The importance of Naval Aviation is founded on the Navy and Marine Corps partnership. From deployed Marine expeditionary units and aviation combat elements embarked aboard amphibious assault ships conducting expeditionary operations ashore, to Navy and Marine Corps fixed-wing and rotary-wing aircraft embarked aboard aircraft carriers streaming alongside surface combatants as part of carrier strike groups, Naval Aviation is ideally suited to carry out the national security strategy in any maritime conflict. On 8 May 1911, Captain Washington Irving Chambers, the officer in charge of aviation, requisitioned the Navy's first aircraft-an A-1 Triad-from aviator and inventor Glenn H. Curtis. This aircraft first flew on 1 July 1911. The following year, the first Marine Corps aviator reported for duty, launching Marine Corps Aviation. Nearly a century later, the Navy's newest aircraft, the P-8A Poseidon, flew for the first time on 25 April 2009. This book shares the vision of today's Naval Aviation leaders, extending the earliest plans for Naval Aviation from 1911 into the year 2032 and beyond. Book excerpt: This research looks at the financial transactions that occurred within United States Naval Air Systems Command (NAVAIR) between fiscal years 2012-2016. It analyzes over 180 thousand transactions with a total value in excess of 146 billion dollars. NAVAIR uses the Navy Enterprise Resource Planning (ERP) system to process its financial transactions and, since its implementation, there has been an increase in the overall number of transactions. As a result, there is an effort underway to reduce the number of transactions. This research provides insights into NAVAIR business practices, develops a metric with which to gauge efficiency and benchmark performance, and provides a few simple linear regression equations to determine adherence to the newly established benchmarks. We conclude that 55% of NAVAIR financial transactions are intergovernmental and that they are responsible for 80% of all transactions requiring amendments. We were also able to determine that the number of line items on a purchase request grows by 39% for intergovernmental transactions when requiring amendments. These findings indicate that intergovernmental transactions are easy to amend. Therefore, we recommend placing more purchase request line items on a single purchase request and working to reduce the number of intergovernmental transactions requiring amendments. I. The Department of Defense's (DOD) increased reliance on the private sector for depot maintenance support coupled with downsizing led to a deterioration of depots' capabilities and cost increases. In 2007, the Office of the Secretary of Defense (OSD) directed each service to submit a depot maintenance strategic plan and provided direction for the content of those plans. The 2007 U.S. Navy Depot Maintenance Strategic Plan contained a separate plan for each of five functional areas and an executive summary. GAO used qualitative content analyses to determine the extent to which two of the plans address (1) elements of a results-oriented management framework and (2) OSD's direction for the plan's content. GAO examined the plans for Navy aviation (NAVAIR) and ships (NAVSEA), which account for 94 percent of Navy depot workload. GAO is recommending that the Navy revise its plans to fully address all elements of the framework and all Office of the Under Secretary of Defense for Acquisition, Technology and Logistics (OUSD [AT & L])-directed issues, demonstrate linkages in future strategic plans, and implement oversight procedures for reviewing future plan revisions and plan implementation. DOD concurred with our recommendations.

To help cover cost growth on the ship, the ship received an additional $1,394.9 million in FY2014-FY2016 and FY2018 cost-to-complete procurement funding. The ship was delivered to the Navy on May 31, 2017, and was commissioned into service on July 22, 2017. CVN-79 (named for John F. Kennedy) was procured in FY2013. The Navy's proposed FY2019 budget estimates the ship's procurement cost at $11,341.4 million (i.e., about $11.3 billion) in then-year dollars. The ship received AP funding in FY2007-FY2012, and was fully funded in FY2013-FY2018 using congressionally authorized six-year incremental funding. The ship is scheduled for delivery to the Navy in September 2024. CVN-80 (named Enterprise) was procured in FY2018. The Navy's proposed FY2019 budget estimates the ship's procurement cost at $12,601.7 million (i.e., about $12.6 billion) in then-year dollars. The ship received AP funding in FY2016 and FY2017, and the Navy plans to fully fund the ship in FY2018-FY2023 using congressionally authorized six-year incremental funding. The Navy's proposed FY2019 budget requests $1,598.2 million in procurement funding for the ship. The ship is scheduled for delivery to the Navy in September 2027. CVN-81 (not yet named) is scheduled to be procured in FY2023. The Navy's proposed FY2019 budget estimates the ship's procurement cost at $15,088.0 million (i.e., about $15.1 billion) in then-year dollars. The Navy plans to request AP funding for the ship in FY2021 and FY2022, and then fully fund the ship in FY2023-FY2028 using congressionally authorized six-year incremental funding. The Navy's FY2019 budget submission programs the initial increment of AP funding for the ship in FY2021. The ship is scheduled for delivery to the Navy in September 2032. Oversight issues for Congress for the CVN-78 program for FY2019 include the following: whether to approve, reject, or modify the Navy's FY2019 procurement funding requests for the CVN-78 program; whether to accelerate the procurement of CVN-81 from FY2023 to an earlier year, or use a block buy contract to procure multiple aircraft carriers, or pursue a combined material buy for multiple aircraft carriers, or do some combination of these things; cost growth in the CVN-78 program, Navy efforts to stem that growth, and Navy efforts to manage costs so as to stay within the program's cost caps; whether to conduct the shock trial for the CVN-78 class in the near term, on the lead ship in the class, or years later, on the second ship in the class; CVN-78 program issues that were raised in a January 2018 report from the Department of Defense's (DOD's) Director of Operational Test and Evaluation (DOT&E); and whether the Navy should shift at some point from procuring large-deck, nuclear-powered carriers like the CVN-78 class to procuring smaller aircraft carriers.
