Combined with constraints on ship-procurement funding, these rising costs have caused the Navy to reduce planned ship procurement rates. The issue for Congress is how to respond to rising Navy ship procurement costs. Aside from reducing planned ship procurement rates, one option would be to reduce procurement costs by shifting from currently planned designs to designs with lower unit procurement costs. Lower cost designs for attack submarines, aircraft carriers, larger surface combatants, and smaller surface combatants have been proposed in recent reports by the Congressional Budget Office (CBO), DoD's Office of Force Transformation (OFT), and the Center for Strategic and Budgetary Assessments (CSBA). Options for lower cost designs can be generated by reducing ship size; shifting from nuclear to conventional propulsion; shifting from a hull built to military survivability standards to a hull built to commercial ship survivability standards; or using a common hull design for multiple classes of ships. Compared to the current Virginia-class, nuclear-powered attack submarine (SSN) design, lower cost options include a non-nuclear-powered submarine equipped with an air-independent propulsion (AIP) system and a reduced-cost SSN design using new technologies now being developed. Compared to today's large, nuclear-powered aircraft carriers, lower cost options include a medium-sized, conventionally powered carrier based on either the LHA(R) amphibious assault ship design or a commercial-like hull, and a small, high-speed carrier using a surface effect ship (SES)/catamaran hull. Compared to the current 14,000-ton DD(X) destroyer design, lower cost options include a newly designed 9,000-ton surface combatant (SC(X)), a 6,000-ton frigate (FFG(X)), or a low-cost gunfire support ship.

Book excerpt: The Navy wants to develop and procure three new types of unmanned vehicles (UVs) in FY2020 and beyond-Large Unmanned Surface Vehicles (LUSVs), Medium Unmanned Surface Vehicles (MUSVs), and Extra-Large Unmanned Undersea Vehicles (XLUUVs). The Navy is requesting $628.8 million in FY2020 research and development funding for these three UV programs and their enabling technologies. The Navy wants to acquire these three types of UVs (which this report refers to collectively as large UVs) as part of an effort to shift the Navy to a new fleet architecture (i.e., a new combination of ships and other platforms) that is more widely distributed than the Navy's current architecture. Compared to the current fleet architecture, this more-distributed architecture is to include proportionately fewer large surface combatants (i.e., cruisers and destroyers), proportionately more small surface combatants (i.e., frigates and Littoral Combat Ships), and the addition of significant numbers of large UVs. The Navy wants to employ accelerated acquisition strategies for procuring these large UVs, so as to get them into service more quickly. The emphasis that the Navy placed on UV programs in its FY2020 budget submission and the Navy's desire to employ accelerated acquisition strategies in acquiring these large UVs together can be viewed as an expression of the urgency that the Navy attaches to fielding large UVs for meeting future military challenges from countries such as China. The LUSV program is a proposed new start project for FY2020. The Navy wants to procure two LUSVs per year in FY2020FY2024. The Navy wants LUSVs to be low-cost, high-endurance, reconfigurable ships based on commercial ship designs, with ample capacity for carrying various modular payloads-particularly anti-surface warfare (ASuW) and strike payloads, meaning principally anti-ship and land-attack missiles. The Navy reportedly envisions LUSVs as being 200 feet to 300 feet in length and having a full load displacement of about 2,000 tons. The MUSV program began in FY2019. The Navy plans to award a contract for the first MUSV in FY2019 and wants to award a contract for the second MUSV in FY2023. The Navy wants MUSVs, like LUSVs, to be low-cost, high-endurance, reconfigurable ships that can accommodate various payloads. Initial payloads for MUSVs are to be intelligence, surveillance and reconnaissance (ISR) payloads and electronic warfare (EW) systems. The Navy defines MUSVs as having a length of between 12 meters (about 39 feet) and 50 meters (about 164 feet). The Navy wants to pursue the MUSV program as a rapid prototyping effort under what is known as Section 804 acquisition authority. The XLUUV program, also known as Orca, was established to address a Joint Emergent Operational Need (JEON). The Navy wants to procure nine XLUUVs in FY2020-FY2024. The Navy announced on February 13, 2019, that it had selected Boeing to fabricate, test, and deliver the first four Orca XLUUVs and associated support elements. On March 27, 2019, the Navy announced that the award to Boeing had been expanded to include the fifth Orca. The Navy's large UV programs pose a number of oversight issues for Congress, including issues relating to the analytical basis for the more-distributed fleet architecture; the Navy's accelerated acquisition strategies and funding method for these programs; technical, schedule, and cost risk in the programs; the proposed annual procurement rates for the programs; the industrial base implications of the programs; the personnel implications of the programs; and whether the Navy has accurately priced the work it is proposing to do in FY2020 on the programs.

