As of the end of FY2005, the Navy totaled 282 ships, including 54 SSNs. In December 2005, it was reported that the Navy is planning to maintain future fleet of 313 ships, including 48 SSNs. Submarine supporters are concerned that the Navy and DOD are not placing adequate emphasis on attack submarines in Navy force-structure planning and ship-procurement plans.

The Navy's proposed FY2018 budget requests the remaining $3,305.3 million needed to complete the boats' estimated combined procurement cost. The Navy's proposed FY2018 budget requests $72.9 million in research and development funding for the Virginia Payload Module (VPM). The Navy's previous force-level goal was to achieve and maintain a 308-ship fleet, including 48 SSNs. The Navy's new force-level goal, released in December 2015, is to achieve and maintain a 355-ship fleet, including 66 SSNs. The Navy's FY2017 30-year shipbuilding plan was developed in association with the previous 308-ship force-level goal, and consequently does not include enough SSNs to achieve and maintain a force of 66 SSNs. CRS estimates that 19 SSNs would need to be added to the FY2017 30-year shipbuilding plan to achieve and maintain a 66-boat SSN force. The Congressional Budget Office (CBO) estimates that 16 to 19 would need to be added to the FY2017 30-year shipbuilding plan to achieve and maintain a 66-boat SSN force. Taking into account the capacity of the submarine construction industrial base and the Navy's current plan to also build Columbia (SSBN-826) class ballistic missile submarines in coming years, CRS and CBO estimate that the earliest a 66-boat SSN force could be achieved might be the mid- to late 2030s. From FY2025 to FY2036, the number of SSNs is projected to experience a dip or valley, reaching a minimum of 41 boats (i.e., 25 boats, or about 38%, less than the 66-boat force-level goal) in FY2029. This projected valley is a consequence of having procured a relatively small number of SSNs during the 1990s, in the early years of the post-Cold War era. Some observers are concerned that this projected valley in SSN force levels could lead to a period of heightened operational strain for the SSN force, and perhaps a period of weakened conventional deterrence against potential adversaries. The projected SSN valley was first identified by CRS in 1995 and has been discussed in CRS reports and testimony every year since then. The Navy has been exploring options for mitigating the projected valley. Procuring additional Virginia-class boats in the near term is one of those options. In that connection, the Navy has expressed interest in procuring an additional Virginia-class boat in FY2021. Congress also has the option of funding the procurement of one or more additional Virginia-class boats in FY2018-FY2020.

Book excerpt: The current and planned size and composition of the Navy, the rate of Navy ship procurement, and the prospective affordability of the Navy's shipbuilding plans have been oversight matters for the congressional defense committees for many years. On December 15, 2016, the Navy released a new force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. Key points about this new 355-ship force-level goal include the following: -- The 355-ship force-level goal is the result of a new Force Structure Assessment (FSA) conducted by the Navy. An FSA is an analysis in which the Navy solicits inputs from U.S. regional combatant commanders (CCDRs) regarding the types and amounts of Navy capabilities that CCDRs deem necessary for implementing the Navy's portion of the national military strategy, and then translates those CCDR inputs into required numbers of ships, using current and projected Navy ship types. The analysis takes into account Navy capabilities for both warfighting and day-to-day forward-deployed presence. The Navy conducts an FSA every few years, as circumstances require, to determine its force-structure goal. -- The new 355-ship force-level goal replaces a 308-ship force-level goal that the Navy released in March 2015. The actual size of the Navy in recent years has generally been between 270 and 290 ships. -- The figure of 355 ships appears close to an objective of building toward a fleet of 350 ships that was announced by the Trump campaign organization during the 2016 presidential election campaign. The 355-ship goal, however, reflects the national security strategy and national military strategy that were in place in 2016 (i.e., the Obama Administration's national security strategy and national military strategy). A January 27, 2017, national security presidential memorandum on rebuilding the U.S. armed forces signed by President Trump states: "Upon transmission of a new National Security Strategy to Congress, the Secretary [of Defense] shall produce a National Defense Strategy (NDS). The goal of the NDS shall be to give the President and the Secretary maximum strategic flexibility and to determine the force structure necessary to meet requirements." -- Although the 355-ship plan includes 47 more ships than the previous 308-ship plan, CRS notionally estimates that achieving and maintaining the 355-ship fleet could require adding 57 to 67 ships, including 19 attack submarines and 23 large surface combatants, to the Navy's FY2017 30-year shipbuilding plan, unless the Navy extends the service lives of existing ships beyond currently planned figures and/or reactivates recently retired ships. -- CRS estimates that procuring the 57 to 67 ships that might need to be added the 30-year shipbuilding plan to achieve and maintain a 355-ship fleet - a total that equates an average of about 1.9 to 2.2 additional ships per year over the 30-year period - could cost an average of roughly $4.6 billion to $5.1 billion per year in additional shipbuilding funds over the 30-year period, using today's shipbuilding costs. These additional shipbuilding funds are only a fraction of the total additional cost that would be needed to achieve and maintain a 355-ship fleet instead of 308-ship fleet. -- If defense spending in coming years is not increased above the caps established in the Budget Control Act of 2011, or BCA (S. 365/P.L. 112-25 of August 2, 2011), as amended, achieving and maintaining a 355-ship fleet could require reducing funding levels for other DOD programs. -- Navy officials have stated that, in general, the shipbuilding industrial base has the capacity to take on the additional shipbuilding work needed to achieve and maintain a 355-ship fleet, and that building toward the 355-ship goal sooner rather than later would be facilitated by ramping up production of existing ship designs rather than developing and then starting production of new designs.

