The Navy's proposed FY2006 budget included a similar proposal. Congress, in acting on the FY2006 defense budget, passed a provision requiring the Navy to maintain a 12-ship carrier force. The issue for Congress for FY2007, as it was for FY2006, is whether to approve, reject, or modify the proposal to retire the Kennedy and reduce the carrier force to 11 ships. Until mid-2005, the Kennedy was homeported in Mayport, FL. Prior to the proposal to retire the Kennedy, the Navy's plan was to maintain a 12-carrier force and keep the Kennedy in operation until 2018. The Navy is now proposing to maintain in coming years a 313-ship fleet that includes 11 carriers. DOD estimated in December 2004 that retiring the Kennedy in FY2006 would reduce DOD funding requirements for FY2006-FY2011 by a net total of about $1.2 billion. In February 2006, the Navy estimated that overhauling the Kennedy and keeping it in service during the five-year period FY2007-FY2011 would cost more than $2 billion. Book excerpt: Rising procurement costs for Navy ships have recently emerged as a matter of concern for both Navy officials and some Members of Congress who track Navy-related issues. Combined with constraints on ship-procurement funding, these rising costs have caused the Navy to reduce planned ship procurement rates. The issue for Congress is how to respond to rising Navy ship procurement costs. Aside from reducing planned ship procurement rates, one option would be to reduce procurement costs by shifting from currently planned designs to designs with lower unit procurement costs. Lower cost designs for attack submarines, aircraft carriers, larger surface combatants, and smaller surface combatants have been proposed in recent reports by the Congressional Budget Office (CBO), DoD's Office of Force Transformation (OFT), and the Center for Strategic and Budgetary Assessments (CSBA). Options for lower cost designs can be generated by reducing ship size; shifting from nuclear to conventional propulsion; shifting from a hull built to military survivability standards to a hull built to commercial ship survivability standards; or using a common hull design for multiple classes of ships. Compared to the current Virginia-class, nuclear-powered attack submarine (SSN) design, lower cost options include a non-nuclear-powered submarine equipped with an air-independent propulsion (AIP) system and a reduced-cost SSN design using new technologies now being developed. Compared to today's large, nuclear-powered aircraft carriers, lower cost options include a medium-sized, conventionally powered carrier based on either the LHA(R) amphibious assault ship design or a commercial-like hull, and a small, high-speed carrier using a surface effect ship (SES)/catamaran hull. Compared to the current 14,000-ton DD(X) destroyer design, lower cost options include a newly designed 9,000-ton surface combatant (SC(X)), a 6,000-ton frigate (FFG(X)), or a low-cost gunfire support ship.

Some Members of Congress, particularly on the House Armed Services Committee, have expressed interest in expanding the use of nuclear power to a wider array of Navy surface ships, starting with the CG(X), a planned new cruiser that the Navy had wanted to start procuring around FY2017. Section 1012 of the FY2008 Defense Authorization Act (H.R. 4986/P.L. 110-181 of January 28, 2008) makes it U.S. policy to construct the major combatant ships of the Navy, including ships like the CG(X), with integrated nuclear power systems, unless the Secretary of Defense submits a notification to Congress that the inclusion of an integrated nuclear power system in a given class of ship is not in the national interest. The Navy studied nuclear power as a design option for the CG(X), but did not announce whether it would prefer to build the CG(X) as a nuclear-powered ship. On December 7, 2009, it was reported that the Navy wants to cancel the CG(X) program and instead procure an improved version of the Arleigh Burke (DDG-51) class Aegis destroyer, which is a conventionally powered ship. CVN-78 was procured in FY2008 and is scheduled to enter service in 2015. The ship's procurement cost is estimated in the proposed FY2010 budget at $10,846 million in then-year dollars--$389 million (about 3.7%) more than the estimate in the FY2009 budget. Although CVN-78 was procured in FY2008, it is being funded with four-year incremental funding across FY2008-FY2011. The proposed FY2010 requests $739.3 million in procurement funding to help complete the ship's procurement cost. The Congressional Budget Office (CBO) reported in June 2008 that it estimates that CVN-78 will cost about $900 million more than the Navy estimates, and that if "CVN-78 experienced cost growth similar to that of other lead ships that the Navy has purchased in the past 10 years, costs could be much higher still." On April 10, 2009, the Department of Defense (DOD) announced that it has decided to delay a final decision on whether to propose transferring a CVN to Mayport until it reviews the issue as part of its 2009-2010 Quadrennial Defense Review (QDR). The Navys desire to transfer a CVN to Mayport is an issue of interest to some Members of Congress. Many observers expect that transferring a CVN to Mayport would result in a CVN being transferred out of Norfolk, known formally as NAVSTA Norfolk. Transferring a CVN from Norfolk to Mayport would shift from Norfolk to Mayport the local economic activity associated with homeporting a CVN, which some sources estimate as being worth hundreds of millions of dollars per year to the economy of the home port area.
