's work is of high quality, relevant, timely, and useful. With adequate resources, PD&R could lead the nation's ongoing process of learning, debate, and experimentation about critical housing and urban development challenges. Rebuilding the Research Capacity at HUD makes seven major recommendations about PD&R's resources and responsibilities, including more active engagement with policy makers, formalizing various informal practices, strengthening surveys and data sets, and more. Acknowledging that the current level of funding for PD&R is inadequate, the book also makes several additional recommendations to help enable PD&R to reach its full potential.

Available in PDF, EPUB and Kindle. Book excerpt: GAO has made numerous recommendations in its reports on federal housing and community development programs to reduce costs and increase effectiveness. The actions of the Department of Housing and Urban Development (HUD) to implement these recommendations were reviewed. HUD has achieved cost savings and improved program operations by implementing many of the recommendations; however, no action has been taken on some of them. GAO recommended improvements in the Section 8 Housing Assistance Program which would aid in eliminating the high costs, program weaknesses, and possible fraud in that program. Although HUD indicated that corrective actions would be taken, it has taken too long to initiate those actions. HUD has initiated action on GAO recommendations to strengthen financial controls in the Section 312 Rehabilitation Loan and Block Grant Programs. However, HUD disagreed with a recommendation that block grant funds for rehabilitation be prohibited unless they are combined with other resources to increase the number of housing units that could be rehabilitated. HUD has initiated corrective action on most of the problems GAO identified in the College Housing Loan Program. However, because of the decline in college enrollments, biennial assessments of the need for the Program should be performed. HUD agreed with GAO recommendations to assign priority consideration to higher income eligible families under the Housing and Community Development Act; however, it has not taken action to fully implement them. Also, corrective actions initiated by HUD to better manage multifamily assigned mortgages will not be operational for several months.