The Navy's proposed FY2009 budget also requests $719.8 million in advance procurement funding for Virginia-class boats to be procured in future fiscal years, and $596.8 million in additional procurement funding for economic order quantity (EOQ) purchases of key components for eight Virginia-class submarines (the 11th boat and seven others) that are to be procured under a multiyear procurement (MYP) arrangement during the 5-year period FY2009-FY2013. As part of its action on the Navy's FY2008 shipbuilding budget, Congress added $588 million in advance procurement funding for an additional Virginia class submarine to be procured in a year prior to FY2012. The Navy, as part of its proposed FY2009 budget, included this additional submarine in its shipbuilding plan and scheduled it to be fully funded in FY2011. One issue for Congress for FY2009 is whether to accelerate the full funding of the newly added submarine from FY2011 to FY2010 or FY2009, so as to facilitate a follow-on option of funding an additional one or two Virginia-class submarines in FY2010 and/or FY2011. Supporters of this option could argue that it would mitigate a projected seven-boat shortfall in SSNs. Opponents could argue that it would place added pressure on the Navy's FY2009 budget and/or its FY2010 budget, making it more difficult for the Navy to fund other priorities in those years. This report will be updated as events warrant.

The Navy wants to acquire these three types of UVs (which this report refers to collectively as large UVs) as part of an effort to shift the Navy to a new fleet architecture (i.e., a new combination of ships and other platforms) that is more widely distributed than the Navy's current architecture. Compared to the current fleet architecture, this more-distributed architecture is to include proportionately fewer large surface combatants (i.e., cruisers and destroyers), proportionately more small surface combatants (i.e., frigates and Littoral Combat Ships), and the addition of significant numbers of large UVs. The Navy wants to employ accelerated acquisition strategies for procuring these large UVs, so as to get them into service more quickly. The emphasis that the Navy placed on UV programs in its FY2020 budget submission and the Navy's desire to employ accelerated acquisition strategies in acquiring these large UVs together can be viewed as an expression of the urgency that the Navy attaches to fielding large UVs for meeting future military challenges from countries such as China. The LUSV program is a proposed new start project for FY2020. The Navy wants to procure two LUSVs per year in FY2020FY2024. The Navy wants LUSVs to be low-cost, high-endurance, reconfigurable ships based on commercial ship designs, with ample capacity for carrying various modular payloads-particularly anti-surface warfare (ASuW) and strike payloads, meaning principally anti-ship and land-attack missiles. The Navy reportedly envisions LUSVs as being 200 feet to 300 feet in length and having a full load displacement of about 2,000 tons. The MUSV program began in FY2019. The Navy plans to award a contract for the first MUSV in FY2019 and wants to award a contract for the second MUSV in FY2023. The Navy wants MUSVs, like LUSVs, to be low-cost, high-endurance, reconfigurable ships that can accommodate various payloads. Initial payloads for MUSVs are to be intelligence, surveillance and reconnaissance (ISR) payloads and electronic warfare (EW) systems. The Navy defines MUSVs as having a length of between 12 meters (about 39 feet) and 50 meters (about 164 feet). The Navy wants to pursue the MUSV program as a rapid prototyping effort under what is known as Section 804 acquisition authority. The XLUUV program, also known as Orca, was established to address a Joint Emergent Operational Need (JEON). The Navy wants to procure nine XLUUVs in FY2020-FY2024. The Navy announced on February 13, 2019, that it had selected Boeing to fabricate, test, and deliver the first four Orca XLUUVs and associated support elements. On March 27, 2019, the Navy announced that the award to Boeing had been expanded to include the fifth Orca. The Navy's large UV programs pose a number of oversight issues for Congress, including issues relating to the analytical basis for the more-distributed fleet architecture; the Navy's accelerated acquisition strategies and funding method for these programs; technical, schedule, and cost risk in the programs; the proposed annual procurement rates for the programs; the industrial base implications of the programs; the personnel implications of the programs; and whether the Navy has accurately priced the work it is proposing to do in FY2020 on the programs.

Twelve were procured through FY2010, two more were requested for FY2011, and another two are requested for FY2012. The eight boats to be procured in the five- year period FY2009-FY2013 (boats 11 through 18, in annual quantities of 1-1-2-2-2) are being procured under a multiyear procurement (MYP) arrangement. The Navy's proposed FY2012 budget requests $3,232.2 million in procurement funding to complete the procurement cost of the 15th and 16th Virginia-class boats. The FY2012 budget estimates the combined procurement cost of these two boats at $5,142.8 million, and under Navy budget plans the boats are to receive a total of $1,910.5 million in prior-year advance procurement (AP) and Economic Order Quantity (EOQ) funding. The Navy's proposed FY2012 budget also requests $1,524.8 million in AP funding for Virginia-class boats to be procured in future years.