The House Armed Services Committee, in its report (H. Rept. 110-146) on the FY2008 defense authorization bill (H.R. 1585), recommended approval of the Navy's request for FY2008 procurement funding for the DDG-1000. The report recommended increasing the Navy's FY2008 request for research and development funding for the DDG-1000 program by $9 million for work on permanent magnet motor technology.

In support of this plan, the Navy for FY2005 requested procurement funding for three final DDG-51s and initial procurement funding for the first DD(X) and the first LCS. Congress for FY2005 provided $3,445.0 million for procurement of three DDG- 51s. Congress also provided $350.5 million in advance procurement funding for the DD(X) program $221.1 million for the first DD(X), and $84.4 million for the second DD(X) and directed that procurement of DD(X)s be fully funded in the Navy s ship-procurement account rather than incrementally funded in the Navy s research and development account as the Navy had proposed for the first DD(X). Congress approved the Navy s plan to build the first LCS using research and development funds rather than shipbuilding funds, provided $214.7 million in procurement funding to fund the ship s entire construction cost (rather than about half the ship s cost, as the Navy had requested), required the next LCS (to be funded in FY2006) to be built to a second LCS design now being developed, prohibited the Navy from requesting funds in FY2006 to build a third LCS, and required all LCSs built after the lead ships of each design to be funded in the Navy s ship-procurement account rather than its research and development account. As part of the proposed FY2006 defense budget to be submitted to Congress in early February 2005, the Navy is expected to request additional advance procurement funding for the first DD(X) and procurement funding for the second LCS.

Book excerpt: The Navy in FY2006 and future years wants to procure three new classes of surface combatants a destroyer called the DD(X), a cruiser called the CG(X), and a smaller surface combatant called the Littoral Combat Ship (LCS). Congress in FY2005 funded the procurement of the first LCS and provided advance procurement funding for the first DD(X), which the Navy wants to procure in FY2007. The FY2006-FY2011 Future Years Defense Plan (FYDP) reduces planned DD(X) procurement to one per year in FY2007-FY2011 and accelerates procurement of the first CG(X) to FY2011. The FY2006 budget requests $666 million in advanced procurement funding for the first DD(X), which is planned for procurement in FY2007, $50 million in advance procurement funding for the second DD(X), which is planned for procurement in FY2008, and $1,115 million for DD(X)/CG(X) research and development. The budget requests $613.3 million for the LCS program, including $240.5 million in research and development funding to build the second LCS, $336.0 million in additional research and development funding, and $36.8 million in procurement funding for LCS mission modules. On April 20, 2005, Department of Defense (DOD) issued a decision deferring as premature a Navy proposal to hold a one-time, winner-take-all competition between Northrop Grumman's Ship System Division (NGSS) and General Dynamics Bath Iron Works (GD/BIW) for the right to build all DD(X)s. Several Members of Congress have expressed opposition to this idea. The Emergency Supplemental Appropriations Act for 2005 (H.R. 1268) as reported in the Senate contains a provision (Sec. 1119) that would effectively prohibit such a competition.
