Available in PDF, EPUB and Kindle. Book excerpt: Planning is described as being increasingly sidelined by the impacts of neo-liberal restructuring. At the same time, 'culture' is nowadays seen as the world's key intellectual resource possessing new creative weight in sociological, economic and environmental terms. This book argues that, in the light of this cultural turn, there is the opportunity to re-position planning and proposes an original, practical and robust system of 'culturisation'. Culturisation is defined as the ethical, critical and reflexive integration of culture into planning and potentially other areas such as public administration, corporate strategy and development thinking. Cultural theory, planning theory, global governance policy and recent, innovative culturised practices are all explored to this end. The new theoretical and practical approach put forward shows how deeper, richer and more relevant ideas about culture can be utilized in planning, and is illustrated with international examples and two major case studies detailing new vistas for a refurbished planning.

Book excerpt: Planning is becoming one of the key battlegrounds for Indigenous people to negotiate meaningful articulation of their sovereign territorial and political rights, reigniting the essential tension that lies at the heart of Indigenous-settler relations. But what actually happens in the planning contact zone - when Indigenous demands for recognition of coexisting political authority over territory intersect with environmental and urban land-use planning systems in settler-colonial states? This book answers that question through a critical examination of planning contact zones in two settler-colonial states: Victoria, Australia and British Columbia, Canada. Comparing the experiences of four Indigenous communities who are challenging and renegotiating land-use planning in these places, the book breaks new ground in our understanding of contemporary Indigenous land justice politics. It is the first study to grapple with what it means for planning to engage with Indigenous peoples in major cities, and the first of its kind to compare the underlying conditions that produce very different outcomes in urban and non-urban planning contexts. In doing so, the book exposes the costs and limits of the liberal mode of recognition as it comes to be articulated through planning, challenging the received wisdom that participation and consultation can solve conflicts of sovereignty. This book lays the theoretical, methodological and practical groundwork for imagining what planning for coexistence might look like: a relational, decolonizing planning praxis where self-determining Indigenous peoples invite settler-colonial states to their planning table on their terms.

Book excerpt: Non-Plan explores ways of involving people in the design of their environments - a goal which transgresses political categories of 'right' and 'left'. Attempts to circumvent planning bureaucracy and architectural inertia have ranged from free-market enterprise zones, to self-build housing, and from squatting to sophisticated technologies of prefabrication. Yet all have shared in a desire to let people shape the built environment they want to live and work in. How can buildings better reflect the needs of their inhabitants? How can cities better facilitate the work and recreation of their many populaces? Modernism had promised a functionalist approach to resolving the architectural needs of the twentieth-century, yet the design of cities and buildings often appears to confound the needs of those who use them - their design and layout being highly regulated by restrictive legislation, planning controls and bureaucracy. Non-Plan considers the theoretical and conceptual frameworks within which architecture and urbanism have sought to challenge entrenched boundaries of control, focusing on the architectural history of the post-war period to the present day. This provocative book will be of interest to architects, planners and students of architecture, design, town-planning and architectural history. Its contributors include architects, critics and historians, including many whose work helped shape the Non-Plan debate during the period. List of contributors: Cedric Price, Benjamin Franks, Elizabeth Lebas, Eleonore Kofman, Ben Highmore, Yona Friedman, Paul Barker, Clara Greed, Barry Curtis, Colin Ward, Ian Horton, John Beck, Chinedu Umenyilora and Malcolm Miles.

Book excerpt: Lack of transparency and accountability in the planning practice allow for misuse and abuse of the planning system to serve the interests of the more powerful and influential groups, including those entrusted with the powers of planning. The outcomes of a non-inclusive, non-transparent and insensitive planning include: insecurity of land tenure rights and subsequently investments in land; poverty; informal land subdivision and building; unplanned spatial growth and endless conflicts in land development. These are detrimental to the residents and erode their trust and confidence in the government. It takes an organized, informed, confident and courageous group of residents or community to reject the non-inclusive form of planning and cause adoption of inclusive and collaborative planning that allows them space in the planning process. The achievement of such an organized group ? a turn towards democratic planning practice ? leads to a conclusion that informed, organized, confident and courageous civil society is a pillar of democracy. This book therefore argues that ineffective planning results, among other things, from defective land policy and legislation, and planning inability to recognize and make use of opportunities for shaping the built environment.

Book excerpt: Contemporary megaprojects have evolved from the discreet, modernist projects undertaken in the past by centralized authorities to encompass everything from large-scale construction to space exploration. Contemporary Megaprojects explores how these projects have been impacted by cutting-edge technology, the private sector, and the processes of decentralization and dematerialization. With case studies ranging from mega-plantations in Southeast Asia to ocean mapping to sports events, the contributions in this collected volume demonstrate the increasing ambition and pervasiveness of these projects, as well as their significant impact on both society and the environment.

Book excerpt: Local government is at the forefront of development. In South Africa the ambitious policy objectives of post-apartheid reconstruction and development hinge on the successful creation of a democratic tier of government close to the people. An entirely new system of 'developmental local government' has thus been introduced. As is the case in many developing countries, the responsibilities of municipalities in South Africa have been extended dramatically, often without adequate resources. Managing municipalities for development therefore requires political will and strategic intervention. The book provides a comprehensive introduction to developmental local government. It includes: the design of the new local government system and the issues posed by decentralisation; an overview of specific challenges of urban and rural municipalities; a discussion of special issues facing local government including poverty, gender and environment; new tools for local government, including budgeting, indicators, municipal partnerships and capacity building.
